GENTEXT/REMARKS/1. Purpose. To announce the results of the Commandant's Professional Intermediate-Level Education Board (CPIB) that convened 25 August 2015 to select the best and fully qualified eligible officers for intermediate-level professional military education (PME), graduate level education, and select special duty assignments during Fiscal Year 2016 (FY16). Officers selected by the CPIB may be assigned to the following programs/schools: Intermediate-level schools (ILS) to include fellowships and foreign professional military education; Olmsted Scholar Program; Congressional Fellowship Program (CFP); International Affairs Officer Programs (IAP); Special Education Program- Law (SEP Law) and Advanced Degree Program- Law (ADP Law); Special Education Program (SEP) and Advanced Degree Program (ADP).
2. All selectees (see paragraph 4), deferrals from FY15 (see paragraph 5), Marine Corps Recruiting Command Scholarships (see paragraph 6), and CFP LtCols only (see paragraph 7) will be slated during the December 2015 slating panel based on the needs of the Marine Corps as well as the officer's qualifications and preferences. All selectees with a note (1) indicated next to their name are required to complete the instructions listed in paragraph 8 no later than 15 November 2015. Commanders shall ensure officers comply with these requirements.
3. Selectee status. The officers designated as selectees by the FY16 CCLEB (see paragraph 4) were selected on a highly competitive board amongst their eligible peers moving in FY16 to attend resident education and special programs. All officers listed as selectees will receive a commendatory letter in their Official Military Personnel File (OMPF) for their selection on the FY16 CCLEB. In the past, the CCLEB determined primaries and alternates to school based on the anticipated school quotas that year. This year primaries and alternates will not be broken out until the slating panel (see paragraph 13).

8. Administrative Instructions. Officers with note (1) have been identified as having the career timing to support a SEP or FAO/RAO assignment and shall comply with requirements 8A through 8F. Any officer without note (1) may still comply with 8A through 8F for consideration to one of these programs but should contact their PMOS Monitor to discuss career timing impacts before doing so.
a. The Naval Postgraduate School (NPS) requires all undergraduate and graduate transcripts from applicants. Contact all undergraduate and graduate schools you have attended and have them forward your transcripts to NPS admissions. Transcripts submitted by applicants will not be accepted or considered. Only official transcripts sent to NPS by the officers of your respective institutions are acceptable.
b. Application instructions are available at: http://www.nps.edu/academics/admissions/applyonline/applynow.html.
c. Officers with note (1) must submit a total of three applications to NPS. Two applications will be processed to support a potential SEP assignment. One application will be processed to support a potential FAO/RAO assignment.
d. Check the CPIB website for authorized SEP courses (360, 365, 366, 368, 370, 399, 533, 590, 595, 817, 827, 837, OR 847) to be considered in two of your NPS applications. Choose at least one regional studies program (681, 682, 683, OR 684) for your third NPS application. For additional program information, the NPS academic catalog is available at: http: //www.nps.edu/academics/admissions/registrar/academiccatalog.
e. NPS questions should be sent to: admissions(at)nps.edu. NPS applications are complete once the online application is submitted and all undergraduate transcripts are ordered. Do not contact NPS admissions regarding receipt of transcripts, academic profile codes, tuition costs, or acceptance letters. Admissions will contact officers directly if additional materials are required. All must be received by 15 November 2015.
f. Contact base education center to take the Defense Language Aptitude Battery (DLAB). DLAB scores do not expire. Officers that have a DLAB score may take another DLAB after six months, however, only the most recent score is utilized. Selectees with a note (1) that do not have a DLAB score must take the DLAB.
9. Officers interested in an Air Force Institute of Technology (AFIT) SEP Program, Olmsted Scholarship or Junior Officer Strategic Intelligence Program (JOSIP) must take the GRE and submit results to the applicable POC for that program in ref a.
10. Officers interested in ADP or SEP/ADP Law must submit school acceptance letters or application status to HQMC MMOA-3. Final acceptance must be received NLT 1 April 2016. ADP and ADP LAW are self-funded.
11. Officers interested in CFP will be notified by MMOA-3 via separate correspondence and directed to complete the online CFP application process.
12. A message will be released to all commanders immediately following the 15 November 2015 deadline identifying those officers who have not complied with the actions outlined in paragraph 2 and instructions detailed in paragraph 8. A letter of noncompliance will also be included in the officer's OMPF.
13. Slating Panel. In December 2015, MMOA will sponsor a two-day slating panel to match individual officers to specific school seats based on each officer's career timing, qualifications, preferences, and the needs of the Marine Corps. The product of this panel is a list of primaries with slated assignments. Primaries will be notified of their assignments via MarAdmin within 45 days of the slating panel. Selectees not slated will be considered alternates and will be fleeted up as required.
14. Communication to MMOA.
a. Following the release of the slating message, officers may request deferral of their selection by AA form to HQMC (MMOA) via the first general officer in their chain of command. Deferral requests will not normally receive favorable endorsement from MMOA.
b. Selectees who are serving in an austere environment and have no access to a testing center for the DLAB or GRE must communicate via official correspondence (AA form) endorsed by battalion/squadron-level commander to the MMOA-3 POC prior to the deadline.
c. Those selected officers that have not already submitted questionnaires must complete one prior to 30 November 2015.
d. All correspondence must originate from, or be endorsed by, the selected officer utilizing an AA form. Submit correspondence to:
