GENTEXT/REMARKS/1.  This MARADMIN announces a template for supervisory level training and introduces training codes to report required and optional substance misuse training and urinalysis testing.
2.  Supervisory level training.  Ref (a) requires that all Officers and Staff Noncommissioned Officers (SNCO) receive substance misuse prevention training annually.  This is supervisory level training, and includes the following topics:
a.  Marine Corps policy on alcohol and drug misuse, alcohol and drug dependence, and illegal drug use.
b.  Guided discussions on the risks associated with alcohol misuse.
c.  The importance of recreational activities as alternatives to substance misuse.
d.  The early warning signs and progressive nature of substance misuse.
e.  The supervisor’s role in setting a positive example, preventing alcohol misuse, identifying and referring Marines in need of additional education and treatment.
f.  The correlation between substance misuse and domestic abuse, financial difficulties, and sexual assault, as well as how substance misuse serves as a mechanism to cope with combat or operational stress.
3.  To assist units with accomplishing this training requirement, Headquarters, U.S. Marine Corps (MFCP-1) has developed a template that can be obtained from the Marine and Family Programs gear locker located at http:(slash)(slash)thegearlocker.org.
4.  Required supervisory and optional substance misuse training and urinalysis testing codes.  The completion of supervisory level training, Prime for Life 4.5, and urinalysis testing for each Marine and Sailor shall be entered into the Marine Corps Total Force System (MCTFS) via the Training Management System within Marine Online (MOL) or Unit Diary Manpower Integrated Personnel System.  Commands may use either system.  Units will report the completion of substance misuse training and urinalysis testing as follows:
a.  TTC 483 000 training event (A) ED (B).
(1) Where (A) is the 2-byte alpha-numeric (A/N) code per the Personnel Reporting Instruction User’s Manual, and
(2) Where (B) is the 8-byte effective date (format yyyymmdd).
(3) Two-byte A/N codes are:
(a) SR-completion of supervisory level training for Officers and SNCOs.
(b) P4-completion of Prime for Life 4.5 training.
(c) UR-completion of urinalysis testing.
b.  Marines will be able to view substance misuse training and urinalysis testing completion on their MCTFS training and education record once an entry posts.  The Marine can also view the entry in MOL under personal information, Basic Training Record.
c.  Commands will start reporting substance misuse training and urinalysis testing on 1 October 2015.
