2.  Authorization issuance.  This MARADMIN provides administrative instructions and support for family members who travel to the bedside, burial or dignified transfer of Marines listed as deceased, Very Seriously Ill/Injured (VSI), Seriously Ill (SI), or Not Seriously Ill (NSI), as authorized by reference (a), paragraph 7205 appendix E (part 1). 
A.  HeadQuarters Marine Corps (HQMC) via Marine and Family Programs Division, Casualty Section  (MFPC) funds and issues Invitational Travel Authorizations (ITA) for travel at government expense for up to three designated individuals as described in appendix A (part 1) of reference (a). 
B.  HQMC Authorizes MFPC to request an exception to allow more than three designated individuals for Marines listed as VSI, SI or NSI as described below, or designated family members to the burial of deceased Marines per reference (a).  All ITA issued under this MARADMIN will be for 30 days or less.  MFPC will grant extensions in increments of 30 days or less dependent upon individual circumstances.
C.  Issuance of ITA for family members of a deceased Marinerequires coordination with the assigned Casualty Assistance Calls Officer (CACO) and MFPC per reference (c) and in accordance with reference (a).
D.  Issuance of ITA for designated individuals of Marines with medical classifications of VSI or SI require the submission of:  (1) a Personnel Casualty Report (PCR), (2) an ITA request, and, in the event that a Marine is unable to designate individuals, (3) a letter/request annotated in the PCR from the attending physician of the Marine, requesting the presence of other designated individuals (e.g. family members, etc).  The PCR, ITA request, and physician’s letter can be faxed to (703) 784-4134 or emailed to MFPC at casualty.section@usmc.mil. 
E.  Issuance of ITA for designated individuals of Marines with a medical classification of NSI will be issued for Operation Inherent Resolve/Operation Freedom Sentinel cases only and require a reasonable expectation from the attending physician that the member will remain hospitalized in an inpatient status at a hospital in the United States.  The Marine’s command or the hospital’s Marine Liaison Team (MLT) must submit a request for an ITA to MFPC in accordance with the procedures above.  MFPC will process and issue ITA(s) through the Defense Travel System (DTS) in accordance with reference (b).
F.  In all cases of family members traveling to bedside, the command must provide MFPC with the phone/fax number and email address of the point of contact assigned to assist the family members of each case in order to allow MFPC to confirm receipt of the required documents.
3.  Administrative Support.  Prior to family member travel to burial of a deceased Marine and designated individual(s) or family members(s) travel to the bedside of ill/injured Marines, MFPC will process and issue ITA via DTS in accordance with reference (b).  MFPC will process and issue ITA utilizing the NAVSO 4650/10 form for circumstances in which designated travelers are issued an advance via debit card by the local MLT.Prior to the designated individual(s) or family member(s) departure from a hospital, the assigned MLT, local Inspector-Instructor staff (I-I), or the Marine’s Command Casualty Assistance Command Representative (CACR) will assist family members in completing the required DD form 1351-2 by coordinating with MFPC travel support section at (703) 784-9512 for travel home.  Additionally, the MLT, I-I, or unit CACR will ensure that a telephone number for their organization, as well as the designated traveler(s) is included on the DD form 1351-2 as appropriate.  These claims will be stamped or marked as “FM Travel” on the face of the DD form 1351-2.  Once the designated traveler(s) have arrived home, the MLT, I-I, or CACR will submit the entire travel claim (1351-2 and substantiating records) directly to MFPC for travel claim processing in DTS/DTMS.
4.  Payment settlement office.  Settlement of family member travel claims will be settled through the DTS unless a debit card advance was issued.  All ITA issued utilizing the NAVSO 4650/10 will be settled through the document trackingmanagement system.  The servicing financial office for all ITA claims is the National Capital Region Finance Office, MCB Quantico.
