GENTEXT/REMARKS/1. The purpose of this MARADMIN is to publish guidance for requesting an exemption to the enlisted PME policy that went into effect 1 October 2015 for promotion to corporal and sergeant in the regular and reserve components.
2. Exemptions to the enlisted PME policy outlined in ref (a) will be granted on a case by case basis in accordance with the following guidance:
a. Commanders requesting an exemption to policy will route the request via the chain of command to the first General Officer for endorsement; "by direction" signatures are not authorized. The originating request must include specifics as to the justification for requesting an exemption to the enlisted PME requirement. If approval is recommended, forward the request to CMC (MMPR-2) for action. If not favorably endorsed by the first General Officer, no further action is required.
b. If an exemption to policy is granted, the command will receive a letter signed by the CMC (MM) authorizing the Marine to be exempt from completion of the enlisted PME requirement. The command will compose a NAVMC 118 (11) entry that will be entered into the Marine's official military personal file (OMPF) and a copy of the letter will be sent to CMC (MMPR-2) for inclusion in the remedial promotion request package. Commanders within services other than the Marine Corps having operational control over enlisted Marines (e.g. MEPS commanders) are not authorized to request an exemption to policy. These requests should be routed through the Marines' adminstrative chain of command.
c. Commands are reminded that once an exemption is granted, the process for requesting remedial promotion to corporal and sergeant as outlined in reference (b) remains unchanged.
d. Email all requests for exemption to enlistedpromotions(at)usmc.mil, subject "Request for Exemption."
3. For Marine enlisted promotion matters call commercial (703) 784-9717 or DSN 278-9717. E-mail inquiries may be submitted to enlistedpromotions(at)usmc.mil. This MARADMIN Will be posted to the Promotion Branch website: www.manpower.usmc.mil. Select "Active Marine," "Manpower Management (MM)," "Promotion Branch," then "Enlisted Promotions." From there Click on "Message Traffic," then "Noncommissioned Officer (NCO)."
