GENTEXT/REMARKS/1. For several years Marine Corps Recruiting Command (MCRC) has required high caliber company grade officers for assignment as Recruiting Station (RS)
Operations Officers, RS Executive Officers, and Officer Selection Officers (OSO) positions across the nation. A panel consisting of staff from MMOA and MCRC will convene on 7 Jan 2016 to identify and select officers for assignment during FY16.
2. Eligibility requirements:
a. Time on station (TOS). Officers who will complete their prescribed tour by 1 Jan 17 are eligible to apply. Officers who have met the minimum TOS IAW ref (a) may request via AA form to receive consideration for assignment to MCRC duty. Endorsements from an officer's chain of command through LtCol/O-5 are required attachments to the AA form. By endorsing and submitting this AA form, the consenting command acknowledges that a gap may occur as MMOA attempts to backfill the vacancy. Direct questions about TOS eligibility to the appropriate primary MOS (PMOS) monitor.
b. Grade. Officers who are select or possess the grade of Captain are eligible for selection by the panel. Officers not yet selected for career designation will receive tentative selection by the panel contingent on the officer’s selection by an Officer Retention Board prior to the execution of orders to the assigned RS or OSO position. Officers in the below zone for Major are ineligible for selection by the panel.
c. Officers who meet TOS and grade requirements must also have:
(1) Current photo submitted in OMPF within 120 days of MCRC panel,
(2) Demonstrated military and MOS proficiency, communications skills, and excellent military appearance,
(3) Consistent first class PFT/CFT,
(4) No adverse material in record,
(5) Career timing that supports a 36 mos tour with MCRC.
3. Interested officers must contact their PMOS monitor prior to 18 Dec 2015 for eligibility verification.
4. Officers identified as eligible for assignment will submit their top five RS/OSO position billet preferences, and top three recruiting district preferences. The panel will make every effort to slate officers to their top choices; however, officers may receive assignment to other billets based on the needs of the Marine Corps.
5. By volunteering for selection on the FY16 MCRC slating panel, officers understand and accept that they will receive and are obligated to complete orders with a tour control factor (TCF) of 36 months. Requests to resign prior to the completion of the 36 months TCF will not receive favorable endorsement. Final authority for requests to resign or retire is CMC (DC M&RA) IAW ref (b).
6. Per MARADMIN 371/03, officers who are assigned and successfully complete tours as an RS Executive officer, RS Operations officer, or OSO will have the option of assignment to either resident career level school or geographic location preference.
