GENTEXT/REMARKS/1.  Purpose.  To update ref (A) and announce Fiscal Year (FY) 16 Enlistment Option Programs (EOP) by Program Enlisted For (PEF) and the FY16 Enlistment Bonus Program (EBP).
2.  Background
    a.  The EOP plan establishes PEF and PEF allocations by which Marine Corps Recruiting Command (MCRC) recruits to each fiscal year.
    b.  This MarAdmin serves as an update to ref (A) and the program plan in order to meet the needs of the Marine Corps based on changing accession requirements.
3.  Enlistment Incentives
    a.  Enlistment Option Program.  The EOP offers specific skill group guarantees to qualified applicants through PEF.  A PEF is a grouping of Primary Military Occupational Specialties (PMOS) by skill sets and/or requirements used by MCRC to meet the Marine Corps' annual accession mission.  Every recruit enlisting into the Marine Corps will enlist into a PEF.  Specific PEF enlistment requirements are outlined on a recruit's statement of understanding (SOU) and in the Marine Corps Recruiting Information Support System (MCRISS).  FY16 PEF and PMOS distributions are listed below:

    b.  Effective 1 January 2016, the following MOSs will realign to the CX (Combat Engineer and Ordnance Repair) PEF: 1371, 2131, 2141, 2146, 2147.
    c.  Enlistment Bonus Program.  The EBP assists MCRC in recruiting high quality applicants into critical skills programs or assists in meeting specific shipping missions throughout the FY.  Not every recruit will be issued an enlistment bonus.  Total EBP allocations are established by Headquarters Marine Corps (MPP-20) and distributed by MCRC.  A listing of the FY16 EBP PEFs is provided below:

4.  Enlistment bonus authorization, obligation, and payment:
    a.  Enlistment bonus obligation reporting for FY16 has been streamlined with software release 2-15.  The active component Enl Bonus 302 Rmk diary transaction TTC 245 Seq 000 will be auto generated effective FY16 (SR 2-15).  BPEF reporting will remain the responsibility of MCRD Parris Island and MCRD San Diego.
    b.  The bi-monthly PUREX routine will now automatically generate the TTC 245 Seq 000 transactions.  Any record within MCTFS that contains one of the eight qualifying bonus program enlisted for codes (BPEF codes Q1, Q3, Q4, Q5, Q6, Q7, Q8 and QH), and does not already contain an active component 302 Rmk, will have an auto generated TTC 245 Seq 000 transaction submitted via the PUREX routine.
    c.  As outlined in ref (B), chapter 9, section 91201, the auto generated enlistment bonus payment transaction (TTC 392 SEQ 000) remains unchanged.
5.  Reserve applicability.  This MarAdmin is not applicable to the Marine Corps Reserve.
