GENTEXT/REMARKS/1. Purpose.  To identify, screen, and assign additional personnel to FY16 SDA classes and to promulgate the intended timeline for the FY17 HSST.
2. Due to recent requirements to increase the size of several FY16 Basic Recruiters Course classes and to adjust the MOS mix in Marine Corps Combat Instructor Courses, additional Marines will be screened to staff the remaining SDA classes for FY16. This will be a relatively small adjustment involving only several hundred Marines Corps-wide and will affect primarily the later classes in FY16.
3. A list of Marines who meet the basic eligibility for addition to the FY16 HSST will be screened by PMOS monitors and SDA representatives. Once this initial screening is complete, the refined list will be distributed to career planners via the Automated Message Handling System (AMHS) and Total Force Retention System (TFRS). Per this list, Marines will be assigned a specific SDA class.
4. Command Certification. Commands will have until 3 December 2015 to certify the selected Marines utilizing ref (b) and ref (c). Despite the specialized nature of the screening, commanders are still encouraged to specifically recommend a final SDA duty based on the unique qualifications of the Marine.  Additionally, commanders may recommend an FY16 class date for each Marine that best serves the needs of the command.
5. HSST Screening. The HSST screening will occur electronically through TFRS. As commanders complete the screening checklist and financial worksheet, career planners are directed to upload those documents into TFRS and route them to HQMC NLT 3 December 2015. HQMC (MMEA) will review the command certifications IOT validate the qualifications and make the final assignments. Assignments may change based on the needs of the Marine Corps and specific staffing requirements.
6. Obligated Service.  Obligated service requests (extension or reenlistments) are to be submitted for Marines assigned to an SDA class concurrent with the SDA screening. Command screening checklists (NAVMC 1330/1) and the financial worksheet (NAVMC 1330/2) must be attached to the obligated service request. The length of the contract must be calculated so that Marines have 36 months upon graduation of their specified SDA school class. Once assigned, Marines who refuse to gain sufficient obligated service by 3 December 2015 will be issued a reenlistment eligibility code of RE-3O.
7. Second Tour Drill Instructors. The recruiting depots have a specific need for second tour drill instructors. Marines that meet the criteria to serve as a second tour drill instructor will be screened and assigned via the above stated process/timeline.
8. FY17 HSST. Phase I of the FY17 HSST will occur in Quantico during the week of 25 January 2016 to screen candidates for assignment to SDA classes from October 2016 through September 2017. The FY17 HSST will follow the same basic protocols used for the FY16 HSST effort (refs (c) and (d)). Commands and unit career planners can anticipate release of the FY17 screening list NLT 11 Feb 2016. The FY17 HSST visit is tentatively scheduled for March-April 2016. Specific details will follow once Phase I screening is complete.
9. This MARADMIN does not apply to Marines assigned to Marine Security Guard (MSG) duty. Marines assigned to MSG duty will be identified via separate correspondence.
