GENTEXT/REMARKS/1.  Department of Defense Instruction (DoDI)1300.19, Joint Officer Management (JOM) Program, allows joint duty credit to be granted to an officer for either completion of a tour of duty in a Joint Duty Assignment List (JDAL) position or the accrual of joint experience points based on joint experiences recognized by JQS Experience Panels as providing officers with an equivalent level of expertise in joint matters.  The instruction requires officers to submit requests for joint duty experience credit within 12 months of the requested joint experience completion date.  A request has been approved to consider a one-time, Exception to Policy (ETP) for the 12-month time constraint to allow certain officers to request joint duty experience credit for experiences that concluded over 12 months ago.
2.  Authorization of a "one time" submission:
    a.  The Chairman of the Joint Chiefs of Staff has authorized a "one time" ETP for a panel to evaluate joint experiences outside of the defined 12-month DoDI deadline. This panel will consider officers from all Services, Active and Reserve, who are serving in the grade of O-6 or O-5 on the date of ref (a), memorandum (27 Sept 2015).  The panel will only consider experiences gained after October 1, 2010, and the experiences considered may not have been previously reviewed by a JQS Experience Panel.
    b.  This "one time" ETP panel is scheduled to convene in conjunction with the regularly scheduled panel in Feb 2016.
    c.  All USMC Officers (grades of O6 and O5) will submit their joint experience nominations (ETP and Regularly scheduled) via the JQS website NLT 1 Dec 2015.
    d.  The signed memorandum from the Chairman of Joints Chief of Staff will be posted on the JOMO website.
    e.  The JQS website is ready to accept entry of retroactive credit submissions for O-6 and O-5 who meet the criteria outlined in the referenced document.
    f.  Any questions regarding submissions should be directed to Maj Hooks for the active component and Maj Sager for the reserve component.
