GENTEXT/REMARKS/1. Purpose. This MarAdmin identifies the remaining FY16 First Term Alignment Plan (FTAP) cohort and assigns a targeted mission to the following Major Commands: MARFORCOM, LOGCOM, MCCDC, MCICOM, MCRC, MARFORPAC, MARFORRES, MARFORSOC and TECOM.
2. Background
a. The FY16 FTAP cohort consists of 23,948 Marines. The aggregate FY16 FTAP target of 5,957 Marines requires the reenlistment of 26 percent of First Term Marines with an Expiration of Current Contract (ECC) from 1 Oct 15 to 30 Sep 16. As of 30 Oct 2015, over 2,160 First Term Marines have reenlisted and 61 MOSs have been competitively filled. 83 additional MOSs remain open but are assessed to be tracking normally and will continue to be monitored. The comprehensiveness of the recent drawdown, coupled with continuing changes in the structure of the Marine Corps, demands that commanders apply renewed attention to ensure that the force retains sufficient Marines of the correct grades and MOSs. Accordingly, the below mission is assigned to focus the effort and ensure that all of the remaining MOSs are filled. Henceforth, unit commanders should anticipate receiving similar retention missions after the first quarter of each retention year.
b. Leaders at every level share responsibility for Marine Corps retention efforts. Identifying talented First Term Marines and encouraging their reenlistment is essential to achieving retention success. The mission in paragraph 3 below is based upon each Command’s EAS population by targeted MOS and, thus, does not include the Marines from the FY16 cohort that have already re-enlisted.
3. Action. The 13 items listed below correspond to the numbered columns on the table which delineate the MSCs targets for reenlistment. The nine major subordinate commands are allocated the remaining FY16 FTAP targets whose ECC on the date of reenlistment is between 1 Oct 15 and 30 Sep 16, as follows:

4. Coordinating Instructions
a. The allocations listed above are targeted missions for the execution of a reenlistment and are not considered satisfied until each Marine accepts his or her contract. These missions supersede any previous missions, quotas or targets issued at the local or unit level. They are considered minimum requirements: commands should not cease their effort to retain talented FTAP Marines in these MOSs once their quota has been attained. Commanders maintain the responsibility for identifying qualified Marines and encouraging them to submit for retention and continue their service. Marines in these MOSs that ultimately do not receive a boatspace due to competition are encouraged to seek retention by requesting a lateral move into an eligible MOS, IAW the FY16 Retention Guidelines. Commanders may still seek retention for quality Marines via the Quality Marine Identification (QMI) program once their PMOS has attained 100 percent executed boatspaces.
b. Marines who laterally move in conjunction with the FTAP will count as a reenlistment in the MOS to which they laterally moved.
c. These allocations remain in effect until the end of FY16. However, Commanders are advised that the preponderance of Marines in the FY16 FTAP cohort will reach their EAS by 01 Jun 2015.
5. This MarAdmin is not applicable to the Marine Corps Reserve.
6. This MarAdmin cancels on 30 Sep 16.
