GENTEXT/REMARKS/1. IAW refs (a) through (c), the Commandant of the Marine Corps convened the FY 15 ORB Number 2 on 25 September 2015. Ref (d) listed officers selected by the board to be offered career designation. Those offered career designation were to accept or decline after receiving a notification via MOL. Due to unforeseen technical issues, selected Marines are not receiving MOL notifications. This MARADMIN outlines new instructions for selected Marines to accept or decline career designation.
2. Online Questionnaire
a. The online questionnaire is now the primary mechanism for Officers to accept or decline career designation. Marines offered career designation must access the questionnaire to accept or decline career designation.
b. The career designation questionnaire can be accessed via the Manpower and Reserve Affairs website at https://www.manpower.usmc.mil/application. From there, select the survey entitled "FY15 ORB Number 2 Career Designation Acceptance (slash)Declination." CAC certification is not required to access the site. All officers selected for career designation have been granted access to the questionnaire.
c. For questions concerning questionnaire eligibility/access, contact MMOA-3. For questions concerning the functionality of the questionnaire, contact the Manpower and Reserve Affairs help desk at (703) 784-9030 (DSN 278-9030) or email smb.m(and)ra.webmaster(at)usmc.mil.
3. The deadline for accepting or declining career designation has been extended. The new deadline for accepting or declining career designation is 2359, 20 December 2015. Officers are encouraged to accept or decline at the earliest opportunity. Officers who fail to take action by the deadline are considered to have declined, shall not be reconsidered at a future date, and shall execute their current Expiration of Active Service (EAS). Officers accepting career designation will incur a 24-month active duty service obligation beginning 1 October 2015, and ending 1 October 2017.
4. Officers should expect a delay between accepting career designation and the adjustment of their EAS. The questionnaire portal does not posses the capability to automatically input diary entries. Therefore, MMOA-3 will make the necessary diary entries adjusting an officer's EAS once the deadline has passed. Selected Officers with an EAS before the deadline should contact MMOA-3 immediately.
5. The deadline for meritorious career designation has not been extended. Refer to ref (d) for deadline and eligibility criteria.
