RMKS/1. The Deputy Commandant for Combat Development and Integration’s  Capabilities Development Directorate (CDD) and the Air Land Sea Application (ALSA) Center have published the revised MCRP 2-24A, Multi-Service Tactics, Techniques, and Procedures (MTTP) for Air-to-Surface Radar System Employment, dated xxxx 2015. This publication was previously titled ATCARS and before that is was titled JSTARS. MCRP 2-24A may be downloaded via the USMC doctrine website at https: (slant)(slant)www.doctrine.usmc.mil. The publication can also be found on the ALSA website at http: (slant)(slant)www.alsa.mil.
2. Background. This MTTP publication provides TTPs for employing air-to-surface radar systems such as JSTARS and similar systems to detect targets, support intelligence production, and coordinate attack or reconnaissance on those targets. This pub covers theater-level, air-to-surface radar systems and discusses system capabilities and limitations performing airborne command and control, wide area surveillance for near-real-time targeting, and target development and processing, exploiting, and disseminating collected target data. This MTTP pub provides tactical-level warfighters coordinated mission planning, tasking, and execution guidance to request and use air-to-surface radar system support.
3. Coordinating Instructions. This manual will only be published electronically. There will be no printed copies. It may be downloaded from the websites indicated in paragraph 1.
4. This MARADMIN is applicable to the Marine Corps total force.
