GENTEXT/REMARKS/1. This MARADMIN announces the Fiscal Year 2016 (FY16) Officer Retention Board (ORB) Number 1. All eligible officers and those within leadership roles are to review this announcement and the listed refs in detail, as information contained within could directly impact eligibility and competitiveness within the boardroom. Commanding officers shall ensure this order is brought to the attention of all officers eligible for consideration under its provisions. In addition, the Commander, Marine Corps Forces Reserve will ensure that eligible officers in the ready reserve are informed of their opportunity to apply for return to active duty as detailed within ref (c).
2. The FY16 ORB Number 1 will convene on or about 1 February 2016, and will consist of four sub-boards: Career Designation (CD), Inter-service Transfer (IST), Return to Active Duty (RAD) and Redesignation.
A. The CD sub-board enables the management of the officer population by retaining the highest quality officers from each year group.  Those selected for CD are offered the opportunity to remain on active duty beyond their initial period of obligated service.
A.1. Officers are considered for CD in five competitive categories in the Military Occupational Specialties (MOS) listed.
A.1.1. Combat arms: MOS 0302, 0802, 1802, and 1803
A.1.2. Combat service support: MOS 0102, 02XX, 0402, 0602, 1302, 3002, 3404, 4302, and 5803
A.1.3. Aviation ground: MOS 6002, 6602, 7204, 7208, 7210, 7220, and 7315
A.1.4. Law:  MOS 4402
A.1.5. Aviation: MOS 75XX
A.2.  CD Eligibility Requirements (all must be met)
A.2.1. Be an unrestricted officer within the Active Component (AC).
A.2.2. Have a minimum of 540-days of processed observed fitness report time following completion of a Primary Military Occupational Specialty (PMOS) school. For aviators, performance evaluations received while in fleet replacement squadrons are considered as observed time only when marked other than not observed.
A.2.3. Be a First Lieutenant in the Captain promotion zone during the corresponding calendar year, or currently a Captain.
A.2.4. Have not previously declined career designation.
A.2.5. Be a First Lieutenant with a date of rank no later than 24 May 15, lineal control number not higher than 25163000.
A.2.6.  Have an expiration of active service (EAS) date no earlier than 1 June 2016.
B. The RAD sub-board provides the opportunity for the transfer of Reserve Component (RC) Lieutenants, Captains, and Majors to the AC who demonstrate the potential for full careers as military officers in order to sustain the quality and effectiveness of the AC officer force. This board is highly competitive given the nature of current personnel requirements within the active force. Eligible officers will only be selected if the officer can demonstrate unique qualifications that will clearly benefit the Marine Corps.
B.1. RAD applications will be received in grade and MOS fields in accordance with ref (c), but are intended to satisfy AC requirements listed below (read in two columns):

B.2. RAD applicants shall be considered in PMOS fields for which they are already qualified without additional training.
B.3. RAD selectees will serve a minimum of 48 months on active duty, with the start date being the date joined to the AC. RAD selectees will compete for career designation after obtaining 540 days observed fitness report time from the date they are joined to the AC. Observed time as a Reservist, or from previous active duty service, will not count towards the 540 days required for screening. Majors selected for RAD will automatically be career designated.
C. The IST sub-board allows officers on the active duty list of another uniformed service to submit an application for transition to the Marine Corps active duty list. This board is highly competitive given the nature of current personnel requirements within the Marine Corps. Interservice transfers are intended for use primarily in technical fields to permit full use of specialists, but will not be restricted to technical specialists. Officers selected for IST will automatically be career designated.
C.1. IST applications will be received in grade and MOS fields in accordance with ref (c), but are intended to satisfy AC requirements listed below (read in two columns):

C.2. IST selectees will serve a minimum of 48 months on active duty, with the start date being the date joined to the AC Marine Corps.
D. As detailed within ref (c), the redesignation sub-board provides the opportunity for restricted limited duty officers to request redesignation as a regular unrestricted officer in a corresponding category I (unrestricted) MOS. Applications have been authorized to be received and considered, if qualified.
E. Coordinating Instructions
E.1. All applicants shall have a current photograph within their OMPF 2 weeks prior to the convening date of the board. Ref (a) and (b) contain guidance for the update and submission of photographs to HQMC for inclusion in the OMPF.
E.2. Officers can verify their total observed fitness report time by reviewing their master brief sheet contained within their OMPF. In confirming eligibility, only reports that are processed and posted to an officer’s OMPF prior to 11 January 2016, shall be considered by MMOA-3. Officers that achieve 540 days of observed time after 11 January 2016, but prior to the convening of the ORB, will not be considered eligible by this board and will be screened during subsequent boards if supported by their EAS. Any officer who's current EAS does not support at least one opportunity for CD screening may request an EAS extension in accordance with ref (c).
An officer’s EAS may also be extended, if requested, to allow for additional transition if not offered CD. Requests will be considered on a case by case basis.
E.3. All eligible officers' records and OMPFs will automatically be screened for career designation. Officers who do not desire to be considered for career designation shall submit an AA form to MMOA-3, endorsed by the first O-5 commander in their chain of command no later than 11 January 2016. Officers that request not to be considered shall continue to affect their current EAS.
E.4. Communication with the board is not required.  However, if an officer chooses to communicate with the board, such communication shall be uploaded by the officer to the ORB Webportal no later than 11 January 2016. Submission of late material or official photographs will only be accepted with approval of the board president. Material sent after 11 January 2016 shall be sent to smbmanpowerofficerpr(at)usmc.mil.
E.5. Submission of material and correspondence directly to the president of the board should not include items that are considered part of an officer’s OMPF. Updates to OMPF material shall be submitted for catalog and presentation to the board through MMRP agencies using instructions and information provided at https: (slash)(slash)www.manpower.usmc.mil(slash)portal(slash)page (slash)portal(slash)M(underscore)RA(underscore)HOME(slash)MM(slash)G (underscore)SB(slash)a(underscore)OMPF.
E.6. All IST, RAD, and redesignation submissions shall beeceived by MMOA-3 no later than 11 January 2016. Late submission will not be considered. RAD applicants currently within the Active Reserve Program shall contact Reserve Affairs prior to application submission to confirm eligibility and identify any prohibiting factors. All RAD and redesignation applications shall be uploaded to the board portal; completed IST applications will be received at smbmanpowerofficerpr(at)usmc.mil.

5. The Selected Marine Corps Reserve is actively seeking the service of company grade officers in any MOS who desire to remain affiliated with the Marine Corps upon transition from the Active Component. Opportunities also exist for continued full time active duty service through the Active Reserve program, active duty for operational support, and voluntary mobilization. Interested
