GENTEXT/REMARKS/1.  Heightened vigilance by our Marines, Sailors, Civilian Marines and their families is the most appropriate response to the recent attacks from Chattanooga, TN to Paris, France.  Therefore, the Commandant of the Marine Corps issues the following protection guidance.  This MARADMIN cancels reference (a) and remains effective until superseded or rescinded.
2.  Background
    a.  On 16 July 2015, a Homegrown Violent Extremist (HVE) attacked the Armed Forces Recruiting Station (AFRS) and the Navy Operational Support Center, both located in Chattanooga, TN.  Before he was killed by local law enforcement, the HVE wounded a police officer and a Marine, killed four Marines, and shot one Sailor who later died.
    b.  On 13 November 2015, several attackers conducted coordinated attacks throughout Paris, France which killed over 125 people and wounded more than 350 others.  The Islamic State of Iraq and the Levant (ISIL) claimed responsibility for the attacks.  ISIL and its sympathizers have called for continued attacks against targets around the world, to include the United States.
3.  Foreign terrorist organizations, including ISIL, as well as HVEs, continue to pose a significant threat to Department of Defense (DoD) interests.
4.  Action.  All Marine Corps personnel must continue to exercise enhanced vigilance and situational awareness.  Commanders must embrace their Force Protection mission responsibilities, equally here at home as we have overseas, and ensure that Emergency Action Plans are in place and rehearsed.  Everyone must exercise good Operational Security and Personal Security when using social media to reduce the likelihood of our Marines and their families being targeted by extremists.

    b.  For law enforcement and security personnel, effective surveillance detection is key to identifying criminal or terrorist threats.  Trapwire is the Service-wide surveillance detection tool which supports the collection and analysis of all suspicious activity reports, whether originated by law enforcement, force protection personnel or community members via Eagle Eyes.  Trapwire also supports Marine Corps suspicious activity reporting into the Federal Bureau of Investigation's eGuardian program.  Any questions on the use of Trapwire or request for training should be directed to the Headquarters Marine Corps Antiterrorism Section, Security Division, Plans, Policies and Operations Department at (703) 692-4234.
    c.  Equally important is the rapid sharing of suspicious/threatening information which can mean the difference between a timely and effective response and disaster.  The Command, Control, Communications, Computers and Intelligence Suite (C4IS) is the United States Navy and Marine Corps combined, web-based solution to the requirement for rapid, near-real time threat information dissemination.  Per reference (c), all commanders shall ensure their personnel with Anti-Terrorism/Force Protection and law enforcement responsibilities obtain C4IS accounts, are trained in its use, and monitor C4IS daily.
    d.  Commanders shall continue to execute Random Antiterrorism Measures per reference (d).
5.  Travel Guidance.  Based on recent attacks, the State Department issued a Worldwide Travel Alert and U.S. European Command has restricted travel to several countries in Europe.  All DoD service members are subject to these restrictions.
    a.  Official travel is not affected by this MARADMIN.
    b.  Unofficial travel (leave or liberty) to any country in Africa or the following European countries requires command O-6 level approval: Armenia, Azerbaijan, Belarus, Bosnia and Herzegovina, Georgia, Greece, Israel, Kosovo, Moldova, Russia, Serbia, and Ukraine.  The countries are subject to change based on the Foreign Clearance Guide (FCG), Department of State (DOS), Combatant Command, and/or Intelligence threat notifications.
    c.  Unofficial travel to Belgium, France, or Turkey will be in compliance with latest EUCOM and U.S. Marine Corps Forces Europe and Africa (MARFOREUR/AF) guidance.
    d.  If Force Protection Condition is elevated to “C” for any country, official or unofficial travel will require general/flag officer or Senior Executive Service member approval.
    e.  MARFOREUR/AF maintains a 24-hour Command Center.  If DoD personnel have an emergency while in Europe or Africa, immediately contact the U.S. Embassy/Consulate and the MARFOREUR/AF Command Center POC for assistance at commercial: +49 703-115-2380; email: MARFOREUR/AFCOMMANDCENTER@usmc.mil.  All Major Subordinate Commands (MCS) will ensure MARFOREUR/AF Command Center contact information is provided in official travel orders, leave papers, and liberty authorizations.
    f.  Prior to travel, all personnel will complete the following: Update personal contact information and record of emergency data; provide physical address and phone contact information within leave request; enroll trip with the nearest U.S. Embassy or Consulate through the DOS Smart Traveler Enrollment Program (STEP) service at https:(slash)(slash)step.state.gov/step/.
6.  While we cannot expect to prevent every lone wolf or HVE from committing a hostile act, by exercising continued vigilance, being proactive and consistently reporting suspicious activity, we can reduce the possibility of a successful attack.  Every Marine is our first line defense.  If you see something, say something.  Watch, Report, Protect!
