RMKS/1. Commanding General, Marine Corps Combat Development Command (CG MCCDC) / Deputy Commandant for Combat Development and Integration (DC CDI) has produced a force development strategic plan, endorsed by the Commandant of the Marine Corps.
a. This strategic plan amplifies existing force development directives and provides MCCDC/CDI personnel a framework designed to promote a collaborative, cohesive, "learning organization" that can more effectively prepare the nation's expeditionary force in readiness for a complex and uncertain future. b. This framework guides Marines and civilians involved in developing our future force with a common understanding of how we intend to conceptualize and develop future force, to include refining how we train and educate Marines. It describes an integrated and collaborative approach that leads to a force development process, which is aligned with the Joint Capabilities Integration And Development System (JCIDS) and the Planning, Programming, Budgeting And Execution (PPBE) cycle.
2. The intent is to identify a deliberate, collaborative, innovative, yet resource informed Marine Corps force development enterprise. The plan establishes four lines of effort with supporting objectives and tasks:
a. Conceptualize The Force
b. Develop And Integrate The Force
c. Train And Educate The Force
d. Increase Naval Integration
3. Executing this refined approach will require routine and effective coordination between MCCDC/CDI personnel, advocates, proponents, the operating forces, and numerous organizations external to the Marine Corps. Force development efforts will continue to follow a four part framework: conceptually describing how we will fight, conducting capabilities based assessments, conducting risk analysis and making solution decisions, and implementing force development solutions.
4. In order to promote unity of effort across time horizons, the plan identifies overarching "warfighting challenges" which must be overcome through a "campaign of learning" that informs force development. Warfighting challenges are those first-order problems that must be solved in order for Marine Corps forces to successfully accomplish likely missions now and in the future. The thirteen warfighting challenges have been identified and corresponding lead and supporting agencies tasked to fully develop and integrate capability solutions through the campaign of learning.
a. Commanding General, Marine Corps Warfighting Laboratory (CG MCWL) / Director for Futures Directorate will lead the campaign of learning.
b. The campaign of learning depends on sustained coordination and collaboration among both internal and external stakeholders. Participants must apply intellectual curiosity and analytical rigor to this effort. Outputs from the campaign of learning will support and inform the capabilities based assessment of current gaps and capabilities that will guide the development of solutions, resulting in an integrated, prioritized, and resource-informed Marine Corps enterprise integration plan that drives a Marine Corps program objective memorandum across the Marine Corps program evaluation boards coordinated with the Deputy Commandant for Programs and Resources.
c. Some Headquarters Marine Corps organizations external to MCCDC/CDI have been identified to support efforts in select warfighting challenges. Inputs from across the Marine Corps are welcome in addressing these challenges.
5. For the Marine Corps to remain relevant we must continue to innovate to develop the right force for the future. The core reason for our success on and off the field of battle is our Marines and Sailors who, over the decades, have continuously relied on intellect, devotion, and resourcefulness to defeat the enemy and accomplish the mission. With the establishment of the force development strategic plan, MCCDC/CDI will lead a fully integrated and resource informed, concept-driven, capabilities based approach to ensure the Marine Corps is prepared for the future.
