GENTEXT/REMARKS/1.  Purpose.  This message announces the eligibility criteria and administrative instructions for the CY17 USMC Astronaut Candidate Screening Panel.  The CY17 USMC Astronaut Candidate Screening Panel will convene in March 2016 to screen interested Marines and provide favorable endorsements to the National Aeronautics and Space Administration (NASA).  Marines that receive favorable endorsement will compete with other military and civilian applicants for selection to the NASA Astronaut Candidate Program.
2.  Application Process.
    A.  Marines must submit electronic applications directly to NASA through the Office of Personnel Management's USAJOBS web site: https:(slash)(slash)www.usajobs.gov(slash)GetJob(slash)ViewDetails(slash)423817000.  Applications must be submitted NLT 18 February 2016.
    B.  Additionally, applicants must notify MMOA-3 of their desire to be screened on the CY17 Astronaut Candidate Screening Panel via email and attach the NASA email confirmation stating their application was successfully received.  Suspense for this requirement is 1 March 2016.  No further documentation is required.  Email should be sent to: smbmanpowerofficerpr(at)usmc.mil.
3.  Eligibility:
    A.  Eligibility Criteria.  Specific NASA required qualifications can be obtained from the USAJOBS website: https:(slash)(slash)www.usajobs.gov(slash)GetJob(slash)ViewDetails(slash)423817000.  General eligibility criteria as set forth in Ref (a):
      (1)  Be a U.S. citizen.
      (2)  Must have a minimum of five years of active service by August 2017.
      (3)  Must have earned a bachelor's degree or higher from an accredited institution in engineering, biological science, physical science, computer science, or mathematics.  Degrees in engineering technology are not considered to be qualifying for this position.
      (4)  Must have at least three years of related, progressively responsible professional experience following degree completion, or at least 1000 hours of pilot-in-command time in jet aircraft.  An advanced degree is desirable and may be substituted for part of or the entire experience requirement (Master's = 1 year of experience, Doctoral Degree = 3 years of experience).
      (5)  Ability to pass the NASA long-duration astronaut physical.
     B.  Ineligibility Criteria:
      (1)  Marines passed for promotion.
      (2)  Marines with approved retirements or resignations.
      (3)  Marines with adverse material in their OMPF.
4.  Applicants will be notified of their favorable endorsement by MARADMIN.  Some officers who receive favorable endorsement from this panel may be further screened/interviewed by NASA at the Johnson Space Center between February and April 2017.
5.  This bulletin is not applicable to the Marine Corps Reserve.
6.  This bulletin will be cancelled 1 June 2016.
