GENTEXT/REMARKS/1.  This MARADMIN provides guidance and references applicable to the T/C program. The primary purpose of T/C training program is to balance aviator inventories with future Marine Corps requirements.
2.  Eligibility
    a.  Marines must be in the process of joining, or be a current member of 4th MAW at the squadron level or below.
    b.  Marines requesting to retrain must be able to complete all required training without any breaks once training has begun.
    c.  Marines in units affected by Base Realignment and Closure (BRAC) or Force Structure Review Group (FSRG).
    d.  Marines must not have received retraining funding within the past three years.
    e.  Enlisted eligibility requirements are in accordance with reference (a) paragraph 3.
    f.  Designated Naval Aviators (NA) and Naval Flight Officers (NFO).
        (1) Majors with less than 4 years time in grade (TIG) may apply for any applicable Type Model Series aircraft.
        (2) Majors with more than 4 years TIG may apply for a waiver to serve with VMR, VMGR, VMM, and HMLA squadrons.
        (3) NA/NFOs must be approved for T/C by DC Aviation via Commanding General (CG), 4th MAW.
3.  Obligation.  Marines must have the required drilling obligation within 30 days of the approved retraining start date.  Marines  pproved for T/C training will incur additional obligated service and an adjustment to their Mandatory Drill Stop Dates (MDSD).
    a.  All Enlisted Marine obligations will be in accordance with reference (b) paragraph 4501.
    b.  All Marine NA/NFO obligations will be in accordance with reference (c) paragraph 11.
    c.  The obligation must be fulfilled in a 4th MAW squadron.
4.  Waivers.  All waivers will be contingent upon certification of the Marine’s completion of Professional Military Education in grade and favorable endorsements.
    a.  Waiver Submission.
        (1) Waiver requests will be attached and routed via Total Force Retention System (TFRS) to RA (RAP).
        (2) RA (RAP) will approve/disapprove waiver requests via TFRS.
        (3) All waiver requests must have endorsements from the member’s chain of command to include CG 4th MAW and Commander MARFORRES.
        (4) Waiver requests submitted by Prior Service Recruiters (PSR) will also include an endorsement from CG, Marine Corps Recruiting Command (MCRC).
5. Program Disqualifications:
    a.  Failure to attend or complete training due to disciplinary action or academic failure.
    b.  Transfer to the Individual Ready Reserve prior to the convening date of the scheduled course without prior approval from RA (RAP).
    c.  Unexcused absences within 12 months of application.
    d.  Failure to maintain height and weight standards.
    e.  Failure of a PFT or CFT within 12 months of application.
    f.  NJP within 12 months of application.
    g.  Captains who have previously failed selection to Major in the Reserve Component are ineligible.
    h.  Contractual obligations for training take the Marine beyond service limits for grade.
6. Coordinating Instructions.  Submission procedures, training request forms and Statements of Understanding (SOU) for PSRs, Career Planners, and Reserve Transition Coordinators will be posted to TFRS (forms tab) and located at the MRA website www.manpower.usmc.mil (keyword "SMCR LATMOV program").
    a.  Marines who receive T/C retraining may only execute an inter-unit transfer with approval from RA (RAP) via MARFORRES.
    b.  Marine NA/NFOs applying for affiliation with VMGR-452 with a KC-130J model qualification are required to retrain to the KC-130T model qualification.
    c.  All requests will be considered based on the needs of the Marine Corps.
    d.  RA (RCT) is responsible for the following:
        (1) Screen and approve training requests.
        (2) Approve funding regarding T/C training.
        (3) Adjust MDSD upon completion of Marine's training once the TFRS request is approved.
        (4) Approve all order modifications.
    e.  Requests will be adjudicated on a first come/first serve basis.
    f.  Rescheduling will be submitted by the SMCR unit to RA (RCT) via TFRS.  Requests must be submitted at least 45 days prior to the originally scheduled training report date.
7.  Questions regarding waivers for this program should be addressed to the RA (RAP) POC.  Questions regarding the execution and processing of this program should be addressed to the RA (RCT) POC. General questions should be addressed to the 4th MAW POC.
8.  This MARADMIN cancels on 30 September 2016.
