GENTEXT/REMARKS/1.  Per reference (a), and in order to meet reserve manpower goals, reserve GySgts/1stSgts desiring promotion to 1stSgt/SgtMaj must comply with procedures unique for selection to this grade.
    a.  To be considered for selection to 1stSgt/SgtMaj, eligible GySgts/1stSgts must submit a letter to the president of the selection board stating their intent to serve as a 1stSgt or SgtMaj.  Letters requesting consideration for selection must be received NLT 2359, 27 Jan 2016.  Those eligible who do not submit a letter of intent to the board will not be considered for selection to 1stSgt or SgtMaj.  Additionally, GySgts and 1stSgts will submit a separate Administrative Action (AA) Form (NAVMC 10274) addressed to the Reserve Affairs Sergeant Major indicating the choice(s) of all available respective SMCR 1stSgt and SgtMaj billets in which they are willing and able to serve.  Further guidance on the AA Form is provided in paragraph 4.  All attempts to assign Marines to one of their choices will be made; however, in all cases, assignments will be made based on the needs of the Marine Corps. 
    b.  Promotion allocations are made based on current available and potential open billets (BICs); therefore, failure to accept assignment to a specified billet may result in revocation of selection to 1stSgt or SgtMaj and involuntary transfer to the Individual Ready Reserve (IRR).  If eligible GySgts are not selected to 1stSgt and meet the eligibility criteria for their occfld, they will be considered for selection to MSgt within their occfld.  Limited tour AR Marines may compete for selection to 1stSgt; however, if selected, their limited tour AR contract will be terminated NLT 15 May 2016 to allow for frocking and assumption of the assigned billet NLT 1 June 2016.  Additionally, if a GySgt or 1stSgt is selected to the next grade and serving on Active Duty Operational Support (ADOS), they will be required to request drop from ADOS orders effective 30 days prior to assuming the assigned billet resulting from the SMCR-IRR SNCO promotion board.
    c.  Reference (d) explains the latest IDT travel reimbursement policy and is expected to continue during CY 2016.  Eligible 1stSgts and SgtsMaj should familiarize themselves with the contents of reference (d) for the purposes of selecting potential billet assignments.
    d.  Specific billet assignments for selected 1stSgts and SgtsMaj will be released under separate MARADMIN after the promotion board results are published.  The initial tour length will be three years for new selectees.  Each selectee is required to obtain sufficient time with the appropriate Reserve End of Current Contract to cover the initial assignment.

The Reserve Affairs Sergeant Major is the authority for placement of all 8999s and will work to solidify assignment to these particular billets as priority fills and will provide an APPROVED billet letter of assignment with follow on phone call to the selected SgtMaj prior to appointment in order to effect movement and inter-unit transfer accordingly.

5.  Per reference (e), all newly selected 1stSgts will be required to attend the annual First Sergeants Course aboard Quantico, VA:

There is no substitution for this course.  Each 1stSgt select must coordinate a school seat upon release of the selection MARADMIN via their respective S-3/G-3 and MFR G-3 for approval.
6.  Per reference (f), all newly selected SgtsMaj will be required to attend the annual Sergeants Major Cornerstone Course in Quantico, VA, by attending either the 2-16 course from 25 Apr – 6 May 2016, or by attending an alternate course (1-17) with actual course dates to be published via separate MARADMIN during 2016.  Each SgtMaj select must coordinate a school seat upon release of the selection MARADMIN via their respective S-3/G-3 and MFR G-3 for approval.
