RMKS/1.  The Deputy Commandant for Combat Development and Integration has published Marine Corps Interim Publication (MCIP) 3-40.04, MAGTF Electromagnetic Spectrum Operations; dated 13 Jan 2016.  MCIP 3-40.04 is available for download via the United States Marine Corps doctrine website at https:(slant)(slant)www.doctrine.usmc.mil.
2.  Background.
    (a) Regardless of the myriad labels or definitions used to describe the capabilities associated with cyberspace or the electromagnetic spectrum (EMS), these capabilities are either exclusively reliant or heavily dependent on access to the EMS.  The universal aspects by which technology supports operations within EMS requires a novel approach to how the warfighter coordinates operations in and through the EMS to influence or shape contested spaces of the electromagnetic operational environment (EMOE).
    (b) Marine Corps Interim Publication 3-40.04, MAGTF Electromagnetic Spectrum Operations, serves as the Marine Corps’ interim companion document to Joint Publications 6-01, Joint Electromagnetic Spectrum Management Operations, and 3-13.1, Electronic Warfare.
    (c) This publication is intended for service personnel who participate in MAGTF planning processes and mission execution. 
3.  Coordinating Instructions.  Ref (a) details steps required to request publication hard copies, however, this publication will be disseminated via electronic distribution only unless commanders submit compelling needs justification for printed copies.  Units requiring print allocations must follow procedures identified in ref (a), paragraph 4a(2).  For Marine Corps Publication Distribution System (MCPDS) identification purposes, the publication control number is 146 000021 00.
4.  This MARADMIN is applicable to Marine Corps Total Force.
