GENTEXT/REMARKS/1. Purpose.  Force Development 25 (FD25) will assemble disruptive thinkers from across the Department of Defense in order to address the myriad uncertainties and challenges that create barriers to innovation.  Participants will gather in Quantico on 23 and 24 February 2016 where they will learn, collaborate and propose solutions in order to develop a learning organization that is ready to meet future warfighting challenges.
2.  Concept Of Operations.  FD25 consists of 6 facilitator-led sessions over two days that will concentrate on four focus areas: (1) Developing creative thinkers, (2) Harnessing intellectual energy, (3) Incentivizing innovation, and (4) Preparing for future warfare.  Through plenary  presentations from proven innovators and subsequent breakout sessions, participants will discuss barriers to innovation and how best to address future warfighing challenges.
3.  Attendees for this Symposium will consist of senior leaders, MAGTF advocates, capability developers, and representatives from across the operating forces.

3.B.  For this event to be successful, it is essential participants possess creative and critical thinking skills as well as a demonstrated ability as problem solvers within their units.
3.C.  Participants will be expected to contribute to the discussion, without the constraints of rank or position.  All members are empowered to equally participate, discuss issues and provide input.  This is a non-decisional forum where all findings and recommendations will be recorded and published separately.
3.D.  At the conclusion of the symposium, selected solutions will be developed and presented to senior leadership.

4.A.  Discussions should pertain to the four focus areas within the greater construct of force development.  A preliminary agenda for the symposium is as follows:

4.A.1.  Keynote speakers, plenary presenters and workshop facilitators are from external agencies And Will Be Announced Under Sepcor.
5.  Admin
5.A.  FD25 will take place at The Gray Research Center (GRC) aboard MCB Quantico on 23 and 24 February 2016.  22 and 25 February are travel days.  Symposium participants are by nomination and confirmation Only.  All discussions are unclassified.  Symposium is unit funded.
5.B.  Billeting is available at The Inns at Quantico; Phone: 703-784-3149/703-432-1341.  A block of rooms have been set aside for reservations under the reference code "FD25".
5.C.  Transportation and parking.  Transportation is the responsibility of the attendee.  Parking at GRC is free.
5.D.  Uniform.  Uniform for the symposium is business casual.
5.E.  Commands should comply with MCO 4600.70 concerning the Government Travel Charge Card Program (GTCCP).
5.F.  DTS will identify the 2016 max per diem rate for Quantico.
