GENTEXT/REMARKS/1. This MARADMIN outlines the application process for Marines requesting the Foreign Security Force (FSF) AdvisorFree MOS (FMOS) (0570 for officers and 0571 for enlisted) through the experience-track screening panel.
1.A. All interested and qualified Marines (E5 to E9, WO1 to CWO5, and O1 to O6) who have not been awarded the FMOS are encouraged to submit a package for the experience-track designation via the application process outlined in Paras 3 and 4 of this message.
1.B. Recurring experience-track screening panels will be announced by separate MARADMINs.
2. Background.
2.A. IAW Ref B, FSF Advisors have knowledge or experience in developing and influencing FSFs across the range of military operations to achieve U.S. Government (USG), Service, and FSF objectives. FSF Advisors are proficient in their primary MOS. They are familiar with Language, Regional Expertise, and Culture. They can analyze and apply operational culture, build and maintain relationships and rapport with FSF counterparts to further mission objectives, recognize and mitigate cultural stress, develop and implement training plans and events to build the FSF’s capabilities, participate in security cooperation planning, and understand USG and Service objectives and plans for an assigned region or country.
2.B. The Marine Corps Total Force System (MCTFS) records for Marines who have been previously awarded the FMOS have been updated. Marines should verify their status by checking their Marine Online Profile to ensure their records are up-to-date.
3. May 2016 Screening Panel Application Process.
3.A. Marines who have both demonstrated sufficient experience in FSF advising in a daily, on-the-job training (OJT) environment spanning a cumulative period of no less than six months and who meet the prerequisites outlined in Paras 3.A.1, 3.A.2 and 3.A.3 of this message are encouraged to apply for the award of the 0570/0571 FMOS. Marines completing short-term mobile training team events in short duration would not normally qualify for the FMOS via the experience track. IAW Ref B, Marines applying for the FSF advisor FMOS must:
3.A.1. Submit the required documentation to the screening panel as outlined in Para 3.D. of this message.
3.A.2. Be PME complete in grade with Regional, Cultural, Language and Familiarization (RCLF) program requirements or grandfathered out of the RCLF program IAW Ref F.
3.A.3. Have achieved at least one of the following:
3.A.3.A. Experience in advising FSF(s) in an OJT environment, encompassing a cumulative period of no less than six months.
3.A.3.B. Award of PMOS 0372 Critical Skills Operator, PMOS 0370 Special Operations Officer, or NMOS 8071 Special Operations Capability Specialist and completion of one or more deployments with a Special Operations Unit or as an Individual Augment to Joint Special Operations Unit for a cumulative period of no less than six months.
3.B. Application packages must be submitted via the following web based questionnaire: HTTPS:SLASH SLASH WWW.MANPOWER.USMC.MIL/APPLICATION.
3.B.1. Select the survey titled “FSF Advisor FMOS.”
3.B.2. Complete the survey question items and attach the requisite supporting package documentation as outlined in Para
3.D. When the survey questions are complete and the requisite supporting documentation is attached, click, “submit.”
3.C. All package files must be uploaded to the web-based questionnaire for consideration at the screening panel and must bein the following format: (1) Digital (PDF) copies; (2) Label all PDF files with “Last.First.PMOS.FSF Advisor.”
3.D. All Marines submitting a package to the screening panel must submit all the documentation outlined in Paras 3.D.1., 3.D.2., and 3.D.3., and must meet and provide documentation supporting at least one of the requirements listed in Para 3.D.4. Incomplete packages will not be considered by the screening panel.
3.D.1. Administrative Action (AA) Form (NAVMC 10274) containinga summary of the applicant’s relevant advisor experience and education. Marines will follow the Administrative instructions contained in Ref D for completing their AA form.
3.D.2. An endorsement memorandum from the Marine’s current battalion or squadron-level commanding officer (or higher commanding officer) addressing the following characteristics of the Applicant: (1) Maturity; (2) Capability to perform independent operations; and (3) Primary MOS proficiency. The endorsement memorandum should be signed at the O5 level or higher.
3.D.3. If applicable per Ref A, documentation of completed RCLF training IAW rank. A printed transcript or record of completed courses through MarineNet is sufficient to ensure the Marine is RCLF PME complete in grade. If the Marine is grandfathered for RCLF requirements, please indicate this on the AA form.
3.D.4. Documentation indicating the completion of at least one of the following:
3.D.4.A. Successful tour(s) of duty in an advisor capacity of no less than six months in cumulative duration. The first and last page of Fitness Reports spanning reporting periods that included the advisor duty can be considered appropriate documentation. Other documentation depicting performance or accomplishments during a tour as an advisor will be considered on a case-by-case basis.
3.D.4.B. Award of PMOS 0372 Critical Skills Operator, PMOS 0370 Special Operations Officer, or NMOS 8071 Special Operations Capability Specialist and completion of one or more deployments with a Special Operations Unit or as an Individual Augment to Joint Special Operations Unit for a cumulative period of no less than six months.
3.E. Any additional supporting documentation, to include a certificate or completion from an approved advisor training course, (Typically at Marine Corps Security Cooperation Group (MCSCG), Advisor Training Group (ATG), or Marine Expeditionary Force (MEF) Advisor Training Cell) will also be considered.
3.F. Marines who cannot submit packages via the web-based questionnaire or who have questions regarding the questionnaire should contact one of the message POCs for additional instructions.
4. Screening Process.
4.A. CMC (DC PPO) will convene a screening panel with assistance from representatives from Marine Corps Security Cooperation organizations to review applicant packages and approve the award of the FMOS to eligible Marines.
4.B. Marines will be selected based on the qualification criteria outlined in Para 3 of this message and IAW Refs A and B.
4.C. Key timeline for applicant and panel actions are as follows:
4.C.1. Currently active: Web-based 0570/0571 questionnaire is open for FSF Advisor FMOS applications.
4.C.2. 29 April 2016: Web-based questionnaire closes to enable panel preparation.
4.C.3. May 2016: FSF Advisor FMOS screening panel held.
4.C.4. June 2016: MARADMIN released with FSF Advisor FMOS selectees and entered into MCTFS.
5. FMOS Application Process upon completion of training.
5.A. The FMOS is also awarded upon the completion of an approved advisor training course (Marine Advisor Course at MCSCG or Advisor Training Group (ATG) Gold course).
5.B. Enlisted Marines should submit their package to their base personnel center upon completion of training. The package should include the course completion certificate and documentation outlined in 3.D.1., 3.D.2., and 3.D.3. of this message.
5.C. Officers should submit their package to the POCs on this message upon completion of training. The package should include the course completion certificate and documentation outlined in 3.D.1., 3.D.2., and 3.D.3. of this message.
5.D. The FMOS application process upon completion of training is only for administrative processing and not for screening.
6. This MARADMIN applies to the Marine Corps Total Force.
