GENTEXT/REMARKS/1. This message initiates the FY17 Special Duty Assignment (SDA) Selection and Slating Process. Headquarters Marine Corps (HQMC) continues to refine the assignment process for SDAs in order to screen and assign the most qualified and capable Marines to those duties. This message should be reviewed in its entirety as there are changes to the assignment process for SDAs and the sequence of associated events.
2. A list of Marines that meet the criteria for assignment to SDA will be released via the Automated Message Handling System (AMHS) and the Total Force Retention System (TFRS) to units and career planners. The identified Marines are required to be command screened in accordance with reference D.
3. The identified Marines shall complete and submit the following items no later than 21 March 2016.
A. Complete the SDA screening checklists (references (a) and (b)).
B. Complete a reenlistment or extension request to gain the obligated service to serve on an SDA. The exact amount of obligated service required will be determined once final class assignments are made on or about 4 May 2016. After those assignments are made, Marines will be given the opportunity to accept or decline their reenlistment or extension request.
C. Complete the FY17 SDA Survey located on the HQMC Manpower and Reserve Affairs (M(and)RA) website. This survey will be available in mid-February. Further information and instructions for the survey will be distributed via AMHS and Marine Online (MOL).
D. SDA screening checklists, reenlistment and extension requests, and all required supporting documents must be uploaded and submitted to MMEA-25 via SDA Only, SDA with Extension, or SDA with Reenlistment RELM type in TFRS.
4. Marines not identified on the published list, but who wish to volunteer for assignment to an SDA in FY17, should do so in accordance with the instructions and timeline in paragraph 3.
5. In addition to certifying their Marines, commanders are encouraged to recommend a specific SDA duty based on the unique qualifications of the Marine and an FY17 class date that best serves the needs of the command. These recommendations will be taken into consideration prior to final assignments being made.
6. Between 19 March and 30 April 2016, all Marines will be screened by Manpower Management Enlisted Assignments (MMEA-25). In making assignments, MMEA-25 will consider the full range of factors, including, but not limited to, commanders’ input, individual qualifications, personal preferences conveyed via the survey, and the needs of the Marine Corps. Final assignments to FY17 SDA classes will be announced via MARADMIN and published via TFRS NLT 4 May 2016.
7. After final assignments are made, all assigned Marines will have their RELM approved and returned to the unit career planner. Once the RELM is received at the unit level, Marines will have 10 days to accept the obligated service. Those Marines that decline to gain the obligated service necessary for their assignment to an SDA will be issued an RE-3O.
8. From late May through June 2016, MMEA will conduct the Headquarters Marine Corps SDA Screening Team (HSST) Road Show in conjunction with SDA commands. The purpose of the HSST Road Show is to provide an opportunity for SDA monitors and command representatives to interview, interact with, and sponsor Marines assigned to the FY17 classes. Any necessary refinements or adjustments to the class slate resulting from these interactions can be completed at the Road Show. Additional information and coordinating instructions for the HSST Road Show will be released via separate correspondence.
9. Once final assignments to SDA classes are made, commanders are reminded that they must recertify Marines between 60 and 45 days prior to their SDA class date. Failure to properly rescreen Marines for SDA will result in a determination of noncompliance.
10. This list does not include the FY17 requirements for Marine Corps Embassy Security Group (MCESG). The assignments process for duty with MCESG will be published via separate correspondence at a later date.
