2. Projected appointment dates may change as a result of unanticipated changes in the structure or inventory of the respective military occupational specialties. Appointments will be made as vacancies occur in the selected MOS and in accordance with reference (c). Selectees in the same MOS will be appointed by seniority as determined by lineal control number. Projected appointment dates will not be reflected on CMC's (MMPR) monthly MarAdmins announcing promotions. Selectees should contact their respective OCC-field sponsor for updated projections. Monthly updates will be provided to all Occ-field sponsors by the Restricted Officer Planner at MPP-35. The POC for projected dates is MPP-35, at DSN 278-9365 or (703) 784-9365.
3. Appointments to LDO Captain are affected when a selected officer executes a NAVMC 763. MMOA-3 will e-mail appointment packages to each selected officer's command. Appointment packages contain a NAVMC 763, appointment certificate, and an example return endorsement. The administrative procedures required to affect the appointment will be explained in the cover letter of the appointment package. Once the appointment is affected, the officer's command must immediately return the scanned documents via e-mail to MMOA-3. E-mails should be sent to smbmanpowerofficerpr(AT)usmc.mil. The required material must be received by MMOA-3 within 3 days of the appointment in order for the officer's pay and allowances to begin on the date the officer was appointed. If the required material is received later, the officer could lose pay and allowances. If this occurs, the officer must coordinate through their local disbursing office (not the MMOA) to recoup the lost pay and allowances.
4. Execution of the NAVMC 763 obligates the officer to a minimum of three years of service as an LDO. Acceptance also requires the officer to have 10 years of commissioned service (from the date of promotion to CWO2) in order to become retirement eligible as an LDO.
