RMKS/1.  Purpose. To direct the utilization and standardization of the MCTIMS UTM/IMM module across the total force.
2.  Background.  Since the initial fielding of the MCTIMS UTM module outlined in ref (a), TECOM has continued to update the MCTIMS UTM/IMM module functionality based on total force recommendations.  Updates to MCTIMS UTM/IMM module were instrumental to the success of the MOL TMS to the MCTIMS UTM/IMM module transition, directed per ref (b). This successful transition, coupled with the UTM/IMM instruction provided by MCTIMS Field Support Representatives (FSR) has increased the total forces’ confidence in the functionality and reliability of this system.  This increased confidence facilitated establishment of MCTIMS UTM/IMM use policy directives within numerous MEF Major Subordinate Commands (MSC), mirroring requirements identified in paragraph 5 below.
3.  Service Direction. In accordance with ref (b) and (c), all units will use the UTM/IMM module in MCTIMS.
4.  Unit Requirements. NLT 1 Jan 2017, unit commanders will use the MCTIMS UTM/IMM module to assist in the Unit Readiness Planning (URP) process, defined in refs (d), (e), and (f). To be incompliance with this MARADMIN, unit commanders will capture all unit requirements listed below within the MCTIMS UTM/IMM module.  The UTM FAC 380, ref (g) will be updated to include these requirements, IOT ensure utilization and standardization of the UTM/IMM module across the total force.
5.  Required UTM/IMM Information. MEFS/MARFORRES, DIVS/WINGS/MLGS, REGTS/MAGS, BNS/SQDNS, and company level units are responsible for populating the following information within the MCTIMS UTM/IMM module. Flying squadrons and units without T and R events resident in MCTIMS will refer directly to paragraph 6 for specific UTM/IMM information requirements.
5.A. Mission and Mission Essential Task List (METL).
5.A.1. Unit Core Mission and METL.
5.A.2. Company level units are not required to publish unit Core Mission and/or METL unless directed by higher HQTRS.
5.B. Commander’s Assessment.
5.B.1. Assess E-Coded T and R events.
5.B.2. Assess T and R events other than E-Coded, as directed by commander.
5.C. Event Analysis and Strategy.
5.C.1. E-Coded T and R events.
5.C.2. All T and R events other than E-Coded, as directed by commanders.
5.C.3. Major Training Events (MTE).  Examples of MTE include, but are not limited to, Battalion Field Exercises (FEX), Steel Night, and Deployed For Training (DFT).  MTE added to the calendar will be reviewed by higher IOT to deconflict service level requirements levied upon units.
5.D. Training Plan and Commander’s Training Guidance.
5.D.1. Upload and maintain 1-2 year training plans.
5.D.2. Company level units are required to upload and maintain 3-6 month training plans.
5.D.3. Upload and maintain Commander’s Training Guidance.
5.E. Calendar.
5.E.1. All METL based training events.
5.E.2. T and R events within the training event.
5.E.3. Create or upload training schedules for training events.
5.E.4. Roster required personnel within the training event.
5.E.5. Assess all T and R events populated within the training event.
5.E.6. At a minimum, all E-Coded T and R events will be evaluated utilizing a Performance Evaluation Checklist (PECL).
5.E.7. Completed PECLS will be uploaded into the evaluated training event.
5.E.8. Company level units will ensure that all T and R events conducted by subordinate units are assessed and recorded.
5.F. Marine Corps Combat Readiness Evaluation (MCCRE). Units will utilize MCTIMS for MCCRE planning, assessing, and reporting. MCCRE results will be published in MCTIMS within 45 days of completion, per ref (h).
5.G. Individual Marine Management (IMM). The total force will record, track, and report annual and ancillary training via IMM.
6.  Exemptions.  Flying squadrons and/or units that do not have T and R events resident in MCTIMS are responsible for populating only the following information within the MCTIMS UTM/IMM module.
6.A. Mission and Mission Essential Task List (METL).
6.A.1. Unit Core Mission and METL.
6.A.2. Company level units are not required to publish unit Core Mission and or METL unless directed by higher HQTRS.
6.B. Event Analysis and Strategy.
6.B.1. Major Training Events (MTE).  Examples of MTE include, but are not limited to Steel Night, Red Flag, and DFT.  MTE added to the calendar will be reviewed by higher IOT to deconflict service level requirements levied upon units.
6.B.2. To be in compliance with 6.B.1, units identified within this paragraph will populate the information contained under the details tab within the MTE and add to the calendar.
6.C. Training Plan and Commander’s Training Guidance.
6.C.1. Upload and maintain 1-2 year training plans.
6.C.2. Designated company level units are required to upload and maintain 3-6 month training plans.
6.C.3. Upload and maintain Commander’s Training Guidance.
6.D. Individual Marine Management (IMM). The total force will record, track, and report annual and ancillary training via IMM.
7.  Waivers.  Requests for waiver to any of the requirements listed in this MARADMIN must be submitted to the first Commanding General in the unit’s chain of command for approval.
8.  Unit Readiness Planning Course (URPC). Marine Air Ground Task Force Training Command (MAGTF-TC) Marine Corps Tactics and Operations Group (MCTOG) has assumed the mission of the URPC.  During this course, students will receive instruction on the URP process and training on the MCTIMS UTM/IMM module.  TECOM will publish a MARADMIN announcing course dates and specific details 1st Quarter of Fiscal Year 2016 with the first URPC beginning 2nd Quarter.
