GENTEXT/REMARKS/1. As announced by reference (a), the FY16 Gunnery Sergeant Board will convene on Wednesday, 20 April 2016 at Harry Lee Hall, Marine Corps Base, Quantico, VA, for a period of about 8 weeks.
2. Professional Military Education (PME). The selection guidance (precept) for board members includes a reminder of the requirement for PME. Marines are advised to ensure that course completion information is included in their OMPF. Additionally, Marines are encouraged to review their master brief sheet (MBS) to ensure their PME completion is reflected. The MBS is a tool and is not considered official source documentation. As a reminder, Marines "eligible for selection" missing evidence of required PME will be briefed as "not fully qualified" for selection.
3. Per reference (b), the PME requirements for promotion to gunnery sergeant are as follows: all Marines who are eligible for consideration by the Gunnery Sergeant Selection Board must have PME requirements completed no later than 2359 eastern standard time (EST) on 19 April 2016. Staff sergeants eligible for consideration to gunnery sergeant must have completed MarineNet DE "Career Course" (EPME 6000AA) or the MCI DE 8100 "SNCO Distance Education Program" (must have been completed prior to 1 Jul 2014) to be considered fully qualified. The completion of resident PME courses will not fulfill nonresident PME requirements. It is critical that eligible Marines ensure their record includes evidence of PME completion.
4. All staff sergeants who have been properly recommended for Accelerated Promotion on fitness reports with periods ending between 22 April 2015 through 19 April 2016 will be considered for Accelerated Promotion by the selection board. Identification and eligibility of these Marines are contingent upon compliance with reporting procedures outlined in reference (a) and the timely receipt of the fitness reports by the CMC (MMRP-32), i.e. within 30 days after the end of the reporting period.
5. Commanders will:
a. Ensure each eligible Marine within their command is notified of their promotion eligibility.
b. Ensure the accuracy of data elements in the Marine Corps Total Force System (MCTFS) for those Marines eligible for promotion consideration regardless of zone. Specific data elements include, but are not limited to date of rank (DOR), armed forces active duty base date (AFADBD), PME, service schools, billet description, primary military occupational specialty (PMOS), intended military occupational specialty (IMOS), physical fitness test (PFT) score, marksmanship score, personal awards, assignment to and removal from the body composition program, etc. Any corrections should be reported in MCTFS and submitted as update material by the eligible Marine to the President of the FY16 Gunnery Sergeant Selection Board.
c. Ensure those eligible Marines who are voluntarily requesting not to be selected are counseled per reference (c) and submit their requests in the proper format.
d. Ensure each eligible Marine submits a photograph in accordance with references (d) and (e).
e. Assist eligible Marines in correcting incomplete fitness reports in accordance with the procedures outlined in chapter 8 and Appendix I of reference (f).
6. Prior Service Consideration. Marines who believe they should be considered eligible for the below zone by virtue of prior service, per paragraph 3202 of reference (c), must submit a request for prior service consideration with required source documents to CMC (MMPR-2) no later than 2359 eastern standard time (EST) on 19 April 2016. Figure 3-4 of reference (c) contains the format for the request. Late submission of requests for consideration based on prior service will be filed without action. Command endorsement is not required.
7. The table below lists the MOS'S that "feed to" the IMOS at the next higher grade indicated. Marines serving in a basic MOS will be considered in their IMOS. Marines who have a PMOS listed in column (a) as a feeder MOS will compete for promotion to the IMOS listed in column (b), provided they meet the eligibility requirements listed in paragraph 8. Note: As zones and allocations are subject to change prior to or during the board, all Marines are reminded of their responsibility for the completeness and accuracy of their records.

NOTES:
a. The above zone contains Marines who have previously received consideration in the promotion zone and failed selection.
b. Lateral Moves. Marines who have received an adjusted DOR or made a lateral move and believe they will be considered in the wrong zone (because of the adjusted DOR or lateral move) must notify CMC (MMPR-2), in writing, before 2359 eastern standard time (EST) on 19 April 2016.
(1) Marines who have made a lateral move and whose DOR and AFADBD place them in the above zone, but who have not been previously considered for selection in the promotion zone, will be considered in the promotion zone.
(2) Marines who have lateral move requests approved MUST accept and sign their lateral move approval in order to properly reflect in MCTFS and be eligible for promotion. The convening date of their board will be considered in the MOS/IMOS for which the lateral move has been approved.
(3) Marines with lateral move requests that are approved after the board has convened will not be eligible for consideration in their newly acquired MOS/IMOS and will be deleted from the board population. These Marines will compete on the following year's board, if eligible.
(4) Marines who are selected in the incorrect IMOS by the board will be administratively deleted from the selection list and may rate remedial consideration for promotion in their correct MOS. Paragraphs 3100.3 and 3602.5 of reference (c) apply.
(5) All Marines who meet the requirements set forth in this MARADMIN will compete for promotion in the MOS assigned on the convening date of the board per paragraph 3100.3 of reference (c). MOS changes will not be made after the date of this MARADMIN without the prior approval of CMC (MPP-20).
c. An above zone DOR/AFADBD cutoff for a specific MOS with no DOR/AFADBD cutoff in the promotion zone indicates no allocations for promotion exist in that MOS for this board.

10. Eligibility:
a. Marines who have previously been selected for promotion and refused to accept the appointment will not be considered.
b. The above listed tentative zones are subject to change by virtue of ongoing grade-MOS structure changes and realignments. Any adjustments to the above listed zones will be announced prior to the convening date of the board. Additional changes that occur during the board session will be announced in the selection MARADMIN.
c. Enlisted Career Force Controls (ECFC). Reference (g), MARADMIN 446/15, announced updates to the ECFC policies.
d. Promotion consideration in conjunction with request to transfer to the Fleet Marine Corps Reserve (FMCR). Per references (g) and (h), Marines who must and have requested transfer to the FMCR due to ECFC or service limits may request special promotion consideration via correspondence to CMC, Manpower Management Division, Separation and Retirement (MMSR-2). Requests for special promotion consideration must be received prior to the convening date of the board. In order to qualify for special promotion consideration, the transfer to FMCR date must be requested or approved prior to the board convening date and the effective date of transfer must be after the adjournment date of the board. To clarify, and in accordance with the references, special promotion consideration will not authorize a Marine to go beyond service limits.
(1) Marines who submit a voluntary request to transfer to the FMCR, but are not required to transfer to the FMCR, are not eligible for promotion consideration.
(2) Marines who are required to transfer to the FMCR due to declining PCS orders, or who have declined to reenlist/extend to carry out PCS or UDP orders, are not eligible for promotion consideration.
(3) Marines authorized early approval of transfer to the FMCR (greater than 14 months prior to their transfer date) will not be eligible for promotion consideration.
(4) Marines authorized Temporary Early Retirement Authority (TERA) per reference (j), will not be eligible for special promotion consideration. Per reference (j), Marines who request to not be selected will not be eligible to be approved for TERA. MMPR-2 will provide MMSR a by name list of Marines who request to not be selected which will be referenced for the duration of the TERA program.
e. Enlisted to Officer Programs. Warrant officer selects who have not been appointed, Marines in the Marine Enlisted Commissioning Education Program (MECEP) upon graduation of Officer Candidate School, Marines accepted in the Enlisted Commissioning Program (ECP), and Marines in the Nurse Corps Medical Enlisted Commissioning Program (NMECP) are eligible for noncompetitive consideration for promotion provided they meet all other eligibility requirements. Identification of noncompetitive eligibility of Marines will be provided by Marine Corps Recruiting Command (MCRC) Officer Naval and Enlisted (ON/E) or the Separation and Retirement Branch (nurse program only) to CMC (MMPR-2) who will then ensure the records of all eligible Marines are forwarded to the board. Paragraph 1100.29 and chapter 3 of reference (c) apply.
11. Personal and Command Responsibilities.
a. Personal Responsibilities. Marines are personally responsible for ensuring the accuracy and completeness of their OMPF and MBS before the date the board convenes. Marines are responsible for conducting an audit of their records per reference (d) prior to the convening date of a promotion selection board. Marines may perform a self-audit by following instructions at MMRP home page, then clicking MMRP-50 Officer/Enlisted Career Counseling link on the left, then click the OMPF and MBS Self Audit Document link at the bottom of the page and follow the instructions provided. (1) Obtaining and Reviewing the OMPF. The most expeditious means of obtaining and viewing the OMPF and MBS is through OMPF online via Marine Online (MOL). The MBS can also be obtained through the MMRP web site. The home screen of the MOL OMPF module states, the documents included there, with the exception of the "Field" tab and the "RS/RO Profile" tab, are the same documents that will be viewed by a promotion/selection board. Marines are responsible for ensuring any documents in their "Field" tab they want the board to view are moved into their "Commendatory/Derogatory" tab.
(2) OMPF Document Submission Guidelines. Marines are personally responsible for correcting deficiencies, missing information, or illegible documents present in either the OMPF or MBS with CMC (MMRP-20). Reference (d) provides amplification to assist in determining what documents are appropriate for inclusion in the OMPF. Per reference (d), ensure any material sent to CMC (MMRP-20) for filing in the OMPF contains full name, grade, and the last four of SSN. If the last four of SSN is not on the material, then the material may or may not be filed in the OMPF in time to go before the selection board. Marines are reminded that any additions or deletions from their OMPF or MBS within the 12-month window should also be verified to ensure the accuracy and completeness of their record. OMPF documents may be e-mailed as a PDF attachment or faxed to CMC (MMRP-20). OMPF documents may also be mailed to CMC (MMRP-20); however, inclusion in the OMPF is substantially faster if the documents are either e-mailed or faxed. See paragraph 14 (MMRP) for OMPF inquiries and document submission points of contact.
(3) OMPF Document Submission Timelines. It is imperative that documents submitted to CMC (MMRP-20) for inclusion in the OMPF within 60 days of a selection board be conspicuously marked "Contains Documents For FY16 Gunnery Sergeant Selection Board." With the exception of fitness reports, all OMPF documents, particularly digital photos, must be forwarded to and received by CMC (MMRP-20) at least two weeks prior to the convening date of the selection board in order to allow processing time to the OMPF. Marines are advised that the OMPF and MBS are distributed to the boardroom at least one week before the board convenes. Board eligible records continue to be updated until the convening date of the board; however, Marines are highly encouraged to submit all material no later than two weeks prior to the board for which they are eligible.
(4) Career Counselors. Marines concerned with specific aspects of their record are reminded that they may contact their respective career counselors (MMRP-50) after conducting a self-audit and following the instructions provided in paragraph 11.a.
(MMRP-50) contact information is listed in paragraph 14.c.4.
b. Commanders Responsibilities:
(1) Ensure this MARADMIN is available to all Marines under your command;
(2) Encourage all eligible Marines to review their OMPF, MBS, and MCTFS data;
(3) Encourage all eligible Marines to submit digital photos to their OMPF;
(4) Ensure all reporting officials comply with the fitness report timelines noted in reference (f);
(5) Assist Marines with missing fitness reports or corrections to fitness reports;
(6) Remind Marines to prepare for their board prior to deployment;
(7) Understanding that some Marines may require additional support to prepare for their board, encourage Marines to contact the Career Counselor Section (MMRP-50) for assistance;
(8) Immediately notify the CMC (MMPR-2) via message or naval correspondence of eligible Marines who have an erroneous DOR, AFADBD, or component code in MCTFS to preclude erroneous consideration or non-consideration;
(9) Promptly report to CMC (MMPR-2) via naval message any approved MOS changes for eligible Marines that occur during the board, this includes reporting failures of MOS producing schools;
(10) Ensure eligible Marines within your command are notified of their promotion eligibility;
(11) Ensure the accuracy of data elements in MCTFS for those Marines eligible for promotion consideration regardless of zone;
(12) Ensure those eligible Marines who are voluntarily requesting not to be selected are counseled per reference (c) and submit their request in the proper format. Paragraph 3102.2 also outlines additional responsibilities for commanders regarding the counseling of Marines on the promotion process; and
(13) Promptly report any Marine eligible for this board who is the subject of completed disciplinary action (by military or civilian authorities) not previously reported on earlier fitness reports. Disciplinary action is considered "complete" when convening authority action is adjudicated and reported by unit diary or courts martial results of trial is released by military justice officer; or a Marine is found guilty at non-judicial punishment (NJP) and punishment is reported on unit diary; or civilian court proceeding; or counseling documentation is placed in Marine's OMPF. If a Marine is exonerated via the appeal process or by convening authority action, remedial promotion consideration may be granted upon request. Messages will be submitted to CMC (MMPR-2) giving a full, detailed accounting of the matter, whether the action occurred prior to the convening of the board, during the board, or while the Marine was a member of a previous command. Messages should also be submitted regarding any eligible Marine who is administratively reduced, discharged, or is assigned to the body composition program. Commanders are also reminded to make appropriate MCTFS entries, if warranted.
c. Communication with the Board. Each eligible Marine may communicate with the President of the board. Such personal communications must be received or hand-delivered to Harry Lee Hall no later than 2359 on 19 April 2016. See paragraph 14 for physical mailing address, e-mail address and fax number.
(1) Marines may submit communications via U.S. mail, priority, next day mail, or fax. However, Marines should be aware that U.S. mail, priority mail and next day mail is not delivered directly to Harry Lee Hall. Therefore, anticipate a 2-3 day lag time for further delivery to Harry Lee Hall. Commercial next day carriers deliver directly to Harry Lee Hall, excluding weekends and holidays. Marines with the capability to scan their documents may send the scanned documents via e-mail directly to the organizational mailbox for CMC (MMPR-2). Ensure the e-mail subject line reads "Update Material for the FY16 Gunnery Sergeant Selection Board".
(2) Update Material. Marines may submit any information or material they deem important for consideration before the board. Be advised that OMPF material sent directly to the President of the Board does not become part of a Marine's OMPF. Update material sent to the President of the board is destroyed upon final approval of the board. Do not send fitness reports directly to the selection board.
(a) Update material must be submitted under cover letter with the update material as enclosures (a sample cover letter is available at the Enlisted Promotion home page);
(b) The cover letter must be addressed to President, FY16 Gunnery Sergeant Selection Board (see paragraph 14 for complete address);
(c) Update material must be from the eligible Marine;
(d) The Marine must personally sign the cover letter. Material submitted without a cover letter, unsigned, or received after 2359 eastern standard time (EST) on 19 April 2016 will not be submitted to the board;
(e) Update Material Receipt Verification. Marines are personally responsible for ensuring CMC (MMPR-2) has physically received update material before the 2359 eastern standard time (EST) on 19 April 2016 deadline and may verify receipt of the material sent to the President of the board via the Enlisted Promotion home page or by contacting CMC (MMPR-2). This web site will populate within one week of the convening date. In order to verify receipt of material sent to MMRP, (i.e. update material for inclusion in the OMPF and digital photograph), go to OMPF Online via MOL. This site updates within approximately 24 hours after the material is received. MMRP will push the information via the digital board room application.
12. Height and Weight Standards. Eligible Marines must be in compliance with the height and weight standards prescribed in reference (i). Fitness reports submitted under reference (f) must contain a directed comment in the Section I of the fitness report if the Marine exceeds height/weight standards and is not in compliance with percentage body fat limits. Marines who exceed the height and weight standards, and whose fitness reports do not include body fat information, must provide official documentation reflecting body fat percentage to the President of the board.
13. Photographs. Per the instructions contained in references (d) and (e), all eligible Marines are required to submit an official photograph taken within 12 months of the convening date of the board. While absence of a current photograph is not a reason for non-selection in and of itself, an updated photograph or letter explaining absence of photograph is one of the many elements viewed by a selection board in deliberations as to who is best qualified for selection.
a. Digital. Digital photographs are the preferred form of photograph as they can be electronically filed in the OMPF. For the purpose of photo clarity, the photo should be taken against a plain background. Digital photographs are to be submitted to the CMC (MMRP) at mmrp.photo(at)usmc.mil via an authorized Combat Camera (COMCAM). If a Marine does not have access to a COMCAM, but some other means of taking a digital photograph is available, the photograph may be emailed via the command's organizational mailbox or via the Commanding Officer, Executive Officer, Inspector Instructor, Marine Security Guard Detachment Commander, or Command Sergeant Major, Senior Executive, to the following email address: smb.manpower.mmrp.ph(at)usmc.mil. Marines who submit a digital photograph to the OMPF may confirm receipt by reviewing their OMPF via MOL, checking the MMRP home page or contacting the CMC (MMRP-20).
b. Hardcopy. Hardcopy photographs may also be submitted directly to the CMC (MMPR-2) at the address listed in paragraph 14. See references (d) and (e) regarding when is appropriate and how to take a hard copy photo. Marines who choose to submit a hard copy photo directly to the President of the board are advised that the photo will not be included in the OMPF. Verification of hard copy photos submitted directly to the President of the board can be accomplished through the Enlisted Promotion home page (MMPR-2).
c. Outdated-Missing Photographs. If a photograph cannot be forwarded due to extenuating circumstances, eligible Marines are highly encouraged to submit correspondence to the board, verified by the commander, documenting height and weight. Marines who exceed height and weight standards, but are in compliance with body fat percent limits, must provide appropriate certification by the command of current body fat percentage. Marines have a personal responsibility to ensure their photograph is submitted and received by the board.
d. Photos and Personal Responsibility. Each Marine must ensure photographs are properly taken, timely submission requirements are met and their photograph is submitted and received by the board. Marines who do not submit a current photograph or letter to explain the lack of a photograph are putting themselves at a disadvantage before the board and are highly unlikely to be selected. Marines who neglect to exercise due diligence in confirming their photograph posted to their OMPF within 2 business days of submission and who neglect to provide evidence they identified the error with MMRP before the convening date are unlikely to receive favorable endorsement for remedial promotion consideration. Marines are personally responsible for ensuring their photo posts to their OMPF within 2 business days of submission via Marine Online. If the photo fails to post, the individual Marine must contact MMRP to identify the issue for resolution in order for the promotion board to properly consider the photo.
e. Reviewing Photo Submission. Marines are responsible for verifying receipt of photo by CMC (MMRP-20). The primary most expeditious means of confirming photo receipt is through OMPF online via MOL. Photos will be available for viewing on OMPF online within 48 hours of photo receipt by CMC (MMRP-20). The date of the photograph, as noted on the photograph title board, is considered the primary date in determining the 12 month photograph eligibility window for selection boards. Marines are advised that, although a photo may be over 12 months old, the photo will remain in the OMPF until an updated photo is submitted.
