1. Background. Per reference (a), the DOD CIO has directed combatant commands, services, agencies, and field activities to replace all end user workstations running Windows with a DOD Standard Windows 10 Secure Host Baseline (SHB) image beginning in January 2016. DOD’s objective is to complete the transition of all end user workstations by January 2017.
2. Policy. This MARADMIN directs all Marine Corps end user workstations to transition to the SHB Windows 10 image by January 2017. All systems that are part of the MCEN are subject to this directive, to include all programs of record.
2.a. All Marine Corps end user workstations will transition to a common Windows 10 image developed by Marine Corps Systems Command by 31 January 2017.
2.b. The MCEDS image is the only authorized image for use on the MCEN. The Windows 10 based MCEDS image will be the only authorized image on the MCEN for new end user workstations as of 1 June 2016. No other Windows based image will be authorized on the MCEN after 1 January 2017 unless approved by HQMC c4.
2.c. Marine Corps end user workstations are defined as those provided by the Next Generation Network (NGEN), Secure Operational Network Infrastucture Capability (SONIC), tactical workstations fielded to unit tables of equipment, and workstations fielded by programs of record (e.g., Combat Operations Denter (COC), Global Command and Control System (GCCS), Global Combat Support System-Marine Corps (GCSS-MC), Distributed Common Ground-Surface System-Marine Corps (DCGS-MC)), including those under development.
2.d. Workstations connected to Top Secret Sensitive Compartmented Networks will be provided via separate guidance.
3. Actions.
3.a. HQMC C4. Coordinate the service wide transition to the WIN 10 MCEDS image to include coordination with Functional Area Managers (FAMS) to ensure all systems and applications in their portfolios are compatible with the WIN 10 SHB.
3.b. Marine Corps Systems Command. Provide engineering and acquisition support to implement this directive on the MCEN. NLT 29 February 2016 disseminate detailed information on availability of testing options for systems and applications. Have materiel solution available by 29 February 2016 to support the rollout of the WIN 10 SHB MCEDS image per par 4 below. Review all applicable programs of record to assess their suitability for transition to the WIN 10 MCEDS image, and provide monthly reporting to C4 on status. The first status report is due 30 March 2016.
3.c. Marine Corps Cyberspace Command. Provide operational support to implement this directive. Be prepared to begin the transition of workstations to the WIN 10 MCEDS image on the MCEN NLT 29 February 2016. Provide monthly reporting of workstation transition to the WIN 10 SHB MCEDS image as a part of the DOD cyber scorecard reporting.
3.d. Marine Corps Installations Command and Geographical MARFORS. Be prepared to coordinate the transition of end user workstations under organizational control to the WIN 10 MCEDS image NLT 29 February 2016. Provide monthly reporting to MARFORCYBER of workstation transition to the WIN 10 SHB MCEDS image.
3.e. Functional Area Managers. In coordination with system/application program managers and end users, complete portfolio review and testing to determine each systems and applications ability to be used in a WIN 10 SHB environment. NLT 30 March 2016, provide results of review and testing to this message POCS. For systems/applications unable to operate in the WIN 10 SHB environment, fam’s will work with appropriate stakeholders to develop POA and M for system/application transition or disposition. Subsequently, provide monthly reporting on transition progress to HQMC C4/CIO POC.
4. WIN 10 Pilot. MARCORSYSCOM, MARFORCYBER, MARFORRES and MCICOM will conduct a pilot for WIN 10 deployment commencing 29 February 2016. The pilot will use 500 end user workstations dispersed at four Marine Corps IT support centers. At the conclusion of the pilot, which will last for no more than one month, the Marine Corps will rapidly transition to full deployment execution in order to meet the enterprise transition goals for the MCEN as outlined in par 1.
5. Cancellation Contingency. This MARADMIN, unless superseded, cancels 1 February 2018.
