GENTEXT/REMARKS/1.  Fiscal Year 2017 (FY17) Reserve Command Screening Board (RCSB) and Reserve Senior Leader Board (RSLB) will convene 15 August 2016 for Reserve Component (RC) Lieutenant Colonels (LtCol) and 22 August 2016 for RC Colonels (Col).  The board will select RC officers for designated commands/Reserve Senior Leader (RSL) billets projected to be available between 1 October 2016 and 30 September 2017.  RSL billets are not designated command billets, but are of significant responsibility.  Therefore, applicants applying for RSL billets are governed by the same competitive criteria and requirements for command.
2.  Per reference (a), the Reserve Command Screening Program (RCSP) evaluates, screens and slates RC officers providing Marines with the best possible leadership in order to maintain a competent and well-balanced fighting force.
3.  Board Process.  Each board will select primaries for each available billet from the pool of eligible RC officer applicants.  Additionally, the board will select a sufficient number of qualified alternates to meet manpower requirements that may arise if selected officers do not accept or subsequently vacate command during their tour.  Upon completion of the board, the proposed slates and alternate lists will be forwarded to CMC for approval.  Once approved, primary selectees will be announced via MARADMIN and the alternate list will be posted on the RAM-4 website.
4.  Active Reserve Program (AR) Officer Eligibility for Command Slated Billets.  All AR Colonel/Colonel selects and AR Lieutenant Colonels/Lieutenant Colonel selects are eligible, except as outlined in paragraph (par) 6.  Eligible AR officers will be automatically screened for command unless they forward a request to CMC (RA), via their monitor to be removed from consideration by the RCSB.  AR officers applying for RCSB billets will do so in accordance with (IAW) par 14.
5.  Officers who desire to be screened must complete the following:
    a.  Submit the web-based, online application as outlined in par 14.  No other application methods will be accepted.  Applicants must possess the Primary MOS (PMOS) required by the billet(s) as listed in par 8 and 9, IAW reference (g).  PMOS modification requests must be finalized prior to the convening of the boards.  An example request to modify a PMOS can be found on the Manpower and Reserve Affairs webpage at www.manpower.usmc.mil.  From the homepage, click on “Reserve Marine,” “Reserve Affairs (RA),” “Personnel Management (RAM),” “Individual and Reserve Programs (RAM-4)” and look under the references tab.
    b.  Aviators must submit an Aviation Qualification Summary (AQS) (located on the online application) with current Up-Chit when applying for a command requiring Duty Involving Flying – Operational (DIFOP).
    c.  Submit a current promotion photograph IAW reference (b).
6.  The following criteria are ineligibility parameters for the FY17 RCSB and RSLB:
    a.  Officers with an established separation or retirement date.
    b.  Officers, to include those who are retired recalled, with a mandatory removal/retirement date falling within the two years of the projected slate tour.
    c.  Officers currently holding an RCSP billet, have previously held an RCSP billet for at least 12 months in their current grade, or were slated on a previous RCSP board and currently awaiting assignment to their slated billet.  This does not preclude a Col select currently in a LtCol command billet from applying for a Col command or RSL billet, or an unrestricted (UR) Col who has previously held an RCSP billet in the rank of Col from applying for a post-command Selected Marine Corps Reserve (SMCR) Senior Leader billet.
    d.  LtCols who are in-zone or above-zone on the next scheduled promotion selection board.
    e.  AR officers in the Special Education Program (SEP) who have not completed the 36-month assignment following graduation from Naval Postgraduate School.
    f.  AR officers serving in a joint duty assignment who have not completed 22 months of the assignment by the projected change of command date for the command to which applying.
    g.  Officers approved for sanctuary (attained approval by Deputy Commandant, Manpower and Reserve Affairs (DC, MRA), to exceed 18 total years of active duty (AD) service), serving on current orders ending beyond 18 total years of AD service, or if the assignment to an RCSP billet will take them beyond 18 total years of AD service. This does not apply to AR officers.
    h.  Officers who are unwilling or unable to attend Cornerstone: The Commandants Combined Commandership Course (Cornerstone).
    i.  Officers who failed to achieve a satisfactory year the previous anniversary year if already retirement eligible. These officers are automatically screened for transfer to the Inactive Status List (ISL).
7.  Active Duty orders
    a.  Officers slated for an RCSP billet, who are subsequently issued active duty orders ending after the projected Command/RSL start date, must return to an inactive duty status prior to assuming an RCSB or RSLB billet.
    b.  In the event an officer serving in an RCSP billet is mobilized and duration of mobilization orders would carry the UR officer beyond 18 total years of AD service, the following applies:
        (1) Officers approved for sanctuary may remain with the SMCR unit until unit demobilization.
        (2) Upon demobilization, the officer will be reassigned to a validated requirement commensurate with the needs of the Marine Corps IAW MCO 1300.8 unless foregoing sanctuary protection and voluntarily accepting release from AD to retain command of the SMCR unit or remain in a slated RSL billet.

10.  Change of Command/Assignment. The PCOC/assignment dates listed above are based on a standard command/assignment tour length of 24 months per reference (a).
11.  Acceptance, Deferral and Declination.  Officers must accept, decline or request deferral within 30 days of receipt of the notification letter from CMC (RA).  Requests to defer must be sent in writing, via COMMARFORRES to CMC (RA) and will receive consideration on a case-by-case basis.  Officers that decline will not be considered for any other command/billet during the screening year.  CMC (RA) will forward a copy of all correspondence to CMC (MMRP) for inclusion in the officers OMPF.
12.  Training.  Officers slated for a command billet as outlined in par 8, officers selected for a post-command billet in par 9a, officers not previously holding a Col RCSP billet and officers selected for an SMCR Senior Leader billet in par 9b, will attend Cornerstone prior to, or shortly after, assuming command.  Officers slated for an IMA RSL billet, par 9c, will not attend Cornerstone. Slated commanders for flying squadrons must complete training as prescribed in reference (c).
13.  Alternates.  IAW reference (a) the RCSB and RSLB will select alternates to fill unanticipated vacancies that occur prior to the FY18 RCSB.  CMC (RA) will forward a copy of the alternate letters to CMC (MMRP) for inclusion in the officers OMPF.
14.  Application Process.
     a.  The deadline for submitting the application is 2 June 2016, 2359 EST. Late submissions will not be accepted. The web-based, online application is the only method to apply.  Applicants must go to the Reserve Command Screening website at: www.manpower.usmc.mil/application.  Common Access Card (CAC) certification is not required to access the site.  Officers with an MRA portal account will proceed to the login process.  Officers who do not have an MRA portal account will receive a 404 access error.  Within the error message are instructions on how to register for an MRA portal account, which is available to all officers.  Upon login, the system will validate basic individual eligibility for application.  Click "FY17-RCSB" and complete the application.  Officers are advised to read the instructions in their entirety before completing the application.  The web-based application allows for the attachment of documents and offers billet preference options via drop-down boxes. Ensure upload of documents into the appropriate document type.  If an aviator is applying for a flying squadron, attachment of an AQS (located on the on-line application) with current Up-Chit is required.  Once submitted, officers will receive a confirmation email regarding application status.  Hard copy applications will not be accepted.  Any Officer who cannot access the application should contact the RCSB POC listed in this MARADMIN.
     b.  Update material.  Officers may upload update material for consideration by the board.  Update material must be submitted via the on-line application.  Material must be submitted by the eligible officer and addressed to the President, FY17 RCSB and RSLB.  Only officers that submit an application prior to 2 June 2016 will be able to submit update material.  The final deadline for update material is 22 July 2016, 2359 EST.  Late submissions will not be accepted.  All material submitted to the board will be destroyed upon completion of the board.
     c.  Photographs.  Per reference (a), a current photograph is required, IAW reference (b).
         (1) Officers are responsible for verifying receipt of their photograph by CMC (MMRP-20).  The primary method of confirming receipt of a photograph is through the OMPF online via MOL.
Photographs will be available for viewing online within 48 hours of photograph receipt by CMC (MMRP-20).  Photographs are considered current if submitted within the 12 months preceding the convening date of the board.  The date listed on the individual officers photograph title board is the date used to determine whether or not it is current for the purpose of board consideration.  Officers are advised that out-dated photographs will remain in the OMPF until an updated photograph is submitted.  Marines may confirm receipt of their digital photograph via the MMRP website by accessing www.manpower.usmc.mil.  Under “Top Requests,” click on “Fitreps and Official Military Personnel File” (OMPF).  Under “Related Links,” click on “Request Electronic Master Brief Sheet, RS/RO Profile and Photo” and follow the instructions.
     d.  Fitness Reports (FitRpt).  Information regarding FitRpt(s) can also be accessed via the MMRP website by following the instructions above for photographs.
     e.  OMPF Material.  Reference (f) outlines documents considered appropriate for inclusion in an OMPF.  Any document(s) that an officer believes should be part of his/her OMPF, other than FitRpt(s), must be forwarded to HQMC (MMRP-20) NLT 11 August 2016, 2359 EST.  Email is the preferred method to update an OMPF.  Email OMPF material to smb.manpower.mmrp-20(at)usmc.mil.  In the text of the email, indicate application to the FY17 RCSB or RSLB.  A single black and white multi-page attachment in Adobe PDF format will expedite filing. Ensure all materials contain full name and EDIPI.
