GENTEXT/REMARKS/1. Purpose. This MARADMIN announces mandatory use and Initial Operational Capability (IOC) of the Department of the Navy Tasks, Records, and Consolidated Knowledge Enterprise Repository (DON TRACKER) for Non-Secure Internet Protocol (NIPR) Marine Corps task management and task related functions beginning 4 April 2016 per the references. DON TRACKER can be accessed at https:(slash)(slash)dontracker.navy.mil.
2. General. As outlined in MARADMIN 530-15, DON TRACKER is a comprehensive enterprise solution which will ensure compliance and streamline task management operations. The target audience for IOC is commands and users who currently hold accounts in the Marine Corps Action Tracking System (MCATS). All current NIPR-MCATS users must register in the DON TRACKER system at https:(slash)(slash)dontracker.navy.mil between 16 and 22 Mar 2016.
3. Training. In accordance with reference (j), classroom instructors have led hands-on training which targeted task coordinators at the top two levels of major command organizational structures, using a "train the trainer" style approach, to support IOC. To date, more than 2,000 personnel have been trained in the task management functionality of DON TRACKER.
4. Scope. Deployment of the task management module will ensure our systems are aligned with the DON and Marine Corps information governance and lays the foundation for follow on records management actions.
5. Town Hall. A telephonic town hall conference will take place on 16 March 2016 at 1500 (Eastern Daylight Time). Colonel Cheryl Blackstone, USMC Lead for DON TRACKER, will host the conference to address final questions or concerns from units and end users regarding the implementation of DON TRACKER. IOC, defined as deployment of the task management functionality of DON TRACKER, will take place on 4 April 2016, followed by deployment of the records management software component at a later date.
7. Sundown of NIPR-MCATS. NIPR-MCATS tasking capability will be disabled on 3 April 2016. No new tasks will be initiated via NIPR-MCATS, this functionality will be removed from the system. All new tasks must be initiated and processed in DON TRACKER. If a task is assigned or delegated via DON TRACKER, the response must be submitted via DON TRACKER. Users may continue to work pending MCATS tasks with due dates between IOC and 5 Aug 2016. On 5 Aug 2016, MCATS will be taken off-line and will no longer be used. MCATS tasks with due dates after 5 Aug, need to be cancelled and manually entered into DON TRACKER as a new task.
8. Data Migration for NIPR-MCATS. All MCATS files (tasks, document reviews, responses) closed on or before 15 February 2016 will be migrated to DON TRACKER for IOC. MCATS tasks closed between 4 Apr and 5 Aug 2016 will be migrated to DON TRACKER after 5 Aug 2016. 9. Customer support. Customers will initiate service requests for technical assistance via the Navy 311 Help Desk at 1-855-NAVY-311. Issues will be routed to the Headquarters Marine Corps Service Desk or forwarded directly to the software developers for resolution, depending upon the severity of the issue.
10. Applicability. This MARADMIN is applicable to the Marine Corps Total Force.
