REMARKS/1. Per the reference, the purpose of this MARADMIN is to solicit applicants for the FY16-02 Mass Panel, Product Manager Critical Acquisition Positions (CAPS). CAPS are senior acquisition positions with significant responsibility, primarily involving supervisory or management duties, in acquisition systems.  They include such positions as ACAT III/IV Program Managers, Deputy Program Managers, Product Managers, Commanders, Deputy Commanders, and Technical Directors at Warfare Centers. Their education, training and experience requirements are geared toward preparing them to assume Key Leadership Positions (KLPS).  Among the requirements are Defense Acquisition Corps (DAC) membership, Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in the program management career field and a current Continuous Learning (CL) certificate as documented via a copy of their current navy eDACM transcript. All CAPS have a three-year tenure obligation. Military applicants must be O5 or O5 select and Marine Corps Systems Command civilian applicants from the program management competency at both the NH-III and NH-IV pay band level are eligible to apply. The mass panel implements the process identified in the reference and complies with all statutory and regulatory requirements. The DON Director, Acquisition Career Management provides oversight into the process.

3.  The mass panel will convene on or about 27 April 2016 and will consist of senior military and civilian acquisition professionals from MCSC acquisition organizations and program offices.
4.  Applications are due at 1200 EDT on 13 April 2016. Military members and MCSC civilians that are interested in applying may obtain official solicitation from the message POC.
5.  MCSC, as the Executive Agent for Acquisition Training and Education, will verify all acquisition certifications, workforce experience, and academic qualifications prior to the panel.
6.  This MARADMIN is not applicable to the Marine Corps Reserve.
