GENTEXT/REMARKS/1.  Per references (a) through (f), this MARADMIN identifies initial billet assignments for (SMCR-IRR) SgtsMaj and 1stSgts selected on the FY 2016 Reserve (SMCR-IRR) SNCO Selection Board.  Identified also are those SgtsMaj and 1stSgts extended intheir current assignments for one (1) year, SgtsMaj and 1stSgts approved for a two (2) year subsequent tour, and remaining listed billet vacancies for 1stSgts.
2.  SgtMaj and 1stSgt selectees will be frocked in strict compliance and in accordance with the intent of references (c) and (i).  Specifically, authority to frock enlisted reserve Marines promoted off this board to the rank of 1stSgt or SgtMaj is delegated to the director of Reserve Affairs (attn: RA SgtMaj).  This MARADMIN will act as the source document in order to frock selectees prior to detachment from their current unit, and in no case unless otherwise approved by the Director of Reserve Affairs, not earlier than 30 days prior to the report date with the new unit and billet.  Requests for approval of an adjusted frocking date must be communicated to this office (Reserve Affairs) via the chain of command utilizing an AA form.  This authorization is deemed in the best interest of the Marine Corps and is issued with the understanding that frocked SgtsMaj and 1stSgts may assume the title and wear the uniform and rank of a SgtMaj or 1stSgt, respectively, in the Marine Corps Reserve, and that no pay and allowances or entitlements will take effect until actual date of promotion.  This MARADMIN stands as the directive, source document, and authority for frocking those identified 1stSgts and SgtsMaj, as well as for transfer from their current assignment to the new assignment listed below.  Units will ensure a copy of this message is placed into the Marine(apostrophe)s OMPF until they are actually promoted.
3.  The assignments on newly selected 1stSgts and SgtsMaj are for three (3) years as an initial assignment(semicolon) however, tours may be terminated early based on the needs of the Marine Corps.  All extensions as listed below will expire 1 June 2017, or unless otherwise directed.  Upon receipt of this MARADMIN, SgtsMaj, SgtsMaj (Sel), 1stSgts and 1stSgts (Sel) are directed to prepare the inter-unit transfer order per reference (d) and submit a copy to the Reserve Affairs SgtMaj via email.  All inter-unit transfer orders shall be prepared by the unit administration section in conjunction with the unit commander IAW reference (d).  In no case shall commanders approve the transfer of any SgtMaj or 1stSgt to any other billet than those listed below without prior written approval from the Director of Reserve Affairs.
4.  Upon joining the gaining command, the assignment of the SgtMaj or 1stSgt is to the reserve 8999 BIC via the Requirements, Transition, and Manpower Management System (RTAMMS).  All 1stSgt and SgtMaj structure is assignable by CMC (RA) and units will not assign a different Marine to the 8999 structure without prior written approval from the SgtMaj of Reserve Affairs.  Only a 1stSgt and SgtMaj may fill a respective 8999 BIC per reference (c).  The outgoing SgtMaj or 1stSgt must be removed from the BIC and placed as EX009 until the inter-unit transfer is completed and for not more than 90 days.  If the outgoing SgtMaj or 1stSgt is pending retirement, they will be reassigned as EX009 pending release to the IRR waiting final retirement or immediately following a respective retirement ceremony.  NLT 90 days after 1 Jul 2016, they will be administratively dropped to the IRR, unless coordinated with the RA SgtMaj.  In no case will a 1stSgt or SgtMaj remain double billeted under the same BIC.
5.  The report date for all SgtsMaj and 1stSgts is NLT between 1 May 2016 and 1 July 2016 to ensure the newly selected 1stSgts are joined to their new commands and can receive appropriate orders to their required 1stSgts course.  It is recommended that each Marine begin transfer coordination upon receipt of this MARADMIN.  In all cases, Marines are to contact their new units administration section and leadership as soon as possible in order to schedule an exact report date and ensure proper turnover procedures are completed.  Frocking IAW the procedures listed above will be held in strict compliance.

9.  Reserve 1stSgts or SgtsMaj who are currently unassigned or will be unassigned as a result of this MARADMIN may submit a letter of intent indicating their desire to fill a billet vacancy if listed.  Letters will be signed, scanned and emailed to the SgtMaj of Reserve Affairs indicating which billet(s) they are willing to accept.  All subsequent tours will be for a period of two (2) years unless otherwise directed by the Reserve Affairs SgtMaj and for the needs of the Marine Corps.  Once approved, the individual Marine will receive a billet assignment letter as a source document for a subsequent tour in order to initiate and complete the respective administration for the inter-unit transfer as outlined in paragraph 3.
10.  In addition to the above requirements, all newly promoted 1stSgts (Sel) will be required to attend the resident 1stSgts course (2-16) in Quantico, VA from 17 July 16 to 29 July 16 per MARADMIN 431/15 dated 20150901 as their primary annual training period.  This is not waiverable and is mandatory.
11.  All newly promoted SgtsMaj (Sel) will be required to attend the resident SgtsMaj cornerstone course (2-16) in Quantico, VA from 25 April to 6 May 2016 per MARADMIN 495/15 dated 20151006.  RPME orders and attendance will be coordinated by the respective S-3 and G-3 sections up through the MFR level.
