GENTEXT/REMARKS/1. Per reference (a), Total Force Structure Division (TFSD) has updated the published Authorized Strength Report (ASR) data for Fiscal Year (FY) 16 through FY 36 Tables of Organization and Equipment (TOE). The Total Force Structure Management System (TFSMS) was updated 25 March 2016 and incorporates all approved changes to the Marine Corps force structure for planning purposes since the previously published ASR.
2. This ASR publication includes Commandant of the Marine Corps (CMC)-approved force structure with end strength of 182k. Included in this ASR are several Headquarters Marine Corps and Office of the Secretary of Defense (OSD) directed actions including: enlisted leader identification, full integration of women in the armed forces and execution the global force management data initiative.
2.a. A new data element, “SMC Code,” has been added to the billet attributes screen in TFSMS in order to identify E5 to E7 leaders. The identification of enlisted leaders, or the “leader to led” initiative, was directed by the 36th CMC Planning Guidance and effected by reference (d). Post February 2016 ASR publication, all submitted Table of Organization and Equipment Change Requests (TOECRs) must consider the leadership status of billets affected by the TOECR and identify whether they are "leader" billets. Per reference (d), a leader billet is a billet that requires a Marine to be directly in charge of, and have the responsibility for, mentoring, training, supervising, tracking and accounting for subordinates.
2.b. The gender coding data element has been updated across all force structure to align with the Secretary of Defense’s intent to fully integrate females into the armed forces. Deputy Commandant Manpower and Reserve Affairs (DC MRA) (code MMIB) is the authority for all gender codes. The February 2016 ASR will establish the gender code baseline. Post publication, all gender coding changes will require approval from DC MRA.
2.c. The Global Force Management Data Initiative (GFM DI), or “is-led-by” initiative, was implemented during the Feb 16 ASR. This OSD initiative was implemented through Engineer Change Proposal (ECP) 6478 in Dec 2015. The ECP enhancement supports compliance with OSD mandates and DODM 8260.03 "Global Force Management Data Initiative Implementation: The Organizational and Force Structure Construct" directing how all DOD systems integrate. Joint Requirements Oversight Council Decision Memorandum 048 is the reference for this initiative. This change affected structure and roll-up Unit Identification Codes (UIC) (Record Types C and D) by assigning the most appropriate chargeable billet identification code (BIC) on a unit, section or subsection Table of Organization as the leader of that unit, section or subsection. Some structure was moved within a unit, section or subsection Table of Organization to optimize the automated manner by which TFSMS enables such assignments. Henceforth, prompts will appear in TFSMS whenever a TOECR affects a BIC designated as an “is-led-by” leader in TFSMS. More details on changes in the system can be found in the TFSMS user manual. Commands are urged to refer to the user’s manual to get a complete understanding of the “is-led-by” concept prior to requesting changes. Commands may notice changes in their TOE billet hierarchy based upon the implementation of this initiative. The “is-led-by” initiative should not be confused with the enlisted leader identification initiative or “leader to led” initiative as they are separate initiatives.
3. Units were manned per Commandant of the Marine Corps manning guidance as outlined in reference (b). The following is a summary of major force structure changes which have been incorporated in this ASR: a plus up of 82 billets in the Marine Corps Security Cooperation Group. The reorganization of the Marine Corps Network Operations and Security Center and its redesignation as the Marine Corps Cyberspace Operations Group resulting in its permanent alignment under COMMARFORCYBER. Realignment of installation military law enforcement structure, as well as significant increase in civilian law enforcement structure IAW with the Marine Requirements Oversight Council directed Installation Security and Marine Corps Civilian Law Enforcement Program Solution. Redesignation and realignment of Marine Corps Augmentation Training Support Unit from Marine Corps Forces Special Operations Command to Marine Corps Combat Development Command (MCCDC). Deactivation of Recruiting Station Buffalo, NY and subsequent activation of Recruiting Station Riverside, CA. Realignment of functions between Deputy Commandant, Combat Development and Integration (DC CDI), MCCDC and Marine Corps Warfighting Lab. Update to the Legacy Tactical Air to Joint Strike Fighter transition plan. Deactivation of Site Support Warner Robbins MAG 49 and move structure to Site Support Camp Pendleton MAG 41. Relocation of VMFA 121 to Iwakuni, Japan.
4. Updated TOE’s are available through the internet at the TFSMS website https:(slant)(slant)tfsms.mccdc.usmc.mil. Users must request access by clicking on the "Request New TFSMS Account" link shown on the first page of the website. Normal response time for access is less than 24 hours.
5. Readiness reporting. The Defense Readiness Reporting System-Marine Corps (DRRS-MC) automatically populates a units readiness report with force structure requirements from the current published fiscal year (FY) TOE resident in TFSMS. Units should validate the force structure requirements in their units readiness report using the current published FY16 TOE in TFSMS or use the TOE link in a units readiness report in DRRS-MC.
5.a. Units TOE are provided on the TFSMS website. After log-in, click on “TFSMS Reports Portal - Click Here for TOE Information" link. A units TOE is located in the "Standard Reports (Published)" folder. After entering the folder, click on "Unit TOE Report" and select the applicable FY and UIC.
5.b. Structured units can also run a current FY TOE report after log-in by entering a UIC or unit name in the "Run TOE Report" and clicking "Show" to display the units current TOE.
6. This Marine Administrative Message (MARADMIN) cancels reference (c) and will remain in effect until the publication of the Aug 2016 ASR.
7. With the publication of the Feb 16 ASR, a moratorium for all manpower (military) changes to Tables of Organization will be in effect until the publication of the Feb 17 ASR. This moratorium is required to facilitate a three-phased plan to develop Marine Corps Force 2025. Civilian TOECRs that affect personnel actions will continue to be processed, however, the originator must ensure the title of the TOECR begins with “MPR CIV.” All manpower TOECRs without “MPR CIV” in the title within TFSMS will be deleted. Any new manpower TOECRs entered in TFSMS without the subject starting with “MPR CIV” during this moratorium will be deleted. Equipment TOECRs updating table of authorized materiel control number (TAMCN) attributes, characteristic data elements, and catalog action request (CAR) TOECRs will continue to be accepted. Joint and external TOECRs may be completed on a limited basis as required in support of the joint staff, combatant commands and defense agencies.
7.a. TFSMS has been updated per changes in the draft MOS manual NAVMC 1200.1b starting in FY 2017. Please refer to the NAVMC page 2 paragraph b. Summary of revisions for a listing of Military Occupational Specialties (MOS). MOS advocates are requested to notify TFSD (Capt Curry, POC of this message) of new occupational field (OCCFLD) manager and MOS specialist replacements, as required, to facilitate the TOECR approval process.
7.b. Civilian manpower TOECRs involving more than 30 BIC changes must be pre-coordinated with TFSD prior to submission in TFSMS. Additionally, significant capability changes and/or unit-level changes (activation, deactivation, reorganization, relocation) must be pre-coordinated to determine whether a Total Force Doctrine, Organization, Training And Education, Materiel, Material Leadership and Communication Synchronization, Education, Personnel, Facilities and Cost (TF DOTMLPF-C) review and assessment is required. Unit-level change execution dates will be determined by the Marine Corps forces, base, or station commander and shall take place no later than the last day of the first quarter of the FY of the programmed action.
7.c. Civilian TOECRs will not be accepted during the period of 1 July through 5 August 2016 in order to complete processing and production of the Aug 16 ASR. Submission of TOECRs IAW paragraph 7 above will re-commence on 8 August 2016. Civilian manpower TOECRs that involve hiring or other imminent personnel actions must be pre-coordinated with TFSD during this period
7. d. Organizations submitting civilian manpower TOECRs involving less than 30 BIC changes should consolidate individual billet changes on a single TOECR to the maximum extent possible. Multiple TOECRs submitted for a given UIC on or about the same calendar date, containing single BIC changes, will be returned for consolidation into a single TOECR.
7.e. IAW reference (a), all TOECRs must be submitted electronically via TFSMS. Any organization lacking the capability to submit electronically should contact TFSD for assistance.
7.f. Advocates are responsible for review and update of UIC mission statements IAW reference (a) NLT every three years. All UICs with mission statements dated July 2013 or earlier must have a revision submitted by TOECR NLT 1 July 2016. Any UIC in this category that does not have an update submitted by this date will be locked from submission of TOECRs of any type until a revised mission statement is submitted.

8. As part of the Strategic Total Force Management Planning Process, commands must develop a Total Force Action Plan (TFAP) IAW guidance provided by reference (a). A TFAP identifies action step, time requirements, and lead offices responsible for executing a force structure action mitigating identified capability gaps. TFAP submissions are an annual requirement due to DC CDI by 1 October of each FY.
