NARR/REF A IS THE SOLICITATION MESSAGE FOR THE DEFENSE INTELLIGENCE AGENCY CY15 DOD CI/HUMINT COMMUNITY AWARDS PROGRAM//
GENTEXT /REMARKS / 1. This MARADMIN solicits nominations and outlines submission requirements for the CY15 DOD CI/HUMINT Community Awards. The CI/HUMINT Community Awards Program recognizes exemplary achievements in applying, developing, promoting, expanding, or approving CI and HUMINT support to the DOD and national security.
2. Description of awards. The DOD CI/ HUMINT Community Awards are honorary, non-monetary awards in the form of a glass, Pentagon-shaped trophy, displaying the winners name, unit or organization, the award category, and year of receipt. A certificate accompanies each trophy, which includes a brief narrative of the achievement for which the award is given. There are a total of 19 award categories: 11 for CI and eightfor HUMINT (details in par 6 and 7 of this message).
3. Eligibility. DOD CI/HUMINT Community Awards may be presented to DOD civilians or military personnel assigned or attached to the DOD CI/HUMINT Components of the Military Departments, Defense Agencies, or Combatant Commands.
4. Nomination and submission process. Each command may submit only one nomination for each award category. For the purposes of this message, a command is defined as any element commanded by an O-5 or above. Submit awards directly to Headquarters Marine Corps (HQMC) Intelligence Department (point of contact listed in par 13 of this message) with, at a minimum, an O-5 endorsement.
4.a. The award nomination package includes an unclassified or classified narrative nomination form describing the achievement and its impact on or importance to DOD and theMilitary Service, Combatant Command, or Defense Agency supported, not to exceed three pages, an unclassified biography of the nominee or a team history not to exceed one page and an unclassified award narrative for use in drafting award certificates and other appropriate program documentation, not to exceed ten single spaced lines.
5. Selection and presentation process. The awards selection panels review the nominations, and recommend selections. The panels will be comprised of community members from USD (I), the Services, Joint Staff J2, and Defense Agencies. The awards selection panels serve at the invitation of the Director, DIA.
6. DOD CI awards criteria:
6.a. CI Investigations (Individual and Team): exemplary achievement related to CI participation in a formal investigation related to espionage, other intelligence activities, sabotage, assassinations or international terrorism that has significant impact on the nations security.
6.b. CI Technologies (Individual and Team): exemplary achievement related to CI activities that develop, promote, expand, improve, or employ the application of information technologies or other specialized technologies in support of DOD CI missions and requirements.
6.c. CI Analysis and Production (Individual and Team): rewards the most significant contributions to using or advancing intelligence analysis and production in support of CI.
6.d. CI Training and Education (Individual and Team): exemplary achievement related to training or educating the CI community.
6.e. CI Collection (Individual and Team): rewards the most significant achievements in conducting CI collections.
6.f. Offensive CI Operations (Individual and Team): rewards the most significant achievements in conducting offensive CI operations.
6.g. CI Functional Services (Individual and Team): recognizes exemplary achievement for CI activities not meeting one of the other specialized categories.
6.h. Technical Surveillance Countermeasures (TSCM) (Individual and Team): rewards the most significant achievements in conducting TSCM activities.
6.i. Credibility Assessment (Individual): rewards the most significant achievements in conducting credibility assessment activities.
6.j. John F. O’Hara Counterintelligence Career Achievement Award (Individual): recognizes sustained (at least 10 years), selfless service of the highest order, and/or extraordinary and long-lasting contributions to DOD CI and the United States (US) by an individual in a position of great responsibility. Awarded when appropriate (usually upon retirement) and on a highly selective basis.
6.k. National Military Intelligence Association (NMIA) Colonel John Lansdale CI Award (Individual): this NMIA sponsored Colonel John Lansdale CI Award is intended for only those CI professionals assigned to or supporting a Combatant Command J2X structure either in garrison or deployed during CY2015. The award will be presented to the CI professional who, in the judgment of the DOD CI community-sponsored selection committee, made extraordinary contribution to the DOD CI community while supporting Combatant Command J2X operations.
7. DOD HUMINT awards categories and criteria:
7.a. HUMINT Collector (Controlled) (Individual and Team): exemplary achievement answering national, theater and/or military service intelligence requirements through HUMINT collection operations using controlled HUMINT collection methodology.
7.b. HUMINT Collector (Overt) (Individual and Team): exemplary achievement answering national, theater and/or military service intelligence requirements through HUMINT collection operations using Overt methodology.
7.c. Military Attache (Individual and USDAO): exemplary achievement related to HUMINT collection operations conducted by an accredited Defense Attache Office (DAO), and/or member of a DAO, answering national, Combatant Command and/or military service intelligence requirements.
7.d. Training and Education (Individual and Unit): exemplary achievement related to application of formal, institutional-level training and or educational skills supporting DOD HUMINT professional development, goals and objectives.
7.e. Collection Requirements/Operations Manager (Individual): exemplary achievement in DOD HUMINT collection requirements management and or DOD HUMINT collection operations management while implementing DOD HUMINT community approaches to answer national, Combatant Command and/or military service intelligence requirements.
7.f. Operational Support (Individual and Team): exemplary achievement related to superior support (administrative, logistical, fiscal, or technical) to any HUMINT collection activity.
7.g. HUMINT Career Achievement Award: recognizes sustained (at least 10 years), selfless service of the highest order, and/or extraordinary and long-lasting contributions to DOD HUMINT and the US by an individual in a position of great responsibility. Awarded when appropriate (usually upon retirement) and on a highly selective basis.
7.h. NMIA LTG Samuel V. Wilson HUMINT Award (Individual): this NMIA sponsored HUMINT award is intended for only those HUMINT professionals assigned to or supporting a Combatant Command J2X structure either in garrison or deployed during CY 2015. The award will be presented to the HUMINT professional that, in the judgment of the DOD HUMINT community-sponsored selection committee, made extraordinary contribution to the DOD HUMINT community while supporting Combatant Command J2X operations.
8. Format for CI and HUMINT award submissions: maximum three pages. Use Times New Roman 12 point font and mark document with appropriate classification markings. List in order: the award category: nominee name, job series, and rank/grade, nominees organization, location and POC, nominating authority (including POC information), summary of achievements, and significance of achievements.
9. Format for biography: Times New Roman 12 point font. Maximum of one page. Must be unclassified. Narrative paragraph format referring to nominee in third person. In the first narrative paragraph, include the nominees personal information (place of birth and home of record, high school and location, college or university and location as well as degree, name of spouse and children, and current residential information). In the second paragraph, include the nominees professional information (branch of service, career field and discipline, DOD CI or HUMINT related education information, and previous DOD CI or HUMINT awards). In the third paragraph, include the nominees career information (duty title, unit and location, as required for each job position or organization, ending with current information, and description of responsibilities at duty station during timeframe of award nomination).
10. Format for team biography: Times New Roman 12 point font. Maximum of one page. Team history must be unclassified. Include year and reason for establishment, operational, and administrative control agencies and any other pertinent information about the team and its members including, but not limited to a list of team members (government team lead and all others), please identify full name and grade, and if the individual is a government civilian, military member, or contractor.
11. Format for narrative (citation): Times New Roman 12 point font maximum of 10 lines. Must be unclassified.
12. The submission deadline is NLT COB 20 April 2016. The DIA awards selection panels are scheduled for 6-7 June 2016.
