GENTEXT/REMARKS/1.  In order to ensure the Marine Corps promotes only the best and fully qualified to the grades of corporal and sergeant, the Commandant has instituted the requirement for commands to screen promotion eligible Marines for suitability for promotion.  These Non-Commissioned Officer (NCO) promotion panels are to ensure that the Marine Corps is promoting those who not only meet TIG, TIS and PME requirements, but who have demonstrated an enduring commitment to Corps values, an ever-increasing degree of maturity, leadership and professionalism expected of our NCO's.  Per reference (a), "accomplishment of the ultimate mission, success in battle, depends on the manner in which Marines are developed into small unit leaders and their professional abilities.  Consequently, no Marine will be promoted to corporal or sergeant who has not positivelydemonstrated the potential, motivation, and maturity to satisfactorily discharge the duties of a small unit leader.  Therefore, it is even more critical to ensure that a commanders recommendation concerning a Marines promotion to corporal orsergeant is a thoughtful, deliberate decision."  The NCO promotion panels are vital to preserving within the NCO ranks the leadership critical to developing our junior Marines while ensuring the future of our SNCO force.  Thus, it is incumbent upon commanders to personally invest themselves in the implementation of these panels not only to meet the Commandants intent, but to ensure the integrity of our valued NCO Corps for today and into the future. 
2.  Beginning with the fourth quarter (Oct/Nov/Dec) of CY-2016 Marines eligible for promotion to corporal or sergeant based on TIG/TIS will appear before a quarterly unit promotion panel for assessment/evaluation and recommendation for promotion.  The structure and conduct of the panel will be determined by the Major Subordinate Command (MSC), be held at the Battalion/Squadron, or subordinate commands as defined in paragraph 1200.3.b of reference (a), and be comprised of officers and SNCOs.  All eligible Marines will personally appear before the panel in order to be interviewed to assess their professional knowledge and qualifications for promotion.  In cases when a personal appearance is not possible, alternative methods (VTC, telephonic, etc.) are authorized.
    (a)  Once recommended for promotion by the panel and concurred with by the Commanding Officer the Marine will be recommended for promotion once eligible within the quarter.  If the Marine does not meet the cutting score at any time within that quarter, the recommendation from that panel will carry forward to subsequent quarters.  The Marine will not need to appear before another panel unless directed by the command.
    (b)  Marines not recommended by the panel and concurred with by the Commanding Officer will be non-recommended for promotion for the quarter for which the panel considered the Marine.  A quarterly page 11 entry will be entered into their Electronic Service Record (ESR) stating the reason for their non-recommendation and a “NOT REC” diary entry will be reported in MOL/MCTFS.
    (c)  The panel may reconvene monthly on a case by case basis in order to reconsider the eligible Marines not recommended by the quarterly unit promotion panel.  Promotion eligible Marines who arrive at the unit after the quarterly unit promotion panel has been held will also be considered on the monthly panels.
    (d)  Marines who are in transition at the time select grades post in MCTFS will have an individual interview with the commanding officer before being promoted.
3.  The below schedule indicates the date each quarterly unit NCO promotion panel needs to be conducted:
