Gentext/Remarks/1. This message convenes and provides administrative updates for the execution of the Naval Research Program (NRP) Executive Review Board (ERB).
2. As a result of the Naval Research Working Group (NRWG) meeting aboard the Naval Postgraduate School (NPS), 20 Marine Corps sponsors presented 92 proposed research topics as of the writing of this MARADMIN. Topics continue to be accepted until 15 April 2016. NPS faculty members will select those topics on which they desire to conduct research during FY17. Those faculty members will initiate an Initial Research Estimate Form (IREF) for each research topic that they desire to have compete for NRP funding. Those IREFs will be reviewed, validated as requirements, and allocated funding based on topic sponsor prioritized rankings at the ERB.
3. Per ref A, the ERB will convene on 02 June 2016 at Marine Corps University in Quantico, VA in order to review, validate, prioritize, and recommend assignment of resources toward the proposed IREFs generated as a result of the NRWG.
4. The ERB is led by the commanding general of Education Command. The board is composed of O6 (or equivalent) representatives from every sponsor organization with proposed work for consideration or review. The ERB will verify that the proposed research is relevant, review proposals for combining research efforts with other existing or proposed work in order to avoid duplication, and recommend assignment of resources toward proposed research. ERB output will be a list of Marine Corps research to be undertaken by the students and faculty of NPS for FY17. The ERB end state is vetted research proposals that directly address topic sponsor research requirements and are resourced for execution by students and faculty at NPS.
5. The ERB will be held 02 June 2016 from 0800-1200 in the Commanding General conference room at Breckinridge Hall, Marine Corps University, Quantico, VA.
6. Every topic sponsor who participated in the NRWG or who has submitteda research topic to the NRP is requested to identify and send an O6 (or equivalent) representative to participate in the ERB. Every topic sponsor representative who attends the ERB is requested to bring their organization’s list of IREFs ranked in order from highestpriority to lowest priority.
7. Schedule. Thursday, 02 June 2016 0800-0815 Opening remarks by Commanding General, Education Command 0815-1145 ERB reviews IREF prioritization and determines allocation of resources 1145-1200 Closing remarks by Commanding General, Education Command.
8. Sponsor representatives (O6, equivalent representatives, or attendingboard members) are requested to RSVP to the POC not later than 26 May, 2016.
9. Attire. The uniform will be service charlies for Marines and businessattire for civilians (coat and tie or equivalent).
10. Lodging. Attendees not stationed in the National Capital Region will arrange their own billeting. On base billeting is available at the Crossroads Inn (703-630-4444).
11. Travel, billeting costs, and other arrangements associated with the board will be the individual unit responsibility.
12. Defense Travel System (DTS) will identify the 2016 max per diem rate for Quantico, VA 22134.
13. Transportation. Attendees are responsible for their own transportation. Commands may authorize rental cars as appropriate.
14. Conference exception. The ERB is the culminating event of the NRWG, which has been formally vetted and meets exemption 4B in Section IV of DoD Conference Guidance did 06 Nov 2013, as an internal agency business matter.
15. Mission critical travel. Although sponsor attendance is highly encouraged, mission criticality for ERB attendance will be established by the traveler’s command. Video teleconferencing is not available.
