GENTEXT/REMARKS/1. Situation. This is a HQMC(C4)and Training Command coordinated message. Communication Training Battalion and HQMC C4 are soliciting student nominations for the spring 2016 Advanced Communications Officer Course ACOC 1-16) to be held from 16 May - 26 Jul 2016 in Quantico,Va. ACOC is an Advanced,formal skills progression training course for MOS 0602 Majors, Captains, and other select communications planners. Officers with the PMOS of 0602 will be awarded the NMOS skill designator 0603 upon successful course completion. While attending ACOC, students will learn the advanced skills required for the planning and systems employment for DOD Information Network Operations (DODIN OPS)and Defensive Cyberspace Operations (DCO). Students will also learn the application of DODIN OPS and DCO in support of Major Subordinate Command (MSC) and Major Subordinate lement (MSE) level Marine Air Ground Taskforce (MAGTF) exercises and operations.  Once complete, students will become MAGTF communications planners. The following student eligibility criteria applies to ACOC 1-16: .a.  MOS 0602 Majors, Captains, and Captain selects serving in the Operating Forces or Supporting Establishment.
1.b.LDO Captains holding MOS 0605 and Chief Warrant Officers 3 and 4 holding MOS 0610/0620/0640/0650.
1.c.Government ITM civilians, GS-12 and above, in the following OCCFLD series: GS-0332/2210/0335/0390/0391/0392/0854/1550.
2.  Mission. From 16 May - 26 Jul 2016, Delta Company,Communication Training Battalion, conducts ACOC in order to provide MAGTF Communications Planners to the Operating Forces capable of planning and employing advanced communications architectures at the MSC and MSE level in support of MAGTF exercises and operations.
3.  Tasks
3.a.Parent Command will submit nominations NLT 30 April 2016 with the following information via encrypted email to all POCs listed:
(1) LNAME, FNAME, MI
(2) Grade
(3) Primary MOS
(4) EDIPI
(5) Unit MCC
(6) Unit POC to receive funding approval (e-mail address)
(7) Current/future billet assignment
(8) Security clearance/date (secret required)
(9) Work phone number (DSN and/or COM)
(10)EMail address
(11)Mode of travel
(12)Is Ground transportation required during the course(y or n)
(13)Does nominee possess GTCC
(14)Security clearance/visit requests (OPNAV 5521/27) are required to be entered in Joint Personnel Adjudication System (JPAS). The SMO in JPAS is MS3305stud. Include full name, SSN, level of clearance/basis, dates of visit (16 May- 26 Jul 2016), and purpose (ACOC 1-16), ATTN: Security Manager.(15) Request government computer (yes or no)
4.  Coordinating instructions
4.a. Commands with two or more nominees will designate a POC for coordination purposes. All requests should be forwarded from nominees commander via appropriate Chain of Command.
4.b. Uniform for Marines will be the seasonal MARPAT and service "C" uniform.  Attire for civilian attendees is business casual.
4.c. All ACOC student handouts will be electronic.It is highly recommended that all students bring their own computing device. If the student will need a device the request must be made during the nomination period.
4.d. For those unable to attend ACOC 1-16, ACOC  2-16 is scheduled for Aug - Nov 2016 in Twentynine Palms, CA. Announcement for ACOC 2-16 will be published via SEPCOR.
5.  Administration and Logistics
5.a. The 06xx OCCFLD manager is the POC for identifying all ACOC Students.
5.b. Class capacity. ACOC 1-16 class capacity is (30) students.(22)seats are dedicated to Expeditionary Warfare Students with a communications MOS, eight(8)remaining available seats are allocated to the National Capital Region and Operational Forces.
5.c. Funding. Travel, lodging and per-diem must be unit funded because training and education command does not fund mobile training teams. Seats are also available on a no cost basis (i.e., travel, lodging, and per-diem is not authorized)for nominees stationed in the National Capital Region.Students who are not able to attain unit funding for ACOC 1-16 may attend ACOC 2-16 which is funded by TECOM formal schools travel support.
5.d. Billeting.  For attendees with unit funded seats, reservations for billeting are the responsibility of each attendee. Attendees must check with the Quantico BOQ (Liversedge Hall) at DSN 278-3148/9 or COML 703-784-3148/9 for the availability of government billeting prior to making any COML lodging reservations. If government billeting is not available, local lodging information may be obtained from the Crossroads Inn at 1-800-965-9511. Messing is available, but not conducive to training, so it is not directed.  Traveler must attach statement of Non-availabilitywithin DTS authorization or per diem must reflect the government rates.
6.  Command and Signal
6.a. ACOC 1-16 will convene on 16 May 2016. Students are required to report in the seasonal MARPAT uniform  NLT 0800 16 May 2016 at the expeditionary Warfare School (EWS),Bldg 2077, Gieger Hall, Quantico, Va.
6.b. The POCs will notify nominees selected to attend ACOC 1-16 NLT 9 days prior to the convening date of the course. 6.c. Upon positive confirmation of registration,each individual will receive an Email from the coursecoordinator with further directions and guidance.
7. This MARADMIN is applicable to the Marine Corps Reserve.
