GENTEXT/REMARKS/1.  The Deputy Commandant, Combat Development and Integration approved the new Marine Corps doctrine hierarchy to better reflect the Marine Corps' warfighting focus of the 21st century.
2.  The new hierarchy includes the following changes:
    (a) All doctrine publications were grouped into five major groups:  Organization and Standards, Marine air-ground task force (MAGTF) Warfighting, Enabling and Supporting, Environments, and Naval Operations.
    (b) With these new groupings, changes to the hierarchy will result in a very large number of publications receiving a new classification and, in many cases, a new designator (e.g., MCWP to MCRP).
    (c) The Marine Corps warfighting publication (MCWP) classification was redefined to include only those publications that describe how the MAGTF fights and subject matter that supports and enables MAGTF deployment and employment.  The population of this next generation MCWP was reduced from more than 70 publications to 21 publications after vetting from the doctrine community.
    (d) The new Marine Corps tactical publication (MCTP) classification was added.  The MCTPs are focused on community-specific or functional tactics that support MAGTF operations, a single occupational field, or amplification of functions within the elements of the MAGTF.  They will have a direct link back to one or more higher level MCWPs.  The MCTPs are set apart from the rest of their subordinate MCRPs.  This enables their propopent-authors at the schools and training centers to influence and emphasize higher level doctrine tied directly to doctrinal fundamentals found in the MCWPs.  MCTPs also provide the structure for MCRPs in their respective series.
3.  Process
    (a) A redesignated publication will have both the new designator and the old designator in parentheses on the cover until the publication's next revision, for example, MCTP 2-10B (formerly MCWP 2-3).
    (b) The changes to the covers of the publications will occur over a relatively short time:months vice years.  Doctrine Control Branch's goal is to transition five to twenty publications per week from the old designator to the new designator.
    (c) At the publishing of this MARADMIN the changes are immediately available for viewing at www.doctrine.usmc.mil.
    (d) The changes can also be viewed and tracked by downloading the Doctrine Hierarchy Microsoft Excel document and the graphical depiction of the hierarchy found in the Doctrine Hierarchy Adobe PDF document at www.doctrine.usmc.mil.
    (e) As the publications are transitioned, the new information will be placed on the doctrine website and in the doctrine SharePoint sites used by the doctrine teams.  The goal is to have all publications transitioned no later than 1 October 2016.
