GENTEXT/REMARKS/1. This message announces the FY17 HSST show schedule, provides coordinating instructions for the processing of obligated service for a SDA, and offers guidance on how Marines can volunteer for an SDA.
2. Background. Per Ref A, in January 2016, 5543 basically qualified Marines were identified to be screened for an FY17 SDA. These Marines were directed to complete command SDA screening checklists in conjunction with reenlistment or extension requests and to submit the information to HQMC via the Total Force Retention System (TFRS). From 21 March through 29 April, the HSST screened and slated Marines for an FY17 SDA. The list of Marines slated to SDA will be distributed NLT 11 May 2016 via separate correspondence.
3. Situation. The HSST Road Show will be the capstone event of the FY17 SDA Screening and Slating Process and will serve to validate the class assignments made. This years Road Show will be distinctly different from years past. The in-depth qualification screening conducted on previous Road Shows was completed by the HSST from March through April. Instead of being used primarily as a screening mechanism, the HSST Road Show will now be the vehicle by which the SDA class assignments are validated while simultaneously affording Marines selected for SDA the opportunity to interact with and gather information from subject matter experts from their future assignment.
4. Execution.
4.A. Marines selected for an FY17 SDA are directed to report to the HSST Road Show location aboard their respective base or station (location announced via separate correspondence). Marines will attend the Road Show to receive a briefing on the particular SDA to which they are assigned. Following the brief, Marines will meet with representatives from their respective SDA and/or their SDA monitor to confirm their particular class assignment, make necessary class adjustments, and inform MMEA of any significant changes since their screening submission that could impact their assignment. Additionally, Marines will have the opportunity to gain information/contacts that will assist them in adequately preparing for their SDA. Marines should report to the briefing location according to the below listed dates/schedule. The daily schedule is in effect for each date of the HSST Road Show.

4.C. HSST Daily Schedule
0800: All Marines assigned to Drill Instructor Duty
0930: All Marines assigned to Combat Instructor Duty
1100: All Marines assigned to Recruiting Duty
1400: All Marines assigned to Marine Security Guard Duty
5. Retention. Once the approved HSST RELMs are received at the unit level, the Marines assigned to an FY17 SDA class have 10 working days to accept or decline the SDA with obligated service. Marines that decline the obligated service will be assigned the appropriate reenlistment code (RE-3O). Those Marines who gain the necessary obligated service via extension are encouraged to submit for reenlistment in the fiscal year of their End of Current Contract (ECC) and in accordance with that fiscal years retention guidelines. Marines assigned to commands that are scheduled to take part in the road show prior to the obligated service deadline and who have yet to accept/decline their obligated service should attend the appropriate SDA brief.
6. Coordinating Instructions.
6.A. Volunteers. Marines not selected for an FY17 SDA but interested in a future SDA assignment or learning more about SDAs are invited to attend any of the briefs. Volunteers can submit requests to be considered for an assignment to SDA at any time. The request will be screened in the same manner as all SDAs and final approval will be based on the Marine meeting the requisite qualifications and the availability of SDAs at the time the Marine submits their request.
6.B. Per Ref B, C, and D, commands must recertify Marines during the 60–45 day window prior to their SDA class start date. Failure to properly screen Marines for SDA will result in a determination of non-compliance.
