GENTEXT/REMARKS/1. Purpose. Per ref a, this message is provided for planning purposes to Functional Area Manager, Program Managers, Project Officers, Command Information and AC/S G6 Officers, and Systems Architects concerning the operating systems (OS) authorized for use on the Marine Corps Enterprise Network (MCEN) and associated USMC Controlled networks.
2. Background
2.a. Windows 7 (64 bit) is currently the standard windows OS on the MCEN, with select authorized instantiations of Windows 8.1. As of 1 January 2014, all Windows Vista OS or earlier versions, all Windows Server 2003 or earlier versions, and Microsoft Exchange 2003 are no longer authorized to be connected directly or indirectly to the MCEN-NIPR/SIPR Networks. Commands that require Windows Server 2003 or Microsoft Exchange 2003 beyond the above date must obtain a waiver from the Marine Corps Accreditation Official (AO).
2.b. The Marine Corps has completed migration to Windows 7 Enterprise 64-bit OS and is expanding implementation of Windows 8.1 Enterprise 64-bit OS.
2.c. Windows 10 MCEDS developer images are currently available for testing on non MCEN connected end user devices. The developer MCEDS image is not certified or approved to be deployed on MCEN. 2.d. Windows 10 is intended as a cross-platform release and will be a ubiquitous operating system for desktops, laptops, tablets, and smartphones.
3. Guidance
3.a. In order to stay consistent with industry standards and prevent end-of-service issues, MARCORSYSCOM (MCSC) Enterprise Engineering and Verification Environment (EEVE) Client Engineering Team (formerly SAM Team) is authorized to start coordinating with Microsoft on testing of windows 10. This cooperation will ensure a timely release of a windows 10 64-BIT/Office 2013 MCEDS image that includes Microsoft BitLocker. BitLocker is the authorized Data at Rest (DAR) solution that will be used to encrypt hard drives and removable media that complies with DISA SHB.
3.b. The MCSC developed MCEDS image is the only authorized image for use on the MCEN. No other Windows based images will be authorized on the MCEN after 1 January 2017 unless approved by Headquarters Marine Corps (HQMC) Command, Control, Communications and Computers (C4).
3.c. Beginning 1 October 2016, all Windows server 2008 (all versions: R2, Design, Datacenter, etc.) Or earlier versions are not authorized to be procured or installed on any computer or servers connected directly or indirectly to The MCEN. All Microsoft Server 2008 versions must be migrated to Microsoft Windows Server 2012 prior to 14 January 2019.
3.d. As of 31 January 2016, Windows 7 is not authorized to be procured nor installed on any computer connected directly or indirectly to the MCEN. All devices using Microsoft Windows 7 must be migrated to Microsoft Windows 10 NLT 31 January 2017 per ref b.
3.e. As of 1 October 2016, Exchange 2010 is not authorized to be procured nor installed on any computer or server connected directly or indirectly to the MCEN. All devices using Microsoft exchange 2010 must be migrated to Microsoft Exchange 2013 NLT 14 January 2019.
3.f. As of 1 October 2015, Microsoft Office 2010 is not authorized to be procured nor installed on any computer connected directly or indirectly to the MCEN. All devices using Microsoft Office 2010 must be migrated to Microsoft Office 2013 NLT 1 June 2017.
3.g. As of 13 October 2016, Microsoft SharePoint 2010 is not authorized to be procured nor installed on any computer connected directly or indirectly to the MCEN. All devices using Microsoft SharePoint 2010 must be migrated to Microsoft SharePoint 2013 NLT 13 October 2017.
3.h. Microsoft BitLocker is the only authorized hard drive encryption software for Data at Rest (DAR). Enterprise deployment will start with the deployment of Windows 10 in fiscal year 2016 (FY16). Marine Air-Ground Task Force (MAGTF) Information Technology (IT) Support Center (MITSC) are required to deploy BitLocker as the DAR solution to all new tech refresh assets and any asset that is reimaged.
3.i. Microsoft Internet Explorer 11 (IE11) is the only authorized browser on the MCEN. All devices using Microsoft Internet Explorer version 10 (IE10) or earlier must be migrated to IE11. Microsoft’s new Windows 10 browser named Edge is only authorized with the Windows 10 Enterprise roll out.
3.j. System owners (Functional Area Manager, Program Managers, Base, Post and Station AC/S G6) must obtain a waiver from the USMC AO via local Information System Security Manager (ISSM) for any system that is in violation of the criteria and dates in para 3.b through 3.i. Failure to obtain waiver will result in system being disconnected from MCEN on last allowed date plus one (1).
4. Marine Corps Program Code (MCPC) Program Managers, in collaboration with Functional Area Manager, Program Managers, Project Officers, Command Information and G6 Officers, and Systems Architects, should use Current Year Deficiency (CYD) and Program Objective Memorandum 19 (POM19) to plan program resources for OS Migration, System and Application testing, Modification, and Reengineering.
5. Administration and Logistics.
5.a. The Windows 10 based MCEDS image will be the only authorized image on the MCEN after 1 January 2017 unless approved by HQMC C4.
5.b. All OS in use on the MCEN will adhere to refs c and d. Refs e and f shall be used as the process guides to manage change and configuration within the MCEN environment.
5.c. Records created as a result of this bulletin shall be managed according to the National Archives and Records Administration (NARA) approved records dispositions per ref F to ensure proper maintenance, use, accessibility, and preservation, regardless of format or medium.
5.d. Generation, collection, or distribution of personally identifiable information and management of privacy sensitive information shall be done in accordance with the Privacy Act of 1974, as amended. Any unauthorized review, use, disclosure, or distribution is prohibited.
6. This MARADMIN supersedes MARADMIN 304/15.
7. Cancellation contingency. This bulletin, unless superseded, cancels 1 June 2017.
