GENTEXT/REMARKS/1. The Marine Corps League (MCL) is a national organization of more than 76,000 members with more than 1,000 detachments throughout the United States and overseas.
2.  The MCL will sponsor the Thirty-Fourth Annual Modern Day Marine Military Exposition, 27-29 September 2016 at Quantico, Virginia. The Capital Marines, host detachment of the MCL for this event, will again recognize enlisted Marines and Sailors for outstanding contributions to the Corps.
3.  This message solicits nominations for the following (7) awards:
 A.  Gunnery Sergeant Carlos N. Hathcock II Award: Awarded to an enlisted Marine who has made an outstanding contribution to the improvement of marksmanship training. B. Sergeant Major Wilbur Bestwick Award: Awarded to an enlisted Marine in a Ground Combat Element of the operating forces who has made an outstanding contribution to increased combat readiness within the organization.
 C.  Sergeant Harry D. Myers Award: Awarded to an enlisted Marine in a Combat Service Support Element of the operating forces who has made a significant contribution to increased combat readiness within the organization.
 D.  Sergeant Major Frederick B. Douglass Award: Awarded to an enlisted Marine in an Aviation Combat Element of the operating  forces who has made a significant contribution to increased  combat readiness within the organization.
 E.  Sergeant Major Bertha L. Peters Award: Awarded to an enlisted female Marine who has made a significant contribution to increased combat readiness within her organization.
 F.  Chief Hospital Corpsman George William "Doc" Piercy Award: Awarded to a Navy corpsman or dental technician in a ground, logistic or aviation element of the operating forces, who has made a significant contribution to increased combat medical readiness within the organization.
 G.  Marine Corps Reservist of the Year Award: Awarded to an enlisted Marine Corps reservist who, while serving with the Marine Corps Reserve, has made an outstanding contribution to combat readiness within the organization.
4.  All commands are encouraged to nominate Marines for these awards. To ensure that a sufficient amount of nominations are received, it is requested that Marine Corps Forces Command (MARFORCOM), Marine Corps Forces Pacific (MARFORPAC), and Marine Corps Forces Reserve (MARFORRES) provide at least one nomination for each category. Nominations of  individual mobilization augmentees (IMA) for the reservist  of the year must be submitted through the reservist's  operational sponsor (e.g. COMMARFORCOM, COM MARFORPAC, etc.). Nominations for reservists assigned to United States Marine Corps Reserve (USMCR) units will be submitted via their chain of command to COMMARFORRES.
5.  Nomination criteria. Nominations must reflect either sustained performance or a specific individual act. The contribution must have been made during calendar year 2015. Nominations must be fully substantiated and include:
 A.  All appropriate endorsements. Nominations should be addressed from the nominating unit via the chain of command to the Commandant of the Marine Corps, Office of United  States Marine Corps Communication /Community Relations.  Packages received without full endorsements, to include endorsement from the appropriate Marine Forces, will not be considered.
 B.  Nomination letter. A command nomination letter in standard letter format that includes a brief outline justifying the nomination and the following personal information for the Marine Corps League to coordinate travel and logistics.
 (1)  Full name, rank and Military Occupation Specialty Code.
 (2)  Current duty station and assignment.
 (3)  Current duty address, work email, work telephone and fax number.
 (4)  Time in service.
 (5)  Name and address of the unit in which he/she was serving when contribution was made.
 (6)  Accompanying spouse's name and location, if applicable,for travel arrangement coordination for award recipients with spouses.
 (7)  A by-name unit officer in charge and his/her contact phone number and email address.
 C.  Photographs. The photograph must be a full-length color photograph in the service 'C' uniform with slacks/trousers for Marines. It is used for determining military appearance. The photo must contain a placard with all information as identified in ref b. Sailors should wear the appropriate seasonal service dress uniform. For deployed Marines and Sailors who do not have these service uniforms, uniform is utilities without the blouse and left shoulder forward. This is an official photo, and must adhere to the guidelines established in references (a) and (b). The photo must be of high resolution quality, at least 300 dots per inch. Only an electronic version of the photograph is acceptable. Digital photos must be sent as separate files from the nomination package, preferably as a joint photographic experts group (JPEG) file. Commands are encouraged to utilize local combat camera services for photo production.
 D.  Additional enclosures. In addition to the nomination letter and photograph, each submission must include the following as separate enclosures:
 (1)  Nominee's biography, containing pertinent military background prior to period/event for which he/she is being nominated.
 (2)  A suggested detailed citation.
 (3)  A written and signed statement of expressed consent by the nominee, authorizing release of information contained in the nomination package, per the privacy act of 1974. The  following statement is a sample of written consent: "I, rank/full name, do hereby authorize the release of all information  enclosed in this nomination package to those persons  involved in the selection process."

7.  The Sergeant Major of the Marine Corps’ Office will  facilitate a board to determine award recipients for each  of the seven categories. Final award selections will be  approved by the MCL. Upon completion of the selection  process, commands and selected awardees will be notified by the MCL and a MARADMIN will be released to announce the selected award recipients.
8.  Submissions. All nominations should be sent electronically via email to: hqmc.comrel(at)usmc.mil using pdf and jpeg files with the following subject line: "2016 MCL Enlisted Awards Program; name of award category; ICO rank/name."
9.  Deadline. OUSMCC/PA must receive nomination packages no later than 24 July 2015. No extensions or exceptions will be granted.
10.  Logistics and expenditures. Awards will be presented at the Thirty-Fourth Annual Modern Day Marine Military Exposition, 28 September 2016, at Marine  Corps Base Quantico, Virginia. The MCL's Capital  Marines Detachment will provide CONUS transportation to and from Quantico, accommodations and meals for  selectees and their spouses. Using this message as a  reference, commands are encouraged to issue PTAD  orders so award recipients may attend the expo. Selectees should plan to be in the Washington area from 26-29 September 2016. Specific coordinating details, to include travel arrangements and uniform requirements,  will be sent to award recipients following the selection  process. 11.  Award recipients are reminded that since the Marine will be on PTAD, in this personal capacity, they may accept these benefits under authority 5 CFR 2635.204(d),upon a written determination by the agency ethics officialthat the award is made as part of an established programof recognition.
