GENTEXT/REMARKS/1. IAW Ref A, the FY16-01 KC-130T Transition Conversion Selection Board was convened by 4th MAW and selected the below listed officers for transition / conversion training in the KC-130T aircraft and subsequent Selected Marine Corps Reserve service within VMGR-452 Stewart ANGB, NY. Read in four columns:

2. All personnel listed above are directed to contact 4th MAW G-1 within 30 days of the release of this message accepting or declining their assignment to VMGR-452. Selectees who cannot join VMGR-452 and attend training within 180 days will be required to reapply at a later date.
3. IAW with Refs B and C, this message constitutes 4th MAW join and DIFOP approval authority for the selected officers.
4. OBLIGATION. IAW Ref D, Par 11(a), Naval Aviators and Naval Flight Officers who have completed transition training are under contractual obligation for four years. This obligation will commence on the date transition training is completed.
5. ADMINISTRATIVE GUIDANCE
A. Overview. Processing of orders for the approved training period requires submission of:
(1) Training Request Package to CG, 4th MAW for conversion training or training request package to DC Aviation VIA 4th MAW CG for transition training.
(2) Submission of a signed Statement of Understanding (SOU) to CMC (RA-RCT). Signed Page 11 documents may be used for this SOU.
(3) Submission of funding estimates to CMC (RAP) for each school seat by 4th MAW (G3) NLT 35 Days from release of this message.
(4) Submission and funding approval of orders via the Marine Reserve Order Writing System (MROWS) to CMC (RA-RCT), and adjustment of the new mandatory drill stop date (MDSD).
B. 4th MAW is the only entity authorized to submit requests for this training for the Selected Marine Corps Reserve (SMCR). CMC (RA-RCT) is the only entity authorized to approve funding requests for this training. CMC (RA-RCT) is the only entity authorized to process MDSD’s upon completion of Marines training.
C. During the first step requests will be submitted by unit commanders to transition/conversion approving authority via CG, 4th MAW G-3 Training (ATTN: Major Adams) at samuel.adams@usmc.mil.
D. Upon approval of the request, 4th MAW G-3 training will notify the Marine’s unit S-3 via approval endorsement.
E. The SMCR unit will:
(1) Submit the SOU to CMC (RA-RCT) via its section mailbox at SMB-RIT@USMC.
(2) Units are directed to utilize the applicable per diem rates available at the training site. Messing and lodging is directed, if available, at cost. CMC (RA-RCT) will authorize rental vehicles on a case by case basis. All orders will utilize the following funding source:

(3) No less than 45 days from the release of this message (30 days prior to reporting date of the approved transition/conversion training for officers who are currently on active duty), the unit must submit a set of orders via MROWS. Funding for MROWS order requests will not be approved without the prior receipt of the Marines signed SOU / Page 11 entry.
F. Upon completion of SMCR actions, CMC (RA-RCT) will screen and approve the Marines orders request.
G. Upon completion of required training, the SMCR unit will submit an MDSD adjustment request along with a signed copy of the Marines Page 11 entry to CMC (RA-RCT) via their organizational mailbox at SMB-RIT@usmc.mil. CMC (RA-RCT) will report and adjust the MDSD utilizing the date transition/conversion training was completed.
6. The next 4th MAW KC-130T transition conversion selection board is planned for Fall 2016. All applicants not selected by this board may reapply for consideration on FY17 board. All packages from prior selection boards will be destroyed.
