GENTEXT/REMARKS/1. The Deputy Commandant, Combat Development and Integration, has published Marine Corps Reference Publication (MCRP) 6-12 B, Religious Lay Leader; dated 01 May 2016. MCRP 6-12B, Religious Lay Leader, is available for download via the United States Marine Corps doctrine website at https:(slant)(slant)www.doctrine.usmc.mil.
2. Background
(a) Navy Tactics, Techniques, and Procedures (NTTP) 1.05.1M/MCRP 6-12B, Religious Lay Leader, is a dual-Service publication used for planning and execution of the religious lay leader program. This publication describes the use of lay leaders in the United States Navy and United States Marine Corps. It describes the roles of the supervising chaplain, chain of command, lay leader’s religious organization, commanding officer, and prospective lay leader in the appointment process. It also describes command religious program training and methods for determining authorizing religious organization requirements. Lastly, it addresses other pertinent matters in relation to lay leaders in command religious programs.
(b) This dual-Service publication will aid commanders and staff officers who conduct religious ministry operations. Trainers and educators throughout the Navy and Marine Corps will also use this manual. Commanders, staffs, and subordinates ensure that decisions and actions comply with applicable United States, international, and in some cases, host nation laws and regulations. It is consistent to the maximum extent possible with joint and multinational doctrine within the constraints of established higher level doctrine.
3. Coordinating Instructions. Reference (a) details steps required to request publication hard copies, however, this publication will be disseminated via electronic distribution only unless commanders submit compelling needs justification for printed copies. Units requiring print allocations must follow procedures identified in reference (a), paragraph 4a(2). For Marine Corps Publication Distribution System identification purposes, the publication control number is 144 000077 00.
