GENTEXT/REMARKS/ 1. Purpose. To align existing Marine Corps Aviation Logistics (AVLOG) Structure with the congressionally mandated Defense Acquisition Workforce Improvement Act(DAWIA). The foundational DAWIA tenets mandate attainment of a trained and educated Acquisition Work Force, and when embraced and pursued will ultimately result in better trained AVLOG Marines and tangible aviation readiness improvements. In keeping with the 2016 Aviation Plan (AVPLAN) and the Deputy Commandant for Aviation’s (DC(A)’s) intent to standardize AVLOG training, establish organic aviation acquisition professionals, and foster readiness improvements across Marine Corps Aviation, the Aviation Logistics Support (ASL) branch initiated a fleet-wide engagement strategy intended to both energize and focus the AVLOG community toward increased DAWIA engagement. The main effort of this strategy consists of linking specifically designated AVLOG billets to associated DAWIA training requirements, all of which can be achieved through a series of accredited web-based and resident Defense Acquisition University (DAU) courses designed for the acquisition professional work force. Upon completion of the curriculum and achievement of experience requirements, individual Marines will be designated as an Acquisition/Logistics professional and will be subsequently awarded an Additional Skills Designator/Secondary Military Occupational Skill (MOS) of:
(1) 8057- Acquisition Professional Candidate
(2) 8058- Acquisition Manager
(3) 8060- Acquisition Specialist
1.a. All AVLOG Marines are highly encouraged to participate in this self-paced curriculum in advance of being assigned to one of the designated AVLOG billets. Additionally, it is recommended that AVLOG leadership mentor NCO’s and junior company grade officers to pursue DAWIA Level I coursework well in advance of holding a coded billet as further PME opportunity to become the Life Cycle Logistics Subject Matter Experts in their profession. There is no intent for every AVLOG Marine to become an acquisition professional, but many may choose this as a viable career path upon exposure. For other AVLOG Marines, your pursuit of the self-paced curriculum will render both personal and professional rewards as you progress within the AVLOG community and potentially serve in key billets such as those at NAVSUP, NAVAIR, DLA or OPNAV.
2. Supporting Lines of Effort. Cooperative efforts between MARCORSYSCOM’s DAWIA representatives, the Total Force Structure Division, and HQMC Aviation yielded an additional (159) newly designated billets, bringing the current total of AVLOG coded Billet Identification Codes (BICs) to (260). Additional coordination is underway in an effort to designate additional billets in follow-on phases. Although MARCORSYSCOM DAWIA representatives will contact Marines assigned to coded BIC’s and support, monitor and report individual training progress, it is the responsibility of each individual Marine to prepare, understand, and comply with individualbillet requirements, qualifications, and responsibilities. In the future, MMEA will notify Marines of billet responsibilities with verbiage in their orders to a coded billet. Additionally, the orders will direct the Marine to enroll in and complete required DAU coursework in order to fulfill the DAWIA requirement and obtain the requisite Additional Skills Designator (ASD). Although not prescribed in the orders, Marines will have the option to pursue/obtain ASD 8059/8061, Acquisition Management Professional.
3. Background. (Per Ref A)Upon the Commandant of the Marine Corps’ (CMC) statement to the Senate Armed Services Committee: “The Marine Corps recognizes and fully embraces the challenge to recruit, train, develop and sustain through carefully managed career paths the high-quality Marines required to succeed in the critical role of acquisition program managers”, the Marine Corps formally established the Acquisition Management PMOS. The purpose of establishing the Acquisition Management PMOS is “To develop a population of professional acquisition Marines who meet statutory requirements under the Defense Acquisition Workforce Improvement Act and are competitive for selection to Program Management (PM) and other Key Leadership Positions of major defense acquisition programs for which the Marine Corps has a unique or vested interest.” In support of this requirement HQMC is aggressively integrating DAWIA requirements as formal training requirements and further incorporating them into the MOS manuals, policy and doctrine. Recent promotion boards have and will continue to acknowledge DAU course completion certificates and DAWIA certifications as “highly favorable” selection criteria.
4. Objective. Grow and sustain an AVLOG community with accredited and certified logistics and acquisition professionals serving as the framework. This future AVLOG community will be more knowledgeable, productive, effective and efficient and much more capable of interfacing and communicating with industry and supporting organizations. Ultimately, the future AVLOG community will be better armed to support and respond to the warfighter via increased readiness for Marine Corps Aviation.
5. Concept of Operations: Marines currently serving in a coded billet are directed to contact listed POC’s to determine billet requirements and for Defense Acquisition University coursework enrollment information.
5.a. Leadership will encourage and track the progress of Marines assigned to coded BICs and are highly encouraged to annotate this progress via occasions when Fitness Reports (FITREP) are required.
