GENTEXT/REMARKS/1. Purpose. This message provides amplifying guidance to reference (a) regarding the AC to SMCR DAP. This program affords highly qualified AC Marines, enlisted and officer, the opportunity to affiliate with an SMCR unit following their Expiration of Active Service (EAS). The DAP provides transitioning AC Marines a seamless transition into the SMCR with a guaranteed reserve billet prior to reaching their EAS. In accordance with reference (g), the DAP provides Marines with a no-cost six month extension of their existing TRICARE benefits. At the conclusion of the six month extension, eligible Marines may enroll in TRICARE Reserve Select. Selection to the DAP is limited by the current needs of the SMCR.
2. Eligibility. Any Marine requesting DAP must be released from the AC under honorable conditions and favorably endorsed for direct affiliation by their Commanding Officer. First term enlisted Marines must qualify as a Tier I or Tier II Marine as defined in the Total Force Retention System (TFRS) current Fiscal Year (FY) First Term Alignment Program (FTAP) quality comparison worksheet. Computed Tier III Marines recommended Tier II by their Commanding Officer will be considered and screened as a qualified Tier II Marine. All second term Marines and staff noncommissioned officers must be recommended Tier I or II by their Commanding Officer before being screened by Headquarters Marine Corps (HQMC). Warrant and commissioned officers must be competitive for promotion to the next higher grade. The areas to be screened for all applicants shall include, but are not limited to; height/weight, physical fitness test and combat fitness test scores, martial arts program belt appropriate for primary Military Occupational Specialty (MOS), fitness report date gaps, and an overall performance record that is competitive for promotion to the next grade. The Marine requesting DAP must be eligible for affiliation with the SMCR IAW reference (b). Officers must be approved for a reserve commission IAW reference (c). In conjunction with a DAP request, eligible Marines may also apply for the lateral move program and/or any relevant incentives, to include an affiliation bonus, aviation retention bonus, or composite score points bonus. In accordance with reference (h), Inactive Duty Training (IDT) travel reimbursement may be available for officers and enlisted Marines in specified paygrades and billet assignments.
3. Process.
a. Enlisted.
(1) Enlisted Marines interested in this program should contact their unit Career Planner (CP) or a Prior Service Recruiter (PSR) that supports their region. The CP or PSR will provide information about the SMCR and any benefits, incentives, or lateral move opportunities pertaining to DAP applicants. PSR contacts may be located via email at mcrc_psr(at)marines.usmc.mil. Marines stationed OCONUS may request additional information via email at smb_direct_affiliation_program(at)usmc.mil.
(2) Enlisted applications shall be created and forwarded to HQMC, Manpower and Reserve Affairs, Reserve Continuation and Transition (RCT) Branch via the Total Force Retention System (TFRS) utilizing the AC to RC reenlistment drop down box. Examples of DAP application packages may be found in TFRS. Enlisted Marines may request DAP no earlier than 120 days prior to EAS and no later than 30 days prior to EAS. Incentives and lateral move requests must be submitted no later than 45 days prior to EAS. Pending DAP packages from Marines on terminal leave who are deemed to be unreachable will be administratively closed. Marines serving overseas are highly encouraged to submit their DAP request no later than 60 days prior to EAS, or starting terminal leave, to allow for timely processing and coordination. Applications must include the following:
(a) Completed AC to RC reenlistment request form NAVMC 11537. The NAVMC 11537 can be found in TFRS, under the “Forms” tab.
(b) Completed sponsorship request form NAVMC 11799 per reference (d).
(c) Required attachments per TFRS message R65198.
(d) Two requested open billet identification codes (BIC). Open BICs can be found in TFRS message T64298, which is updated weekly. It is highly encouraged that Marines find a billet that is close to their intended place of residence upon departure from active duty. Marines residing greater than 100 miles may require a waiver from the requested unit before affiliation in accordance with reference (i). Marines may qualify for IDT Travel reimbursement per reference (h).
(e) Block 36 of the NAVMC 11537 must contain the requested BIC, unit name and location of the primary and secondary billets.
(f) Any required documentation pertaining to requested affiliation bonus, retraining program request, and reserve component composite score points bonus, per applicable fiscal year MARADMIN.
(3) TFRS provides a system of record to control the processing of DAP applications. Marines requesting incentives or lateral move may need to request additional contractual time. Marines approved for DAP, who have sufficient Military Service Obligation (MSO) remaining will receive an approved TFRS reenlistment showing “approved for zero months”. Marines who require additional contractual obligation will receive an approved TFRS authority with the required contractual time.
(4) The CP or PSR will coordinate with the Inspector-Instructor (I-I), Site Commander, or designated appointee in order to validate that the requested BIC is vacant, available, and valid. RCT will screen applicants for program suitability and assign eligible Marines to the validated BIC.
(5) Approved DAP applications will be returned to the Marine's CP or PSR via TFRS and will include assignment orders, assigned sponsor letter, and if applicable, any lateral move school dates and affiliation bonus or incentive information.
(6) The Marine must acknowledge receipt by signing the TFRS Reenlistment Extension Lateral Movement, and if applicable, accepting an incentive or school seat for lateral move.
(7) The CP or PSR will return the signed TFRS authority and required documents to RCT via TFRS.
b. Officers.
(1) Officers interested in this program will contact their unit CP or PSR that supports their region. Officer direct affiliation requests may be submitted no earlier than 120 days prior to an officer EAS and no later than 30 days prior to EAS. Officer direct affiliation packages that include a request for an affiliation incentive, a lateral move, and/or those submitting for BICs that require Duty Involving Flying-Operational (DIFOP) approval, may be submitted no earlier than 120 days prior to an officer EAS and no later than 45 days prior to EAS to allow for sufficient processing time. Pending DAP packages from officers on terminal leave who are deemed to be unreachable will be administratively closed. Officers serving overseas are highly encouraged to submit their DAP request to RCT no later than 60 days prior to EAS or prior to starting terminal leave to allow for timely processing and coordination before returning from overseas. In the case of officers participating in an active component force shaping program, the application timeline must be in accordance with the applicable MARADMIN.
(2) Officer applications shall be created with the assistance of the CP or PSR and forwarded to HQMC RA RCT via TFRS utilizing the AC to RC reenlistment drop down box. Applications must include the following:
(a) AA form with requested BIC and RUC. Open BICs can be found in TFRS message T64298 which is updated weekly. It is highly encouraged that Marines find a billet that is close to their intended place of residence upon departure from active duty. Marines residing greater than 100 miles may require a waiver from the requested unit before affiliation in accordance with reference (i). Marines may qualify for IDT travel reimbursement per reference (h).
(b) Battalion or squadron level commanding officer endorsement letter.
(c) Applicable documentation pertaining to any affiliation bonus and lateral move program requests, per current FY applicable MARADMIN.
(d) NAVMC 11799 (sponsor request form).
(e) Promotion photo from OMPF (only required when submitting for a BIC requiring DIFOP approval).
(f) Master brief sheet (only required when submitting for a BIC requiring DIFOP approval).
(g) Biography (only required when submitting for a BIC requiring DIFOP approval).
(3) The CP or PSR will coordinate with the I-I, Site Commander, or designated appointee in order to validate that the requested BIC is vacant, available, and valid. RCT will screen applicants for program suitability and assign approved officers to the validated BIC. In the case of force reconnaissance units, DIFOP, and aide-de-camp billets, RCT will request approval from the appropriate major subordinate command (MSC) before making an assignment. The MSC will have 21 calendar days to review the application and return it to RCT. Force reconnaissance, DIFOP, and aide-de-camp billet applications not returned to RCT within 21 days will be processed as having MSC approval.
(4) Approved DAP applications will be returned to the officer's CP or PSR via TFRS and will include assignment orders, assigned sponsor letter, and if applicable, any lateral move school dates and affiliation bonus or incentive information.
(5) The officer must acknowledge receipt by signing the TFRS RELM, and if applicable, accepting an incentive or school seat for retraining.
(6) The CP or PSR will return the signed TFRS authority and required documents to RCT via TFRS.
4. Reserve Affairs (RA) responsibility: once the Marine is approved for DAP, RA will run a diary entry in MCTFS for the reserve BIC and future monitored command code.
5. Detaching unit responsibility:
a. The detaching unit will request a copy of the DAP orders from SNO/SNM and will report the following unit diary drop entry of TTC 378 005 which will seamlessly transfer an AC Marine to the SMCR and prevent the auto join to the IRR. This unit diary entry will also change the Marine’s record status code to "8", adjust the Marine reserve component code to "KA", and change the Marine training category pay group to "A" which will concurrently change the Marine MCTFS record to awaiting join by the gaining SMCR unit.
b. Complete DD-214 as required per reference (E).
c. For approved DAP officers, IPAC will complete NAVMC 763 per reference (F).
6. Gaining SMCR unit responsibility:
a. The gaining SMCR unit is directed to assign the transitioning Marine a sponsor as required per reference (D) upon notification of assignment from RCT. The sponsorship letter should be returned to RCT through the official mail box (smb_direct_affiliation_program(at)usmc.mil) within five business days of receipt.
b. Make contact and establish a mutually feasible report date with the transitioning Marine within 30 days of EAS.
c. The gaining SMCR unit will join the DAP Marine by utilizing TTC 020 145, with an effective join date reported the day after the Marine’s EAS to allow for a seamless administrative transition from AC to the SMCR. The join diary action must be completed no more than 30 days after the Marine’s EAS.
d. Gaining units will assign the Marine a BIC in the Inventory Development Management System (IDMS) within five working days of being joined to the unit.
e. The SMCR gaining unit will schedule the Marine an IDT drill within Drill Management Module (DMM) and muster the Marine within DMM upon arrival with subsequent unit diary action taken to join the Marine. The IDT drill is scheduled in order to delineate responsibility to the gaining unit if line of duty determination is required in the event of injury.
7. This MARADMIN is applicable to the Total Force.
