GENTEXT/REMARKS/1. The Executive Force Preservation Board (EFPB) establishes safety and force preservation policy and guidance for the Marine Corps. Per the references, the EFPB convened its 34th meeting at the Pentagon and via secure video teleconference, on 28 April 2016 from 1300-1700 EDT.

3. The EFPB agenda included presentation and discussion of the following:

4. Summary
     A. ACMC welcomed all attendees and provided opening remarks, which included the Force Preservation Order, funding of ICM-RMS, and initiating discussion of a HQMC G-10 Force Preservation construct.
     B. Director of Psychological Health, Health Services presented an overview of the PHAC. The PHAC has replaced the Behavioral Health and Brain Injury Advisory Committee as the single point for integration of all psychological health services in order to improve readiness. The PHAC will publish agendas in advance of meetings and shall out-brief minutes to the EFPB.
     C. CG, I MEF presented an overview of the I MEF LOI for Strengthening a Culture of Readiness, which directs leadership engagement in mitigating destructive behaviors in order to enhance readiness. CG, I MEF also presented a brief on a cell-phone application called the Unit Safety Application in use within 3d Marine Aircraft Wing.
     D. CG, II MEF presented an overview of their G-10 Force Preservation construct and best practices.
     E. CG, III MEF presented a brief on their Tactical Resiliency Course, which is a seven-day evidenced-based intensive outpatient program for referred at-risk Marines.
     F. Three sergeants comprised a panel that addressed a variety of force preservation topics and answered questions from the EFPB members. The topics discussed included current leadership and mentorship practices, limitations hindering sergeants from exercising their best leadership, and gaps in the Marine Corps leadership development package. 
     G. CMC(SD) provided an update on Riders Essential Skill Training, which will be offered as a Level II motorcycle training course in the near future.
     H. Previous EFPB Tasks Review
          (1)  The following tasks were closed:
                (a) (EFPB 32-03)- CMC(SD) in coordination with the MARFORs and MCICOM, provide an information brief on the progress of Riders Essential Skills Training development.
                (b) (EFPB 32-04/33-02)- M&RA in coordination with CMC(SD), provide an update brief on the Force Preservation Hand-Off Tool within MOL.
           (2)  The following tasks were re-assigned to the PHAC:
                (a) (EFPB 32-07/33-05)- Provide an information paper on suicide prevention assistance during transition out of the Marine Corps.
                (b) (EFPB 32-10)- Update MARADMIN 308/11 “Commander’s Access to Healthcare Information.”
                (c) (EFPB 33-06)- Provide an information paper on improving critical risk information sharing between commanders and healthcare providers.
     I. New Tasks. The following new tasks are directed and shall be updated at the 35th EFPB:
          (1) CMC(SD). 
               (a) (EFPB 34-01)- Review and revise the EFPB Charter. Address membership and processes. Include PHAC roles and responsibilities.
               (b) (EFPB 34-02)- Present three courses of action for the implementation of REST as a Level II motorcycle training curriculum.
          (2) DC M&RA. (EFPB 34-03)- Revise the overseas screening checklist to ensure dependent conduct is incorporated.
          (3) COMMARFORCOM. (EFPB 34-04)- Update the EFPB on MARFORCOMs data initiative and codifying definitions of force preservation terms.
          (4) CG I MEF. 
               (a) (EFPB 34-05)- Update the EFPB on the “Strengthening and Sustaining a Culture of Readiness” initiative.
               (b) (EFPB 34-06)- Update the EFPB on the Unit Safety Application.
5. Publication of this message constitutes official tasking. Organizations identified in paragraph 4 above shall assign a point of contact for each task and provide contact information to CMC (SD) within 10 working days of release of this message. SD will also distribute tasks via DON Tracker.
6. The 35th EFPB is tentatively scheduled during Sep 2016 in the National Capital Region. CMC (SD) welcomes EFPB members and their safety offices to forward discussion topic recommendations to CMC (SD) prior to the 35th EFPB. 
7. CMC (SD) will announce the 35th EFPB POA&M, schedule, agenda, and coordinating instructions via separate correspondence.
