GENTEXT/REMARKS/1.  Purpose.  The purpose of this message is to solicit USMC nominations for the 2016 DoD CIO awards program.
2.  Background.  The DoD CIO awards program recognizes outstanding achievement in Information Management/Information Technology/Information Assurance (IM/IT/IA) in the Department of Defense.
3.  Judging and Selection.  Award nominations are judged on how the nominee's efforts and performance benefitted DoD and (or) Marine Corps missions and (or) operations.  Outstanding achievement in Clinger-Cohen Act CIO functional areas, listed in para 3a, must be demonstrated utilizing specified judging criteria listed in para 3b.
3.a.  CIO Functional Areas.  Submissions will be evaluated based on nominees’ efforts in one or more of the following eight (8) critical CIO functional areas:  Capital Planning and Investment Control; Command, Control, and Communications;  Cybersecurity;  Cyber Workforce;  Enterprise Architecture;  Enterprise Services;  IT Efficiencies;  or Spectrum.
3.b.  Judging Criteria.  Outstanding achievement must be demonstrated in the CIO functional areas listed in para 3a. utilizing one or more of the following six (6) judging criteria:  Improved Information Delivery/Dissemination;  Management Efficiency/Effectiveness;  Cost Savings;  a Broad User Base (e.g.,  Enterprise-wide);  Improved Process(es);  or Mission Impact.
4.  Eligibility.
4a.  Individual nominees may only be government employees (civilian or military).
4b.  Team nominees may be from any Marine Corps organization.  Teams may be cross functional and include other DoD members or contractors.  The team lead must be a government employee (civilian or military).  Team nominees must comprise teams that have been organized for specific projects of limited scope and time (no long term program teams).  Activities which began in a previous calendar year may be included, providing that the activities were completed or desired results were achieved during 2016.  Nominees must be below the Flag Officer / SES level.
5.  Nomination and Notification.
5.a.  Format.  Nominations must be in Microsoft Word using the required template.  No other formats or pdf files will be accepted.  While there are no page limits on the entire submission, the accomplishments section cannot exceed one (1) page on 8.5" by 11" paper in Times New Roman font with 10 or 12 point font size and minimum and 0.5" minimum margins (all around).  Nomination templates, further guidance, and examples of winning awards in previous years are posted at http:(slash)(slash)www.hqmc.marines.mil/itmcoi/resources/awards.aspx.
5.b.  Submission.  Command (General Officer) endorsements on nominations are not required.  USMC nominations must contain all requested information and must be sent via email to usmc_information_technology_community@usmc.mil by COB on 21 July 2016.  No fax or hard copy submissions will be accepted.  Due to the timeline, no extensions will be approved.
5.c.  Notification.  The DoD CIO staff will evaluate all nominations in August/September 2016.  HQMC (C4/CIO) will contact selected finalists and provide required logistics information.  Awards will be presented at the Pentagon Conference Center room B6 on 30 November 2016 at 1100.  Travel or TAD costs shall be funded by the command(s) of finalists.
