Per ref (a) and in accordance with refs (b) and (c), this message announces the Marine Corps Community Relations Outreach Board to select significant community relations events in the United States for FY2017 Marine Corps unit participation in support of the Marine Corps Strategic Engagement Program outlined in ref (b). The board will convene on 30 August 2016.
2. The FY2017 Harrier-Osprey Demonstration Board will also convene in conjunction with the 2017 Community Relations Outreach Board in order to synchronize aviation community outreach events with the strategic outreach goals of the Commandant of the Marine Corps. The Harrier-Osprey Demonstration Board announcement will be included hereafter as a part of the OUSMCC-led Community Relations Outreach Board. Annual convening dates for the Harrier-Osprey Demonstration Board will adjust to meet the overall needs of the Community Relations Outreach Board.
3. The board will create the FY2017 Community Relations Outreach Plan by considering the following assets/programs:
3.(a). The President's Own Marine Band.
3.(b). Field Bands.
3.(c). The Mounted Color Guard.
3.(d). Battle Color Detachment.
3.(e). Air Shows.
3.(f). Static Displays.
3.(g). Aviation Demonstrations.
3.(h). Open Houses.
3.(i). Marine Week.
3.(j). Commemorations.
3.(k). Marine Corps Executive Forums.
3.(l). Speakers.
3.(m). Color Guards.
3.(n). Fleet Weeks.
3.(o). Modern Day Marine.
3.(p). Other large scale community relations programs.
3.(q). Joint Civilian Orientation Conference.
4. Significant events include, but are not limited to, events with regional impact, national exposure, significant media attention, or which have Marine Corps strategic value.
5. In support of the goals and objectives contained in ref (c), HQMC agencies, MARFORS, MCRC, commands with operational control of musical units and aviation assets, and M&RA (Diversity) are encouraged to take this opportunity to submit recommendations for nationally significant events which impact their primary area of interest and responsibility. Consideration should be given to value for recruiting interests, event attendance, potential for media coverage, significance of audience demographics, and potential for developing surrounding strategic engagement opportunities.
6. Events of special interest and other community relations events that meet the criteria outlined in ref (c) may include, but are not limited to, support of civic or Veteran’s Service Organizations, professional or collegiate sporting events, major parades, formal concerts, outdoor festivals, etc.
7. For musical requests, please submit an estimate of costs associated with each event for funding consideration by HQMC. Costs should include per diem, billeting and transportation requirements. If a sponsor is offering gifts of lodging, transportation, and/or per diem, please annotate the dollar value of the gifts which the sponsor wishes to provide.
8. Event submissions are due to OUSMCC (COMREL), EMAIL: hqmc.comrel@usmc.mil, NLT 26 August 2016 and must include the following:
8.(a). Name and date(s) of event.
8.(b). Event location.
8.(c). Event point of contact’s name and contact information.
8.(d). Specific venue and projected audience size.
8.(e). Other event participants.
8.(f). History of previous military participation in the event.
8.(g). Organizer's booking deadline for participation.
8.(h). A brief narrative explaining the nature of the event which specifically addresses the events value in support of the Marine Corps Strategic Engagement Program.
8.(i). A completed DD2535/DD2536 as appropriate.
9. A detailed agenda for the board will be forwarded to board representatives via separate correspondence.
10. Results of the board will contain a list of events selected for support of the Marine Corps Strategic Engagement Program and the units that plan to participate in those events. Participating commands will be notified via separate correspondence regarding funding requests where applicable.
11. Additional events may be nominated for consideration after the board concludes. Events should be submitted per paragraphs seven and eight above.
