GENTEXT/REMARKS/1. The purpose of this MARADMIN is to solicit policy issues for discussion by the CY16 MCRPB during the fall meeting. The CY16 MCRPB is scheduled to convene in the National Capitol Region for three days during October 2016.
2. Background. The MCRPB is established by reference (a) to consider, recommend, and report to the Secretary of the Navy on Reserve Policy Matters. These recommendations are generated by careful review of issues submitted from the field and the MCRPB members.
3. Action. Each year, the MCRPB solicits policy issues from the total force for consideration by the MCRPB. Issues from the field are vital to the success of the Board and help shape future policy of the Marine Corps Reserve. Solicitors are encouraged to visit the MCRPB web page and view topics that have been previously submitted for the Boards consideration. The MCRPB web page can be accessed via the MRA main website located at www.manpower.usmc.mil. From there, click on the "Reserve Marine" drop-down menu and click on the "Marine Corps Reserve Policy Board" link. Click on “Historical and Current Topics.”
4. Submission Process. The deadline for submitting policy issues is 2359 EST, 29 September 2016. Late submissions will not be accepted.
a. Active Component (AC) and Reserve Component (RC) Marines are required to utilize the web-based, online application as the primary method to submit issues for the Boards consideration. Individuals who desire to submit issues must go to the Manpower and Reserve Affairs website at: www.manpower.usmc.mil/application. Those individuals with CAC card certification portal accounts will proceed to the login process. Individuals who do not have a Manpower and Reserve Affairs portal account will receive a “404 access error.” Within the error message are instructions on how to register for a Manpower and Reserve Affairs portal account, which is available to all AC and RC Marines. Upon login, the system will validate basic individual eligibility for submission. Click “CY16 MCRPB SOLICITATION OF POLICY ISSUES” and follow the instructions provided within the online tool. Read all instructions carefully prior to submitting the issue to the board. You will be asked to provide contact information (email address and daytime/ evening phone number(s)). Please follow the specific instructions provided for submission. A PowerPoint quad chart slide template is provided within the link. A quad chart slide is required for each submitted issue. The system allows for the upload of additional documents (information paper, etc.) to assist with further explanation of the issue to the Board. Individuals will receive a confirmation email once all actions are complete and the issue is submitted. Emails which contain issues for consideration that are sent directly to the POCs on this message will not be accepted.
b. Non Marine Corps personnel (i.e. Navy personnel, general public or advocacy organizations, etc.) and Marine Corps personnel who are unable to access the online application tool may submit policy issue(s) for consideration by sending an email to MCRPB(AT)usmc.mil (Subject: CY16 MCRPB Policy Issue for Consideration). In the email, please provide the following information: description of the issue, opportunity for change, existing law or policy associated with the issue, and recommended task for the Board, along with additional supporting documentation, as required. Individuals will receive a confirmation email within 48 hours. Issues submitted via this method will not be considered after 2359 EST, 29 September 2016.
