GENTEXT/REMARKS/1. The purpose of this MARADMIN is to solicit applications for membership during the CY17-CY19 MCRPB. All submitted applications will be considered and voted on by the CY16 MCRPB in order to fill projected vacant positions for the CY17-CY19 MCRPB. The CY16 MCRPB is scheduled to convene in the National Capitol Region for three days during October 2016.
2. Background. The MCRPB is mandated per reference (a) to consider, recommend, and report to the Secretary of the Navy on Reserve policy matters. Per reference (b), The MCRPB is required to meet annually in Washington, DC and at various other locations or virtually throughout the year. Membership of the MCRPB will be composed of highly qualified individuals of the Marine Corps Ready Reserve (Active Reserve, Selected Marine Corps Reserve units, Individual Mobilization Augmentee, and the Individual Ready Reserve) as well as the Active Component, to include female and minority representation. The board consists of a total of 18 members, 14 Officers and 4 Enlisted. Reference (c) contains additional Information regarding the eligibility criteria for new members.
3. Eligibility Requirements.
a. This year, the board is seeking nominees to fill (1) open Officer vacancy from the Ready Reserve.
b. The Chairperson of the MCRPB requests that Commanders encourage qualified candidates with experience and knowledge of Reserve policy to apply. The Board seeks qualified Lieutenant Colonels and Majors across the Major Subordinate Commands within MFR as well as the IMA Program.
c. All members normally serve for a three year period and should have a minimum of three years of service eligibility remaining.
d. The membership period begins on 1 January 2017 and expires on 31 December 2019.
e. In addition, candidates must be available to physically attend the MCRPB annual meeting which is held in the National Capitol Region for one week each fall. CMC (RA) is responsible for funding Active Duty Operation Support orders for MCRPB members.
4. Application Process. The deadline for submitting the application is 2359 EST, 29 September 2016. Late submissions will not be accepted. The web-based, online application is the primary method to apply. Applicants must go to the Manpower and Reserve Affairs website at: www.manpower.usmc.mil/application. CAC card certification is not required to access the site. Marines with a Manpower and Reserve Affairs portal account will proceed to the login process. Marines who do not have a Manpower and Reserve Affairs portal account will receive a “404 Access Error.” The error message will provide instructions on how to register for a portal account, which is available to all Marines. Upon login, the system will validate basic individual eligibility for application. Click “CY17-19 MCRPB MEMBERSHIP APPLICANTS BOARD” and complete the application. The web-based application allows for the attachment of documents. Ensure documents are uploaded into the proper document type. Once the completed application is submitted, Marines will receive a confirmation email regarding the application status. Applicants who are unable to access the online application tool may email the required information and documents contained in paragraph 6 of this message to MCRPB(AT)usmc.mil (Subject: CY17-19 MCRPB Application) as an alternative. Hard copy applications sent directly to the POCs listed on this message will not be accepted.
5. Command Endorsement. Marines serving in SMCR units are required to upload an endorsement by their command/organization. An O-6 level Command endorsement is required for members assigned to an SMCR unit. An IMA OpSponsor endorsement is required for members assigned within the IMA program. Marines in the Individual Ready Reserve (IRR) are not required to provide an endorsement.
6. Application Requirement. Applicants will be asked to provide the following information and documents through the online application tool:
a. Contact phone number (day/evening)
b. Contact email address.
c. Provide a list of billets held.
d. Provide the following mandatory documents by uploading each to the application tool (PDF format preferred):
(1) Reserve Qualification Summary (RQS), NAVMC 10476, version 05-02.
(2) Command Endorsement Letter (Optional only if in the IRR).
(3) Personal Letter to the Board
7. Selection results will be announced by MARADMIN at the earliest possible date after the conclusion of the board proceedings.
8. This MARADMIN is applicable to the Ready Reserve.
