NARR/REF A IS SECNAVINST 4101.2 WHICH ESTABLISHED THE SECRETARY OF THE NAVY (SECNAV) ENERGY AND WATER AWARDS PROGRAM TO RECOGNIZE NAVY AND MARINE CORPS UNITS AND INSTALLATIONS FOR OUTSTANDING ACCOMPLISHMENTS IN ENERGY AND WATER CONSERVATION AND MANAGEMENT DURING THE PRECEDING FISCAL YEAR. REF B IS SECNAV’S 2016 ENERGY AWARDS GUIDANCE.//
GENTEXT/REMARKS/1.  Purpose.  Solicit nominations for the SECNAV Energy Award for Marine Corps Expeditionary Units.  This award will recognize energy-related achievements at the battalion/squadron level that extend operational reach and/or increase training readiness.  Specific award criteria are outlined in paragraph 3 below.  Award nomination packages are due to Headquarters Marine Corps, Expeditionary Energy Office (E2O), no later than 19 July 2016.
2.  Instructions.
    2.A.  Award period.  The award period is fiscal year 2015 (1 October 2014 through 30 September 2015).
    2.B.  Scope.  This is a battalion/squadron level award.
    2.C.  Submissions.  Instructions and a sample award nomination package are available at www.hqmc.marines.mil/e2o.
3.  Criteria.  (Submissions should address one or more criteria).
    3.A.  Self-Sufficiency.  Battalions/squadrons will be evaluated based on their innovative use of energy efficient equipment and/or employment of energy efficient practices to the following ends:
    3.A.1.  Extend Operational Reach.  Increase the number of days an individual Marine and/or unit can accomplish the mission without fuel, battery, and/or water resupply.
    3.A.2.  Lighten the Load.  Reduce the carried weight of individual Marines and/or eliminate the need for the unit to bring excess equipment to the fight (e.g. unnecessary equipment spares such as generators, batteries).
    3.B.  Awareness and Training.  Evaluation based on:
    3.B.1.  Promotion of efficient energy management practices in and beyond the unit (e.g. document and share energy-related standard operating procedures with other units via the Marine Corps Center for Lessons Learned).
    3.B.2.  Innovation.  Evaluation based on the relative creativity/uniqueness of new energy-related policies, operational or administrative procedures, organizational behavior, or other factors not specifically called out in this message.
    3.C.  Attendance at an energy-related SYSCOM or command-sponsored training session (e.g., new equipment training for program of record systems such as the Ground Renewable Expeditionary Energy Network System (GREENS) and the Solar Portable Alternative Communications Energy System (SPACES)).
4.  Award nomination packages for the 2016 SECNAV Energy Award for Marine Corps Expeditionary Units must be submitted through the appropriate chain of command to USMC E2O according to the submission instructions available at:  www.hqmc.marines.mil/e2o.  Award submissions are due no later than 19 July 2016.
