GENTEXT/REMARKS/1.  The Commanding General, Marine Corps Recruiting Command (CG) MCRC, by direction of the Commandant of the Marine Corps, has approved the subject name results.  Per refs (A) through (C), all selected Marines are tentatively assigned to attend a 10-week Officer Candidates Class (OCC).  Selection and assignment to OCS will be dependent on medical qualification approval by the Navy Bureau of Medicine and Surgery (BUMED).  The below-named Marines are tentatively selected to attend OCC 223 which convenes 10 September 2016 per ref (D).

2.  To ensure your Marine is prepared for this next chapter in their career, I highly recommend they be assigned a Company Grade Officer within your command as a mentor.  This Marine Officer should assist with a physical training regimen that prepares the Marine for the demands of OCS.  Additionally, the Marine Officer should mentor the Officer Candidate to ensure they are aware of and prepared for the expectations at OCS, The Basic School (TBS) and life as a Company Grade Officer.  Assistance and additional information can be found at website www.trngcmd.marines.mil.  Select Units, then Northeast, then OCS or TBS.
3.  Point of contact (POC) information.  Marines are directed to send their current POC information electronically to MCRC POC listed in paragraph 13 and OCS POC listed in paragraph 14, within one week from release of this bulletin in case additional information is needed.  Email subject line must read “(Program) Select POC information”.  Marines are directed to use the Enlisted to Officer (E-O) select POC information sample on the MCRC website at www.mcrc.marines.mil.  Select Marine Officer, then Officer Programs, then E-O general information tab for format.  Marines must submit the Microsoft Word version of POC format without signature.  Any changes to POC sheet from original submission must be forwarded.
4.  Non-selects.  Marines who were not selected refer to ref (A) chapter 1.  For more information and career counseling, call DSN 278-9241 or commercial (703) 784-9241 or 1-(800)-833-2320 or visit their website at www.manpower.usmc.mil.  Select top requests then Enlisted Career Counselors.
5.  Commanders refer to ref (A) chapter 1 for information pertaining to status change or removal recommendations of Marines.  Marines who decline selection must forward a formal request, via their endorsing chain of command through the General Officer (GO) level, to CG, MCRC.  Commands and Marines are directed to send initial courtesy copy of above requests electronically to MCRC POC until all endorsements are received.
6.  Medical.  Submission of medical documents alone to MCRC does not qualify a Marine to ship to OCS.  Marines must be determined medically qualified by BUMED per ref (E) prior to reporting to OCS.  MCRC is responsible for determining Marines medically qualified for OCS via BUMED.  Marines are not guaranteed to attend the OCS class with which the board aligns.  OCS class dates are tentative and are subject to change.  Refer to ref (A) Commanders Intent pertaining to OCS opportunities.  MCRC POC will notify Marines of their medical qualification status for OCC 223 once available by BUMED.
7.  Pre OCS information.
     a.  Commanders and Marines are directed to use the OCS website referenced in paragraph 2 of this bulletin.  Select the "Candidates Information" tab to prepare for OCS, and for pertinent OCS information.
     b.  Marines are directed to submit the pre-ship checklist, located on the MCRC website, to the MCRC POC by 10 August 2016 for OCC 223.  Candidates who answer "yes" to questions 38-39 on the checklist, must submit the 30 day medical questionnaire.  Commands and Marines ensure all information on pre-ship checklist is completely filled out to include signatures.
     c.  Physical Fitness Tests (PFT) must be taken no earlier than 60 days and no later than 30 days prior to OCC convene date and annotated on question 28 of checklist.  The 60 day PFT requirement takes precedence over the 45 day requirement on the pre-ship checklist.  If question 29 on the checklist is marked "no", Commanders must provide supporting documentation as directed per ref (B), chapter 2.
     d.  All "yes" answers to questions 9-12 and 14 on the checklist that have not been previously disclosed or waived by MCRC must include a signed detailed handwritten statement explaining events to include supporting documentation (if applicable) per ref (C).  If question 16 is "no" please ensure the Marine Corps Total Force System is updated to reflect degree obtained.  A copy of degree or transcript is not required upon checking in to OCS.
8.  Funding.  Marines who are found medically qualified will receive a funding letter from the MCRC POC, to provide to their parent command to issue Temporary Additional Duty orders to attend OCS.  Once Marines receive funding letters, they are directed to forward electronically, a complete flight itinerary if flying, respond "privately owned vehicle" (POV) or "drop off to OCS by (relationship to candidate)",  and provide a copy of Training and Education Command approved defense travel system orders with itemized printout of daily costs to MCRC POC.  All information must be received prior to reporting to OCS.
9.  Post OCS graduation.  After graduation from OCS, Marines will report back to their parent command.  All travel claims for travel reimbursement must be completed upon return to parent command or directed duty station.  Upon verification of graduation from OCS and receipt of school acceptance letter with directed semester start outlined in ref (C), the MCRC POC will request permanent change of station (PCS) or permanent change of assignment (PCA) orders for MECEPs.  MECEPs are not authorized to begin or initiate any PCS or PCA moves before being issued orders.  Upon submission of a college acceptance letter, MECEPs will receive PCS orders no later than 60 days of the NROTC Unit’s report date.  No exceptions will be made for this policy except for PCA moves.  ECPs will receive PCS orders prior to departing OCS to execute from their parent command or directed duty station to TBS.
     a.  ECPs refer to ref (A) chapters three regarding appointments to commissioned grade.
     b.  MECEPs.  Refer to refs (A) and (F) for obligated service and pertinent information.  Questions pertaining to re-enlistments/extensions per ref (F) can be directed to Gunnery Sergeant Anthony J.  Taver at DSN 378-9153 or (703) 432-9153 or email:  anthony.j.tarver(at symbol).usmc.mil.  MECEPs are directed to contact the Marine Officer Instructor or Assistant Marine Officer Instructor at their desired NROTC affiliated school listed at website www.nrotc.navy.mil.  MECEPs are not authorized to attend graduate school.  MECEPs are not authorized PCS moves to transfer to another college or university from which originally ordered, unless within the same consortium.  MCRC approved moves will be personally funded by the MECEP Marine.  Only NROTC affiliated schools will be accepted.  Waivers to attend non-NROTC affiliated schools will not be entertained.
10.  Additional information.
     a.  Marines are considered as officer candidates while attending  OCS, and are entitled to pay and allowances commensurate with the enlisted grade shown on the original orders to OCS, but not less than that prescribed for a sergeant.  Upon completion of training at OCS the original pay and allowances for corporals and below will be restored.
     b.  Officer Candidates who are disenrolled and do not successfully graduate OCS will return to their parent command.  MCRC POC will provide official notification of disenrollment with next course of action upon receipt of official disenrollment package from OCS.
     c.  Officer Candidates are directed to use ref (G) and the OCS website listed in paragraph 2, for specific requirements concerning arrival information, dress code, required gear, grooming, fitness reports, medical requirements, administrative requirements, PFT scoring and fitness preparation until the Fall 2016 guidance is released.
     d.  Officer Candidates are required to participate in training for a minimum period of four weeks, unless sooner disenrolled for cause, before any voluntary request for disenrollment will be considered.  The CO, OCS is authorized to effect involuntary disenrollment for cause during any phase of training.
     e.  Qualified officer candidates assigned to OCC 223 are required to report to OCS on 10 September 2016 in accordance with refs (C) and (G).  Candidates are directed to hand carry their medical records and service record book (if not already scanned into their official military personnel file) when reporting to OCS.  Paragraph 7f of ref (G) pertains.  Candidates are also directed to carry all required documents per paragraph 8 of ref (G).  Do not mail any documents listed in ref (G) to OCS.  Marines should bring documentation of changes not entered by parent command administration, such as dependency basic allowance housing applications, marriage certificates, divorce decrees, birth certificates, court documents (child support) and adoption papers.
     f.  All officer candidate flights will arrive at Reagan National Airport, Washington, D.C. (DCA) prior to 1900 Eastern Standard Time on 10 September 2016.  Transportation from DCA is provided by commercial buses for candidates between 1500 and 1900 on the report date.  Upon arrival to DCA, candidates will meet the Marine Liaison Team, wearing the Service "C" uniform, at the United Service Organization (USO) beginning at 1500.  Candidates who arrive into any other airport or arrive to DCA after 1900, or have transportation issues must contact the OCS Officer of the Day (OOD) at 703-784-2351/2352.  Candidates may secure transportation to OCS via a commercial transportation provider at their own expense.  If candidates use a commercial transportation provider, they must contact OCS OOD prior to departing airport.  Paragraphs 3a through 3c of ref (G) pertains.  Candidates arriving prior to the report date must provide electronically to MCRC POC their intent in accordance with paragraph 8 of this bulletin.
     g.  Officer Candidates attending OCC 223 are authorized to drive POV to OCS.  Commanders ensure candidates driving POV to OCS conduct inspections prior to departure for OCS.  Candidates driving POV will arrive at OCS between the hours of 1500 and 1900 on the report date in appropriate civilian attire.  Candidates who arrive before 1500 will be turned away and instructed to report back during designated arrival window.  Candidates must have in their possession a valid driver's license, current vehicle registration, and proof of insurance.  Candidates will be instructed where to park upon arrival.  Paragraph 3d of ref (G) pertains.  Candidates are directed to follow guidance of ref (G).  Candidates must collect and retain all receipts for travel.
     h.  Officer candidates are required to bring a debit or credit card with a minimum of 500 dollars in available funds for the purchase of their bag issue.  Candidates should not purchase items prior to arrival.  OCS will not lend money or apply a checkage for a candidate's bag issue or other required costs.  Additionally, candidates should give particular consideration towards bringing enough cash for weekly haircuts and exchange visits through the first liberty weekend.  These events can total 20 dollars a week.  OCS recommends that candidates bring no less than 60 dollars and no more than 100 dollars in cash for these expenses.  Candidates arriving without the required funds may be sent home if the Commanding Officer deems they are financially incapable of meeting the procurement requirements necessary to commence training.  Paragraph 5d of ref (G) pertains.
     i.  Basic overnight toiletry items must be brought for the first week of training.  Paragraph 5e of ref (G) pertains.
     j.  Officer Candidates will neither arrive at OCS wearing contact lenses nor wear contact lenses at any time while at OCS.  Candidates who wear glasses are required to bring at least one pair of non-eccentric or military glasses to OCS (two pairs are recommended).  Candidates must hand carry their current eyeglass prescription (within 1 year) or wear/take a pair of glasses so optometry can scan the prescription.  Paragraph 7h of ref (G) pertains.  Candidates who have undergone photorefractive keratectomy (PRK) must be 180 days post-operative to be inducted into training.
     k.  Officer Candidates are not authorized to bring any type of personal weapons to OCS such as knives, firearms or ammunition.  Ref (G) paragraph 9 pertains.
     l.  Study guides are encouraged while preparing for OCS but are not authorized on Brown Field.  All required study material will be provided to students upon arrival.  Paragraph 9a of ref (G) pertains.
11.  Officer Candidates must ensure prior to departing OCS that they obtain their medical and record books (if applicable).
12.  As a reminder, the next selection board will convene 17 October 2016.  Applications and amplifying information are due to MCRC by 15 July 2016.  No extensions will be entertained except for medical reasons per ref (A).  Marines and commands that cannot meet the established application deadline must apply to the next available board per ref (A).
