GENTEXT/REMARKS/1. Reference (a) is hereby cancelled.
2. Per reference (b), Marines who make a lateral move are no longer eligible for promotion in their former primary MOS (PMOS). Per reference b, Marines entering into a corporal or sergeant entry-level IMOS will be considered for promotion non-competitively as follows:
2.a. Effective 30 June 2016, the following MOSs are considered non-competitive entry-level MOSs eligible for promotion and are subject to change based on the needs of the Marine Corps: 0211, 0241, 0365, 0372, 0689, 2336, 3044, 4133, 4821, and 5821.
2.b. Non-competitive, entry-level, MOS. An entry-level MOS with a prerequisite grade will not have an established cutting score for that grade. Lance corporals and corporals reenlisting into an entry-level MOS, as designated above, who have not yet attained that grade may be promoted non-competitively to that grade. Promotion in the IMOS is subject to reenlistment and TIG/TIS eligibility per references (b) and (c). In order to effect promotions for eligible Marines, commands must submit a request for promotion authority to MMPR-2 along with a copy of the signed reenlistment documents. Prior to submission of a request, commands must ensure the Marine has completed the required PME. Once approved, MMPR-2 will run a promotion to that grade. The date of rank and effective date will be the first of the month after reenlistment or after meeting TIG/TIS if they are not met at the time of reenlistment. Example 1: Marine corporal has TIG/TIS prior to reenlistment (with a lateral move to IMOS 0211) and reenlists on 15 March 14. This Marines date of rank and effective date will be 1 April 2014 (i.e., the first of the month after reenlistment) because this Marine meets all eligible requirements for promotion per references (b) and (c). Example 2: Marine corporal with a date of rank of 1 May 2014 and reenlists (with a lateral move to IMOS 0211) on 15 March 2014. This Marines date of rank and effective date will be 1 May 2015 (i.e., 12 months after promotion to corporal) because a corporal needs 12 months TIG before being eligible for promotion to sergeant per references (b) and (c).
2.c. Marines approved for lateral move to PMOS 0365 may be eligible for a four month TIG waiver for promotion to sergeant. Commands must submit a request for TIG waiver to MMPR-2 once a Marine has been granted IMOS 0365A from CMC(MMEA) and meets all other promotion eligibility requirements to include the required PME per reference (b). The date of rank and effective date will be the first of the month after the IMOS 0365A has been granted and all other promotion criteria to include required PME has been met.
2.d. Marines who are promoted under their IMOS, and later fail to complete the qualifications for that MOS, will be administratively reduced. (para 6002.1 applies.)
3. Prior to delivery of the promotion warrant, compliance with reference (b) is required. Commanders must ensure that a Marine is not promoted unless the individual can be expected to assume the responsibilities and perform the duties of that grade in a creditable and satisfactory manner.
4. The above policy is not applicable to the Marine Corps Reserve and is not retroactive.
